The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Tim Nessler

NEW MEMBERS:
Battalion Chief Robert Burkhardt of the Deptford Fire Department
Captain Mark Townsend of the Harrisonville Fire Company
Lieutenant Mark Dixon of the Forest Grove Fire Company
Dana DeCesari motion to accept the gentlemen into the Association,
seconded by, John Polen, motion passed.
MINUTES OF PAST MEETING:
Bill Beckett motion that the minutes of the December meeting be approved
as emailed seconded by, Len Fisler, motion passed.
Kyle Adams motion that the minutes of the January meeting be approved as
emailed seconded by, Hal Brown, motion passed.
COUNTY COMMISIONER REPORT: Commissioner Denice DiCarlo
who has been the Mayor of West Deptford was introduced to the
membership. She has replaced Dan Christy who has resigned as a County
Commissioner. The commissioners have been working on the budget, they
hope to introduce the budget next week.
FIRE MARSHALS REPORT: The following is the report:
The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of December 9, 2021 to February 10,
2022.
Inspections for the period: 472 Total for the Year: 3,687
Fire Safety Permits: 2 Total for the Year: 86
Fire Investigations for the period: 22 Total for the Year: 119
Fire Fatalities for the period: 1 Total for the Year: 4
Fire Scene Injuries for the period: 4 Total for the year: 20
Juvenile Fire setter actions for the period: 2 Total for the Year: 9
Fire Prevention/K9
Training/Demo for the period: 2 Total for the Year: 36
Fit Testing for Agencies for Period: None

FIRE ACADEMY REPORT: Bill Bates or Jim Schmidt’s report is as
follows: The wind project will not be coming to the Fire Academy it is
going to Atlantic County. New projects, a new building that will be used as
an apparatus bay, offices and classroom will be built to the right of the
current academy building. With that being done the propane supply tanks
will have to be moved, while doing that the propane prop field will receive
new concrete and asphalt. The academy has received a donated fully
operational alarm system that was installed in the smoke house to aid in the
training for response to alarm systems.
Atlantic City Electric has upgraded some of the lighting at the complex.
The academy will be receiving a pick-up truck from the County Fire
Marshal’s office to be used for the transportation of equipment for offsite
classes.
The Pitman Fire Department donated 4 inch supply hose to the academy.
G.C. EMERGENCY RESPONSE REPORT: Director Dennis McNulty
spoke on the changes to the Radio Shop at the Center. With the retirement
of Mike Kiszelewski and the resigning of Russell Lawrence, the County has
decided not to fill those positions. The County entered into a contact with
Motorola to keep the radio system running. Motorola is supposed to have a
field technician in Clayton 5 days a week. Dennis stated that they have not
had a face to face meeting with representatives from Motorola to address
some issues, so there are quite a few questions that could not be answered.
It is assumed that Motorola will continue to program pagers and radios that
was done by the Radio Shop, but those issues have not been addressed as of
tonight’s meeting. Radio Shop will be run by Motorola who is under
contract to
Jim Schmidt reported that they had sent out Fire Department profiles, that he
asks to fill out and returned to the Center. The Fire Coordinators Office is
undergoing an audit. There are Task Force updates being done. They are
working on numbering for military style vehicles that departments have
received and are using. Jim also advised that the Fire Safety Trailers are
being upgraded at Camping World in Logan Township.
There was a discussion held on ICS and the State Police, be sure that any
courses that you attend are approved.
FIRE COORDINATION: Steve Smith advised that they have been busy
so far. Task Force list have been distributed. All members responding on
any Task Forces are to be SCBA trained and have no facial hair. Also NO
junior firefighters are to respond on Task Force assignments. The Brush
Fire Task Force is being worked on there will be training sessions held for
those who are assigned to the Brush Truck Task Force.
Steve Smith thanked Dennis Kappler for his assistance on the smooth
transition in the Office.
HAZ-MAT: Andrew Halter and Elliott Davis are in charge of the Haz-Mat
team and they will be attending the next Operational meeting.
GLOUCESTER COUNTY EMS: Nick is unable to attend tonight’s
meeting however he reports that as of the middle of December all GCEMS
Ambulances are now outfitted with Stryker Power Load Systems and
Stryker Electric Stretchers.
We would be happy to demonstrate them and go over the basic operations of
them for any departments wishing to familiarize themselves to help us on
scenes. As always we are available to help in anyway possible.
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
thanked everyone for getting their 4th quarter financial report and Officers
listings in on time.
The financial report is due into the office by February 20th and the
Membership forms, the old green sheets can be done online however the
signed hard copies are due in the office by February 28th. The next
Executive Committee meeting is on Saturday February 26th.
The State Association has a committee that has been meeting with a
committee from the Firemen’s Home, to work out any differences between
the two groups. More information will be forth coming. I will know more
after the February Executive Committee meeting on the 26th.
If your company or department has personnel that are paid a stipend and
they are in station during their response period. If they do not belong to the
State Association, you should have them join your local Relief Association,
so that they are covered. They should be considered as paid firefighters.
Also a reminder, any members of your Relief Associations, who have not
put in their 7 years of time, their death benefit is dependent on how many
years of service that they have accrued. They get $ 1,500.00 for each year of
active service until they have attained their Exempt status.
N.J. FIREMENS HOME: Harry Strube Jr. was unable to attend the
meeting.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2022
Convention will be in Woodbridge Township in June.
LAW & LEGISLATION: Frank Lambing reported on the following bills:
A3804 - Designates 9-1-1 operators or dispatchers as 9-1-1 first responder
dispatchers.
A5075 - Removes the Fire Museum and Fallen Firefights Memorial from
auspices of Dep and establishes museum as independent organization and
makes a $ 200,000.00 supplemental appropriation.
A6093 - Mandates periodic cancer examinations for firefighters enrolled in
SHBP.

2022 Banquet Committee Report
First let me say, that without the support of the men and woman of the
organization, this even would not have been so successful. I would like to
thank the Banquet Committee, they all worked hard to put on the event.
Dana, Flounder, Christina, Glenn, Bob, Rick and Matt. Without this group,
the event would not have been a success. I would also like to add Dan
DeBear for the year in review video.
To the members who assisted with acquiring donations, Joe Deegan, Joe
Petsch, Matt Cardile, Flounder, Steve Smith and Christina and Dana, the
committee and the membership thank you.
Some take aways from the event. Rick Thomas and the awards committee,
outstanding job for everything you put together.
The showing from the Emergency Response Center was as Chief Kappler
stated Long Over Due and well deserved. I was glad that the majority were
in attendance to be recognized. The recognition of Diane, Dennis, Larry and
Father Brian Burgess was done like only Matt could have done.
Thank you to Chuck Murtaugh, Colleen Cardile and Keith Tetreault Jr. for
selling tickets to the 50/50 and Raffels. Thank You to Tim Nessler and Rick
Thomas for performing the Bell Ceremony along with Father Burgess.
As Chief Drew Sole told me it is about spending an evening with friends and
colleagues.

The committee will start to work on next year’s banquet. They will have
items to discuss next month. There was a complaint about the food at this
year’s banquet not being up to par, and some complaints about the food not
being warm. A discussion was held on where to hold the banquet next year,
the committee will report back at the March meeting.
AWARDS COMMITTEE: President Cardile presented a few awards to
those who were not in attendance at the banquet.

BEAREAVMENT COMMITTEE: 2 companies in Salem County. The
committee still needs a chairman. The committee is working with
Woolwich Fire Company for the services for Mark Lemke. The trailer had
been used by

RADIO COMMITTEE: Will meet before the March meeting
TECH RESCUE: No report
TENDER TASK FORCE: Bob Gould reported: No calls for service. We
have been in contact with a South Chief about hosting the Spring Drill.
Once we get confirmation it will be forwarded out to the Tender Group.
FOAM STRIKE TEAM: Richard Sumek reported:
On February 2, 2022, the GC-FTF, Command Staff held a meeting at 19:00
hours.
The GC-FTF has a change in Leadership with Chief Jeff Pfeiffer, stepping
down effective January 1, 2022. We thank Chief Pfeiffer for his dedication
for many years of service with GC-FTF. Chief Pfeiffer will continue as a
committee member of our group representing Deptford Fire Department.
The Gloucester County Fire Coordinator has selected the following as GC-
FTF Command Staff:

distribution in mid-2022.
Any Gloucester County Department, who has recently acquired Foam assets
and would like to take part in the GC-FTF please contact Asst. Chief R.
Sumek.
LARGE DIAMETER HOSE TASK FORCE: Tim Nessler reported that
they have updated their list of equipment, they hope to have a drill in the
spring.
TRAINING/FIRE ACADEMY COMMITTEE: No report
STAFFING COMMITTEE: No Report
RIC COMMITTEE: We will open up for discussion tonight and March's
meeting. There will be a operational vote about this in the March's
operational meeting
