The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Secretary Glenn
Roemmich.
Address of welcome was given by Battalion Chief Rob Borkowski of the
Hurffville Fire Company.
NEW MEMBERS: None
MINUTES OF PAST MEETING:
Pat Robinson motion that the minutes of the October meeting be approved as
emailed seconded by Dan Baker, motion passed.
COUNTY COMMISSIONER REPORT: Commissioner Christy advised
that the County was offering the Covid booster shots. He also stated that the
County had received smoke detectors to be distributed to the County Fire
Companies to pass out. He also thanked all for their continued dedication to
the residents of the County.
FIRE MARSHALS REPORT: The following is his report:
The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of October 14, 2021 to November 15,
2021.
Inspections for the period: 225 Total for the Year: 3,071
Fire Safety Permits: 6 Total for the Year: 80
Fire Investigations for the period: 9 Total for the Year: 89
Fire Fatalities for the period: 0 Total for the Year: 3
Fire Scene Injuries for the period: 1 Total for the year: 14
Juvenile Fire setter actions for the period: 0 Total for the Year: 5
Fire Prevention/K9 Training/Demo for the period: 3 Total for the Year: 32
Fit Testing for Agencies for Period: Fire Academy Recruit Class
Total Actions Taken by the Fire Marshal’s Office to date: 3,294

FIRE ACADEMY REPORT: Jim Schmidt reported that:
1. Firefighter 1 graduation scheduled for December 16th at RCSJ in the
Performing Arts Center. All are welcomed to attend.
2. I-200 and I-300 classes are scheduled at the Academy in November and
December additional details are available on the Academy website and
facebook.
3. Instructors meeting held at the Academy. Planning for 2022 training
topics to include an monthly Officer series program. Additional details will
be presented at the December meeting.
4. Issue with Firefighter 1 recruits not completing assignments that require
sign off from department Chief. Also we have received homework
assignments signed off by other department members not the Chief’s.
Recruits have been reminded this is unacceptable.
G.C. EMERGENCY RESPONSE REPORT: Fire Services Director Jim
Schmidt:
1. Chief PST Diane Morgan retired on Oct 29th. Diane has served with the
Gloucester County Communications Center for many years with her start in
the Fire EMS Alarm Room. Bill Holmstrom has been assigned her duties.
Email sent this week to all chief’s with Bill’s contact information.
2. Atlantic City Electric has donated smoke detectors to the County Fire
Marshal’s for distribution. Deputy FM’s will be distributing the detectors to
the Municipal FD’s and Fire Officials in the coming weeks. If any
department has a special project requiring additional detectors contact the
County FM Office.
3. 3rd Vaccinations shots are available at the County complex in Clayton.
Check County website for hours of operation.
FIRE COORDINATION: Dennis Kappler advised he had attended a
coordinators meeting on Tuesday. There had been fines levied in Ocean
County totaling $ 67,000.00 for facial hair.
HAZ-MAT: Dennis Kappler stated that no fines were levied after the
PEOSHA investigation of the Deptford incident that had been discussed at
the October meeting.
GLOUCESTER COUNTY EMS: No report
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
reported that the Field Audits were conducted on Thursday October 28th.
There are 2 local Associations that are not complete, if they are not
completed by December 1st they will not be seated at the 2022 Convention.
All local Associations did get there convention Pink & Blue reports into the
office on time.
The Executive Committee reorganization meeting will be held at the State
Office on Saturday November 20th at 09:00. If anyone has any forms or
information that needs to go to the Office let me know and I will make
arrangements to pick them up and take them to the Office on that date.
Reminder that Relief applications for special or supplemental consideration
needs to be into the Office on or before December 1st so that they can be
reviewed by the end of the year.
N.J. FIREMENS HOME: No report
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the
reorganization meeting was held in October. Nothing new to report.
LAW & LEGISLATION: Frank Lambing reported that
There are 2 bills that they are watching A-5075 & S-4001 which are for the
firemen’s museum in Allentown, NJ. Assemblyman Burzichelli is the lead
on the Assembly bill, hopefully they will vote on these before the end of the
year.
BANQUET COMMITTEE: Dan Baker reported:
1. Anyone who would like to purchase tickets for the Annual Banquet on
January 13, 2022 at Masso's Please Contact Keith Tetreault (Flounder) via
email (firekeith28@yahoo.com) text or call (609) 280-2669. Tickets are only
being sold at the Chief's Meeting's (November and December) but we need
an accurate head count for the event. NO TICKETS WILL BE SOLD AT
THE DOOR. Payment can be cash, check or voucher.
2. Any department that would like to submit names for any members
who passed away (2020 and 2021) Please submit the following:
Department Name, Member's Full Name and Year
to Dan Baker at bakesquad3@gmail.com so it can be a part of the
program. Deadline will be December 12, 2021.
3. Dan DeBear will be putting a slide show together, if you would like to
submit pictures from major incidents, new apparatus or group pictures, they
will need to be submitted by December 16, 2021. Pictures can be emailed
to d.debear@woolwichfd.com
4. We are looking for door prizes; we are looking for anything that can
also be made into gift baskets. I have letters for businesses and will have
them on hand at the December Chief's Meeting if you can help out the
committee.

BY-LAW COMMITTEE: The following proposed by-Law amendment
was read and voted on. This is an addition to the Treasurer’s section of the
by-laws:
ARTICLE IX. TREASURER
SECTION 7.
He/She shall before the annual meeting work with the Director of the
Gloucester County Fire Academy to ensure that the Fire Academy has an
ample inventory of Fire Academy Tee Shirts and Webbing to outfit all new
recruits attending the Fire Academy during the upcoming years semester’s.
The maximum amount of funds will not exceed $1500.00 dollars per year.
Dan Baker motion to adopt the new By-Law, seconded by
Hal Brown, motion passed.
The committee has done a review of the By-Laws. The next review will be
due in 2025.
President Cardile advised that the By-Law regarding that dues be paid by the
May meeting does not need to be changed, the By-law will be enforced in
2022.
BEAREAVMENT COMMITTEE: The flags have been purchased. Also
Salem County has borrowed the trailer for this weekend.
SPECIAL COMMITTEES:
RADIO COMMITTEE: The committee met last Monday and a few of the
items that were discussed were, the numbering of specialized apparatus, log
in for apparatus with I-Pad to Pro Phoenix, and updating apparatus
numbering.
TECH RESCUE: No report
TENDER TASK FORCE: Atlantic County had a tender drill and some of
our units attended the drill. They are looking to have a drill in the spring.
FOAM STRIKE TEAM: No report
LARGE DIAMETER HOSE TASK FORCE: Their last meeting was
cancelled and so is the drill scheduled for November 16th.
TRAINING/FIRE ACADEMY COMMITTEE: No report
LEADERSHIP COMMITTEE: No report
STAFFING ASSESSMENT COMMITTEE: They will be having an
informal get together to discuss the future, more information will be forth
coming.

GOOD & WELFARE OF THE ASSOCIATION:
Chief Buckley talked about the Canteen be available. He asked the Chief’s
to be mindful that they are available, while on scene of extended incidents.
It was the general consensus of those in attendance that asking if the canteen
is needed to the 15 minute mark when dispatchers ask for updates or when
they update the incident commander.
Bob Hill spoke on reporting hostile environments for organizations. The
policy should be reviewed annually.
