The meeting was called to order by President Zimm at 1900 hours. The
group saluted the flag the invocation was given by Rev. Cuff Chaplain of the
Woodbury Fire Department.
Address of welcome was given by Chief Dennis Allonardo of the Forest
Grove Fire Company.
President Zimm appointed Rick Thomas as Sgt of Arms to replace Bill
Mason.
NEW MEMBERS:

Lieutenant Matthew C. Burke of the Franklinville Fire Company
Chaplin Norwood Cuff of the Woodbury Fire Department
Ed Johnson motion to accept the gentlemen into the Association seconded
by Hal Brown, motion passed.
MINUTES OF PAST MEETING:
Pat Robinson motion that the minutes of the April meeting be approved as
emailed seconded by Joe Petsch, motion passed.
FREEHOLDER REPORT: Freeholder Chila was unable to attend the
meeting he was attending graduation at the College.

GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Spring program has been completed. Eighteen students
successfully completed the Gloucester County Fire Fighter 1
program.
Graduation exercises scheduled for Thursday May 21. Start
time 1900 in the Fine Arts Building
AWARDS:
Harvey Redmond Logan Twp. Will received Academic
Achievement & Vernon Evans Award
Christina Neal, from the Malaga Fire will be recognized for high
score of all practical skills
FALL SEMESTER: Registrations now being accepted for the fall class
which is schedule to start Friday August 7, 2015
FIRE ACADEMY GENERAL BUSINESS
Thank you to all companies assisting with providing cylinder refilling.
TRAINING & EDUCATION ADVISORY COUNCIL
I am processing all evaluations resulting from the first two
pilot offerings of the proposed driver training program.
One more class has been scheduled. I am still on track to
present my final version to the state this fall.
NJ DIVISION OF FIRE SAFETY:
Division is making progress on sending out both PRO
Board and IFSAC certificates. As previously reported, the
certificates will be mailed either to the student’s last known
address or the Fire company on record.
Members are encouraged to ensure that all members who
have changed their mailing address notify the division.

G.C. EMERGENCY RESPONSE REPORT: Director Tom Butts was
unable to attend the meeting.
Fire Coordination: Dennis Kappler reported that earlier today there was a
regional coordinators meeting held at the Fire Marshal’s office they
discussed the Papal visit to Philadelphia in September, President Obama’s
visit to Camden and the 4 day Tall Ships event in June. Additional
information will be forth coming regarding the Papal visit in September.
GLOUCESTER COUNTY EMS: Chris Rosser reported that on July 30
th
at 1900 hours in the Government Services Building in Clayton there will be
a CISM Overview and Introduction seminar. Here is part of the copy from
the flyer announcing the seminar: At times we are confronted with scenes
and situations that we can’t put away at the end of a shift. The fellow
responders that comprise the Mercury Team will discuss what they can bring
to the table should we need their assistance. Additionally, the team will
discuss the signs/symptoms of stress and management of it. Mercury team
membership information will also be provided to any interested attendee.
N. J. DIVISION OF FIRE SAFETY: Captain Gallagher was unable to
attend the meeting.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Bill McNulty was
unable to attend the meeting. He did send a report: The only thing he would
like to report on is that there are a couple Associations that have to send in
their 990 forms to the IRS and the State Assoc. These are due by 5/15/2015.

N.J. FIREMENS HOME: Harry Strube reported that the annual golf
outing went very well last week and that they are working on the 2016-2017
budget.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the
Exempt Convention will be held in October in South Amboy.
LAW & LEGISLATION: Frank Lambing reported that the Governor had
conditionally vetoed the sprinkler bill and sent it back to DCA with
consideration to require all multifamily dwellings be sprinklered but not 1 &
2 family dwellings.
BEAREAVMENT COMMITTEE: Rick Thomas reported that there has
been no activity within the last month.
SPECIAL COMMITTEES:
RADIO COMMITTEE: No report.
TECH RESCUE:
To: Gloucester County Fire Chief’s Association- Secretary
Subject: GCTRT Training Report for April
The Gloucester County Technical Rescue Task Force (GCTRT) was in
Gibbstown for the start of the rope rescue quarter. The attendance for this
month’s drill was 9 personnel.
GCTRT members worked on refreshing their basic rope skills with hands on
participation including knots, anchors, and ongoing training with new rope
rescue hardware. This month’s drill served as the base as we advance the
difficulty in scenarios and evolutions throughout the quarter.
The taskforce was in-service for a total of 3 hours.

TENDER TASK FORCE: Bob Bramble advised that their next meeting
will be held on June 4
th
and a drill is scheduled for June 6
th
in Mantua
Township.
FOAM STRIKE TEAM: The task force conducted dry run drills on May
4
th
and may 5
th
with all companies making hard connections between the
foam tenders and foam engines. Companies deployed foam nozzles and
simulated being able to flow capacities of 1,000 gpm of foam solution to a
given target. Weaknesses were identified and are being corrected by
member companies.
The Task Force is planning 2 live fire drills at the Lakeland complex using
the tanker prop for June 1

with the intent of flowing training
foam from large caliber streams and handlines.
LARGE DIAMETER HOSE TASK FORCE: Work in Progress.
ST. FLORIAN COMMITTEE: The St. Florian service was held on
Sunday May 3

. Don Ley of the Woodbury Heights Fire Company was the
Medal of Mercy recipient this year.
I.C. MUTUAL AID TEAM: Dennis Kappler reported that the Chairman
would like to make a presentation at the June meeting. President Zimm
informed Dennis to set it up.

Rick Thomas motion to accept the treasurer’s report, seconded by Ed
Johnson, motion passed.
UNFINISHED BUSINESS: Ryan Pierson reported that the Officer
Candidate Course committee is looking at fall dates to hold the course.
They are also looking for high profile speakers and sponsorships; they will
have a full report at the June meeting.
NEW BUSINESS:
Starting next week representatives from the Communications Center and
Wireless will be making appointments to visit fire stations to get an idea of
necessary equipment and options that each department will be interested in
to continue work on the radio project.
