The meeting was called to order by Vice-President DeCesari at 1935 hours.
The group saluted the flag the invocation was given by Chaplain Tim
Nessler
Address of welcome was given by Chief Len Fisler of the Gibbstown Fire
Company.
NEW MEMBERS:

Russell Trumbull motion to accept William into the Association, seconded
by, Kyle Adams motion passed.
MINUTES OF PAST MEETING:
Drew Sole motion that the minutes of the November meeting be approved as
emailed seconded by, Dan Baker motion passed.

The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of November 16, 2021 to December 9,
2021.
Inspections for the period: 144 Total for the Year: 3,215

Fire Fatalities for the period: 0 Total for the Year: 3

FIRE ACADEMY REPORT: Jim Schmidt reported that the Fire Fighter
graduation will be held next Thursday night at the Rowan College at
Gloucester County.
The Academy is going to be holding an Officers training series starting in
January.
G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services
Jim Schmidt advised that he had 2022 calendars from the Division of Fire
Safety he asked that everyone take one. He wished everyone a Happy
Holiday.
He also advised that this is the last meeting that Dennis Kappler was
attending as a County Employee. He thanked Dennis for his service.
FIRE COORDINATION: Dennis Kappler advised that last night a Task
Force was sent into Salem County for a cover assignment in Pennsville.
Dennis thanked all of those who were deputy coordinators during his terms.
He wished everyone a good Holiday season.
HAZ-MAT: Nothing to report
GLOUCESTER COUNTY EMS: No report
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
advised that the Association is currently scheduling the 2022 Convention to
be a normal 2-day Convention on Friday, 9/16 and Saturday, 9/17. We are at
the mercy of state and federal regulations, but as of now, a normal 2-day
Convention is planned.
Starting January 1, 2022, all levels of allowable Local Relief have been
increased by $500.00 and the amount the State Office can pay out for
Special Relief has also been increased by $500.00. The way you determine
the maximum amount of Special Relief is to calculate $9,000.00 minus your
NEW Local Relief level. See the chart attached to this email. Your
maximum amount of Local Relief must be approved and paid out before
applying for Special Relief. Maximum Supplemental Relief is still four (4)
times your NEW Local Relief Level. The maximum Local Relief and
Special Relief must be approved and paid before applying to the Advisory
Committee for approval of Supplemental Relief.
All Relief approved/granted in 2021 MUST be paid out by 12/31/2021.
There is no carryover of approvals or granted amounts to 2022 starting
January 1st that the home care benefit for members will be increased by $
1000.00 to $ 6,000.00 per month and spouses will be able to apply for up to
$ 2,000.00 per month for reimbursement for Home Health care.
The Health Care program for eligible Firefighters who are members of the
NJSFA has been increased effective January 1, 2022. The new maximum
amount of reimbursement starting with the NET January, 2022, bill is
$6,000.00 per month. This is a reimbursement program assisting with the
costs of health care at home, an adult day-care facility, a long-term care
facility or a rehab facility. The care must be received from a licensed
caregiver working with a licensed health care firm. The reimbursement is
towards the net care balance not already being reimbursed from other
sources. The funds are paid out from the State Office. This is separate from
the Relief program and income is not a factor. The reimbursement program
begins in the month that the NJSFA Advisory Committee approves the
application and is not retroactive.
Over 300 Firefighters have benefited from this program since inception and
we have over 140 members in the program during this current calendar year.
Every County in the State has members enrolled in the program. The eligible
active or Qualified Firefighter does not need to live in New Jersey, but can
make use of the reimbursement program utilizing licensed caregivers/firms
in whatever state they reside. We recommend using established Health Care
Companies that have a recognized history of providing the proper care for
your members that need this type of service.
The Health Care program has been expanded to include spouses of current
NJSFA members and non-remarried surviving spouses of qualified deceased
NJSFA members. Starting January 1, 2022, eligible applicants will be able
to receive a monthly maximum of up to $2,000.00 in reimbursement towards
the NET cost of care from a licensed caregiver working with a licensed
health care firm. This is toward the net care balance not already being
reimbursed from other sources. The eligible spouse can be receiving that
care at home, an adult day care facility, a rehabilitation facility or a long-
term care facility. As of this report, we have over 72 spouses from all 21
counties enrolled in the program. The eligible spouse (see qualifications
above) does not need to live in New Jersey, but can make use of the
reimbursement program utilizing licensed caregivers/firms in whatever state
they reside. We recommend using established Health Care Companies that
have a recognized history of providing the proper care for the spouses of
your members that need this type of service.
This year’s Annual Financial Report and Annual Membership Percentage
Report (formerly Green Sheets) can still be completed manually, but it is the
last year that manual reports will be accepted.
All of the Counties locals have completed the field audits. A few small
issues were found and have been addressed.
The State office will be closed from December 24th until January 3rd for the
holidays.

N.J. EXEMPT ASSOCIATION: Glenn Roemmich nothing to report.
LAW & LEGISLATION: Frank Lambing was attending a Legislative
Committee Meeting. He wishes everyone a Happy Holiday Season.
BANQUET COMMITTEE: Dan Baker reported that as of tonight we
have a total of 26 tables sold. The quest speaker for the Banquet will be the
Chief of the Christiana Fire Department. If you have videos and pictures to
be added to presentation please forward them to Dan DeBear. The will need
assistance to sell tickets during the banquet.
AWARDS COMMITTEE: Rick Thomas advised that the committee had
met before the meeting and reviewed the awards for this year.

been used twice since the last meeting.

RADIO COMMITTEE: They are continuing to work on the numbering
system.
TECH RESCUE: No report
TENDER TASK FORCE: Chad Hitzelberger and Rob Gould have
changed roles within the task force. Rob Gould is now the task force leader.
FOAM STRIKE TEAM: Dick Sumek is now the task force leader. He
replaces Jeff Pfeiffer, who stepped down.
LARGE DIAMETER HOSE TASK FORCE: Nothing to report.
TRAINING/FIRE ACADEMY COMMITTEE: They are finalizing a
RIC Policy
