The meeting was called to order by President Cardile at 1930 hours. The group saluted the flag
the invocation was given by Chaplain Tim Nessler. Address of welcome was given by Chief
Dave Deegan of the Star Cross Fire Company
NEW MEMBERS:

Joe Petsch motion to accept the gentleman into the Association, seconded by, Pat Robinson,
motion passed.
President Cardile then administered the Oath of Membership to the new members.
MINUTES OF PAST MEETING:
Frank Lambing motion that the minutes of the February meeting be approved as emailed
seconded by, Dave Raso motion passed.
COUNTY COMMISIONER REPORT: Commissioner DiCarlo was unable to attend the
meeting.
FIRE MARSHALS REPORT: The following is the report:
The following is my report for the actions taken by the Gloucester County Fire Marshal’s
Office for the period of February 10, 2022 to March 20, 2022.
Inspections for the period: 247 Total for the Year: 3,934
Fire Safety Permits: 3 Total for the Year: 89
Fire Investigations for the period: 13 Total for the Year: 132
Fire Fatalities for the period: 0 Total for the Year: 1
Fire Scene Injuries for the period: 1 Total for the year: 5
Juvenile Fire setter actions for the period: 1 Total for the Year: 10
Fire Prevention/K9 Training/Demo for the period: 0 Total for the Year: 36
Fit Testing for Agencies for Period: None
Total Actions Taken by the Fire Marshal’s Office to date: 4,207

FIRE ACADEMY REPORT: Jim Schmidt reported that yesterday County Commissioner
DiCarlo toured the fire academy, some of the issues that were discussed during the tour was to
revamp the fire academy, upgrade some of the props, additional concrete and asphalt.
Jim advised that there are changes in the works at the academy. He also advised that the bid for
the addition to the instructional building will be out soon. The Firefighter class is near the
midway point with 14 students. Also available courses are available for sign up on the website.
Bob Hill advised that the Division of Fire Safety courses are being run.
G.C. EMERGENCY RESPONSE REPORT: Director Dennis McNulty advised that they
have met 3 times with Motorola regarding their contract and tomorrow the service manager will
be in for a meeting.
Director McNulty advised that they were working on a means of keeping track of what work is
being done by the radio shop. If you request any work to be done by the radio shop, that
request is to be done via email, you will receive a confirmation that your request has been
received and a technician has been assigned to your request.
As before if you have a problem with a dispatch or radio response, contact the alarm room
supervisor.
For any issues with communications or the radio shop Jim Schmidt is our contact person.
They are continuing to work on the radio issue for Franklin Township/ Newfield with
Cumberland County units.
FIRE COORDINATION: Steve Smith advised that there had been a meeting with the
structural Task Force leaders. Also if you have not returned your Task Force acceptance forms,
please do so.
HAZ-MAT: They will be attending the Operational meeting at the end of the month.
GLOUCESTER COUNTY EMS: Nick reported that they are in the process of making up
narcan kits to abide by the narcan law.
The annual EMS Symposium will be held in the beginning of June. The dates will be June, 3rd,
4th and 5th.
The EMT Academy will be held in July, and there are refresher courses being held every
month.
N. J. DIVISION OF FIRE SAFETY: Captain Tharp advised that there were changes taking
place within the Division. He advised that the Junior Firefighter bill was in the comment phase.
Electric car vehicle fires need to be tracked in NFIRS. The Division needs to be notified of any
firefighter injuries that requires hospitalization. He also strongly advised all Officers not to
overlook the facial hair issue, you could be held accountable.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich reported that there is
one local Association from our County who will not be seated at the convention this year, and
their officers cannot receive any salary for this year. They did not get their financial form into
the office by the February due date.
2022 Convention - We are currently scheduling the 2022 Convention to be a 2-day Convention
on Friday, 9/16 and Saturday, 9/17. We are at the mercy of state and federal regulations, but as
of now, a 2-day Convention is planned. Friday will be the Memorial Service and all business
and or reports. Saturday will be for walk-through voting only - no meeting will be held on
Saturday. The starting times for the two days has not been set yet, but we will advise as soon as
they are.
The Executive Committee has voted that Caucuses will be regular meeting type Caucuses that
again and are subject to any government restrictions. However if the County firefighters want
to have a walk thru Caucus, we can have a walk thru Caucus. The Caucus will be on
Thursday August 18th at the Paulsboro Firehouse, the time will be dependent on the type of
Caucus we have.
The insurance check split will be changing again this year. We will be holding back 60% of the
insurance monies to fund all the programs that are growing and aid our Brother & Sister
Firefighters and their families.
We are working on a DBA (Doing Business As) name change to the “New Jersey State
Firefighter’s Association” in recognition of our many female Firefighters. We will have more
information down the road.
The First Quarter Relief Paid Report is due by April 30th and must be entered and finalized
online.
Delegate Selection Forms must be entered and finalized online and are due by May 1st.
Delegates and Life Members attending the County Caucuses will be electing your Executive
Committeeperson and for five counties, your Firemen’s Home Manager. Because we are having
the normal Convention in Wildwood, there will be no payment for attending the Caucus. As
in past years, there will be a $100.00 penalty for Delegates not attending the Caucus. That
penalty will be deducted from the funds the Delegates receive for attending Wildwood. At your
Caucus, you will be handed a packet of reports and information similar to what you have been
receiving for the past two years.
N.J. FIREMENS HOME: Harry Strube Jr. was unable to attend the meeting.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2022 Convention will be
in Woodbridge Township in June.
LAW & LEGISLATION: Frank Lambing requested that everyone keep the firefighters in
Ukraine in your thoughts and prayers.
BANQUET COMMITTEE: Dan Baker advised that the committee is working on next year’s
banquet, a few questions are, Sit down versus Buffet: Obviously Buffet will be cheaper, but also
each person will have a hot meal. Venue: Do we care if we are in county or out of county? A
vote will be taken at the April meeting for a sit down or buffet type banquet.
AWARDS COMMITTEE: Nothing at this time
AUDITING COMMITTEE: The audit will be done for the April meeting.
BY-LAW COMMITTEE: Nothing at this time
BEAREAVMENT COMMITTEE: Rick Thomas advised that we are still in need of chairman
for the committee. He did advise that the Communications Center has asked to revise the final
alarm message. Also the trailer was used in Centerton.
SPECIAL COMMITTEES:
RADIO COMMITTEE: President Cardile advised that they had met yesterday. Resource
typing was discussed, that will be addressed at the Operational meeting. They also talked about
Pro-Phoenix training and starting up the user’s group meetings.
TECH RESCUE: No repot
TENDER TASK FORCE: Anthony Baldasaro advised that there will be a meeting at the
Cross Keys airport to discuss the drill that will be held there.
FOAM STRIKE TEAM: Leader Sumek advised that they will be participating in the drill at
the airport. They are looking for a home for the second foam trailer which needs to be
somewhere in the south end of the County.
LARGE DIAMETER HOSE TASK FORCE: Tim Nessler advised that they will be taking
part at the drill at the airport also.
POWER WAGON TASK FORCE: They had a meeting tonight and there will be a training
session for the north county units at the fire academy on Saturday March 12th.
TRAINING/FIRE ACADEMY COMMITTEE: Nothing at this time

GOOD & WELFARE OF THE ASSOCIATION: Ken Wigglesworth of the Glassboro Fire
Department was laid to rest, he had 61 years of service. He also had served as the Executive
Committeeman for Gloucester County to the New Jersey State Firemen’s Association for many
years.
PLACE OF NEXT MEETING: April 14th Mantua Township Senior Center, 111 Mercer
Ave. in the Sewell section of Mantua Township hosted by the Mantua Township Fire
Department at 1930 hours.
