The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Archie Rommich
Address of welcome was given by Chief Dan Hauss of the Mantua Fire
Department.
NEW MEMBERS: NONE
MINUTES OF PAST MEETING:
Frank Lambing motion that the minutes of the March meeting be approved
as emailed seconded by, Drew Sole motion passed.
COUNTY COMMISIONER REPORT: Director McNulty reported that
the email was sent out on the Track It application. This is a system of
accountability for tracking work and issues with any Motorola requests.
President Cardile will forward to the chiefs.
There is a trial program similar to Spotted Dog and Active 911 called
ARKE. This provides more information then the other two that are currently
being used. President Cardile will forward the information out to the chiefs
as well.

The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of March 20, 2022 to April 14, 2022.
Inspections for the period: 318 Total for the Year: 1070
Fire Safety Permits: 8 Total for the Year: 55
Fire Investigations for the period: 20 Total for the Year: 55
Fire Fatalities for the period: 0 Total for the Year: 1
Fire Scene Injuries for the period: 14 Total for the year: 15
Juvenile Fire setter actions for the period: 3 Total for the Year: 5
Fire Prevention/K9 Training/Demo for the period: 4 Total for the Year:4
Fit Testing for Agencies for Period: None
Total Actions Taken by the Fire Marshal’s Office to date: 1,205

FIRE ACADEMY REPORT: Jim Schmidt reported that there was 1
injury to a Firefighter I recruit during the thermal balance hands on portion
at the Gloucester County Fire Academy. The student received 2nd Degree
Burns to the thigh area, was transported to the Emergency Department
treated and released. The Recruit has returned to class as of this meeting.
There was PPE Damage which was recorded and documented for both an
internal and OSHA and POSHA Investigation which is currently on going.
County Fire Marshall’s Office was also contacted and performed an
investigation of the scene, including pictures and statements obtained. If any
chief has any questions please reach out to Jim Schmidt or Bill Bates.
Bill Bates reported that the Extrication I class has 25 Students, Squad
Company Has 18 Students thus far. Boeing Fire Department has been on site
at the academy performing training. The Fire Officer Series I is nearing
completion and Series II has been posted and registration is open.
Firefighter I students have been administered the New Jersey State Test, no
results as of yet. RIC Operations Course has received interest from other
Departments that have interest in completing the course. The Fire Academy
Site has had some milling of the road at the Extrication Site as well as other
areas of the academy
G.C. EMERGENCY RESPONSE REPORT: Director McNulty stated
that the Emergency Response Center will be sending members to attend the
funeral of Thomas Mason Sr. on Tuesday April 19th.
Director Schmidt stated that the North Brush Task Force will have class with
the Forestry Service on Thursday April 21st at 1900 Hrs at the Fire
Academy.
Fire Department/Company update paperwork has been emailed to the
respective chief’s, please fill out and return, if no changes please still submit
the forms back for the record.
RIC and TIMS training is being set up for Task Force II of the County at the
fire academy. Dates and Times to follow soon.
GCEMS now being responsible to file paperwork so students can obtain
CEU’s for Extrication Courses.
FIRE COORDINATION: Steve Smith not in Attendance, No Report
HAZ-MAT: No Report
GLOUCESTER COUNTY EMS: Deputy Chief Dawn Amos reported that
they are still working on the Narcan Kits to abide by the new law.
The annual EMS Symposium will be held in person June 3rd, 4th and 5th at
Rowan.
The EMT academy will be held in July, there are refresher courses being
held every month.
GCEMS is also providing CPR training for those departments or individuals
who are interested.
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
report is as follows:
He has sent out a letter to all of the Local Associations in the County
regarding their opinion on having a walk thru caucus or a regular sit down
caucus. If you have not replied to this question, please do so. A decision
will be made on the caucus based on the overall consensus of the Local
Associations.
2022 Convention - We are currently scheduling the 2022 Convention to be a
2-day Convention on Friday, 9/16 and Saturday, 9/17. We are at the mercy of
state and federal regulations, but as of now, a 2-day Convention is planned.
Friday will be the Memorial Service and all business and or reports. Saturday
will be for walk-through voting only - no meeting will be held on Saturday.
The starting times for the two days has not been set yet, but we will advise as
soon as they are.
The Delegate and Alternate form is due into the State Office May 1st. This
form is to be completed online.
The Caucus will be on Thursday August 18th at the Paulsboro Firehouse,
the time will be dependent on the type of Caucus we have.
I want to thank everyone for their kind words and expressions during my
surgery. I am home, still have some minor pain.
N.J. FIREMENS HOME: No Report
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2022
Convention will be in Woodbridge Township in June.
LAW & LEGISLATION: Frank Lambing reported that a total of 99 bills
are being tracked. 68 Fire and Emergency Services along with 31 Pensions.
Since last report, ONE bill has been signed by the governor. A2158 with a
companion bill S-12367 which covers PFRS members allowing Fire and
Police Chiefs to serve until the age of 67.
BANQUET COMMITTEE: The committee will be making site visits to
Estate of Monroe and Brigalias. These two are on the short list for the 2023
Banquet. A Final Decision will be brought to the membership in May.
AUDITING COMMITTEE: Completed Motion by Dave Raso, Seconded
by Archie Roemmich to accept the Audit Committee report. Motion Passed.
BY-LAW COMMITTEE: No Report
BEAREAVMENT COMMITTEE: Funeral of Thomas Mason Sr. on
Tuesday April 19th at the Boucher Funeral Home on Delsea Drive in
Deptford. Interment will be at the Seaside Cemetery in Marmora. President
Cardile to forward an email to the departments with more information.
SPECIAL COMMITTEES: None
RADIO COMMITTEE: President Cardile stated they are working on the
numbering system for Plain Speak Terminology. Working on a spreadsheet
to be distributed in the near future.
TECH RESCUE: No Report
TENDER TASK FORCE: Chief Solomon stated that the multi task force
drill went well, flowing 93,000 gallons of water. It was a great learning
experience for all involved, there were some interpretational issues that will
be addressed and worked on for the next exercise.
FOAM STRIKE TEAM: No Report
LARGE DIAMETER HOSE TASK FORCE: No Report
TRAINING/FIRE ACADEMY COMMITTEE: Nothing Further
STAFFING COMMITTEE: Nothing at this time
RIC COMMITTEE: Policy is out for final review by the Chief’s.
Accountability will be coming out soon.
