The meeting was called to order by Vice-President DeCesari at 1930 hours. The group saluted
the flag the invocation was given by Chaplain Tim Nessler

Safety Officer for the Deptford Fire Department
NEW MEMBERS: None
MINUTES OF PAST MEETING:
Scott Oatman motion that the minutes of the December and January meetings be approved as
emailed seconded by, Russell Trumbull, motion passed.
COUNTY COMMISIONER REPORT: Commissioner DiCarlo advised that she will
continue to serve as our liaison to the County Commissioner board, she advised that the County
budget has been introduced, gave an update on things that are progressing at the Fire Academy
and she thanked all for what we do for our communities and the County.
FIRE MARSHALS REPORT: The following is the report:
The following is my report for the actions taken by the Gloucester County Fire Marshal’s
Office for the period of December 8, 2022 to January 9, 2023.
Inspections for the period: 573 Total for the Year: 829
Fire Safety Permits: 2 Total for the Year: 15
Fire Investigations for the period: 11 Total for the Year: 14
Fire Fatalities for the period: 0 Total for the Year: 0
Fire Scene Injuries for the period: 0 Total for the Year: 0
Juvenile Fire setter actions for the period: 0 Total for the Year: 0
Fit Testing for Agencies for Period: 0
Total Actions Taken by the Fire Marshal’s Office to date: 858

FIRE ACADEMY REPORT: Jim Schmidt reported on that the sewer project that is being
done in East Greenwich Township, is now being done on the grounds of the Academy. Jim
advised that the contract for the Pole Barn and the burn building have been awarded.
Construction on the burn building will take 28 to 30 weeks once construction begins. If anyone
wants to attend any of the courses being offered during the spring, go to the Academy web site
to register.
Jim brought to the group that the Academy is debating on charging departments for department
training and drill at the Academy. They are proposing that departments pay $ 90.00 per hour
for the use of the grounds and staff to assist with the training and use of the grounds.
Departments can purchase blocks of training hours, if they are not used during the year, the time
will carry over. Jim asked the opinion of those in attendance. There were no questions or
concerns asked, so the Academy will move forward with the proposal. Jim asked for the county
departments to continue their support of the Fire Academy.
G.C. EMERGENCY RESPONSE REPORT: Director Dennis McNulty advised that it has
been a year since the County entered into the contract with Motorola. The County was not
happy with the personnel that was assigned to the County by Motorola. However they now
have a new technician that is working out well. Also Anthony DeAngelo has been assigned to
assist Mike in the radio shop. They are looking a new program to use to schedule radio work.
More information will be forth coming.
FIRE COORDINATION: Steve Smith advised that a questionaire has been sent out
requesting information on fire boats. They will be meeting with Delaware County in the near
future. Steve also advised that they are working with the DOT and Safer group on revamping
the maps and responses for the highways.
Steve reported that there are some departments that are falsifying their numbers when
responding to incidents. The number that is given when responding should be the number of
SCBA certified responders on the apparatus only, not the number of bodies in the seats. They
will be keeping a close eye on this issue, if a department is caught falsifying their numbers they
will be pulled off of any task forces or special response groups.
HAZ-MAT: The following was read from an email from President Cardile:
There was a google assessment that went out via email from the email
address gcesf9@gmail.com. This is not spam it is from me ( Dan Dobleman ). I will be
resending out to the chiefs in the next day or so. It take about 5-10 minutes tops to fill out. This
is to better gauge on what we have in the county for USAR / HAZMAT. I have started to reach
out to a few chief to sit down with them. If you have not heard from me soon, I will be reaching

GLOUCESTER COUNTY EMS: Nick advised that the annual EMS Symposium will be held
the first weekend in June. He also advised that the EMT refreshers courses have been approved
and will be published soon.
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich thanked everyone
for getting their 4th quarter financial report and Officers listings in on time.
The financial report is due into the office by February 20th and the Membership forms, the old
green sheets can be done online however the signed hard copies are due in the office by
February 28th. The next Executive Committee meeting is on Saturday February 25th.
All of the local Secretaries and Treasurers have received a letter regarding a field audit that will
be held on Thursday March 23rd at the Mantua Township Fire Museum. I know that our county
was just audited in 2021, but we were due to be audited in 2020, but that audit was not done due
to Covid. Once the audit is done this year, we will be back on schedule and the next audit will
not be until 2026. If your local can not make the audit on March 23rd, you can attend one of the
audits held in another County as long as you make arrangements with Field Auditor Jennie
Hollingsworth. If you cannot make it to another County the make-up date for all field audits
will be on Thursday April 27th at the State Office in Wall Township starting at 6 pm.
The County Caucus will be held on Thursday August 17th. I am still looking for a station to
host the Caucus. If you have the space for the Caucus and wish to host it, please let me know.
The cost of the refreshments for the Caucus is paid for by me, as Executive Committeeman.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2023 Convention will be
in Phillipsburg on Saturday June 3rd. I will be running for the Office of State Secretary for the
Exempt Association. If anyone is interested in serving as the Executive Committeeman for our
County to the State Exempt Association see me after the meeting.
N.J. FIREMENS HOME: No Report
LAW & LEGISLATION: Frank Lambing reported that Senate bill S-3405 which is the
Cancer bill for Volunteers has been introduced and is making its way through the proper
channels. This bill is the same as the bill that was passed for paid firefighters.
BANQUET COMMITTEE: Dan Baker advised that there were a few issues with the banquet
this year. He did advise that we made a profit of $ 599.00.
Glenn Roemmich advised that the West Deptford Fire Department saved the Association over $
500.00 by making the copies of the banquet booklet this year.
Glenn Roemmich motion that the West Deptford Fire Department be exempt from paying dues
this year, seconded by Dennis Kappler, motion passed.

AUDITING COMMITTEE: Vice President DeCesari appointed the 3 trustees to audit the
Treasurers books. Bob Hill would like to meet with the auditing committee in Aura at 7 pm to
audit the books.

CORRESPONDENCE: The Secretary read a letter from the Task Force Pontis, a group that is
to support Emergency Response personnel that is in need of assistance during time of job
separation or dealing with difficult situations.
Dan Baker motion that we donate $ 200.00 to Task Force Pontis, seconded by Steve Smith,
motion passed.

Bob Hill advised that dues invoices were on the table and he asked those in attendance to take
theirs back to their departments.
Jim Schmidt spoke on the Division memo that came out in November regarding the use of
foam. Pat Robinson, is working on the issue, with others from around the State.
The group congratulated Scott Oatman on his retirement from the Mt. Laurel Fire Department.
Vice-President DeCesari reminded those in attendance to sign in for tonight’s meeting.
