The meeting was called to order by President Zimm at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Rev Kevin
Davis.
Address of welcome was given by Chief Fred Boeckle of the Ferrell Fire
Company.

Bill Beckett motion that the minutes February meeting be approved as
emailed seconded by, Bill McNulty, motion passed.
FREEHOLDER REPORT: Freeholder Chila was unable to attend the
meeting.

The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of February 01 to February 28, 2015
and the totals for the year of 2015.

GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Spring program underway with nineteen students participating
FIRE ACADEMY GENERAL BUSINESS
Many responders have taken advantage of the tuition waiver
for certain classes. Presently we have met our cap for 2015
unless we can find more funding.
I have updated information on the conversations occurring at
this time between the academy, the college, and the county.
If requested, Bob did elaborate on meetings that he had
attended regarding the Fire Academy.
TRAINING & EDUCATION ADVISORY COUNCIL
No meeting due to weather. Our next meeting will occur next
month. I will provide an update at our May meeting.
Driver training program has been scheduled. To date the response
has been very disappointing. However, as I am determined to
launch a program later this year, I will run the pilot program as
scheduled regardless of the number of attendees.
NJ DIVISION OF FIRE SAFETY:

G.C. EMERGENCY RESPONSE REPORT: Director Tom Butts was
unable to attend but Dennis Kappler reported that the 700 project was
moving along well. The vendor presentation had gone well, work has begun
on tower locations and the microwave move has been completed.
Fire Coordination: Dennis Kappler advised that a task force had been
placed in Camden County during the tanker fire in Pennsauken.
GLOUCESTER COUNTY EMS: Chris Rosser advised that County EMS
units will come out to your station to do baseline vitals if you request them
to do so. Also the EMT CEU weekend recertification course will be held
this weekend.
GLOUCESTER COUNTY FIREMEN'S ASSOCIATION: Nothing
N. J. DIVISION OF FIRE SAFETY: Captain Gallagher was unable to
attend the meeting.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Bill McNulty
advised that on Tuesday the By-Law committee met at the state office and
discussed the lack of the local associations not getting their reports in on
time. There is one County association which will not be seated this year at
the convention due to not getting their reports in on time. Bill also advised
that there are 2 Sergeant of Arms positions open for the convention, if
anyone is interested in serving, let Bill know.
N.J. FIREMENS HOME: Harry Strube advised that the long term care
section of the home is full and that there are 4 individuals on the waiting list.
The home will be using money from the golf outing to pay for the in house
TV system that they will have installed.
Rick Thomas motion that the Association pay $ 300.00 towards the golf
outing, seconded by Pat Robinson motion passed.
Harry stated that our Association sign will be located on the course where
everyone who participates will see it.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the State
Memorial service will be held in Secaucus on April 18
th
at 1100 hours.
LAW & LEGISLATION: Frank Lambing reported on Assembly bill 2996
which covers the removal of snow from fire hydrants and locator poles.
AUDITING COMMITTEE: The President reminded the trustees that the
treasurer’s books need to be audited. The Trustees serve as the auditing
committee per the By-laws.
BY-LAW COMMITTEE: The committee presented a change to the By-
Laws which was signed by 5 members in good standing. The changes are as
follows:
Article III Membership
Section 6. Active members
The section now reads as follows: An active member shall meet the
requirements as stated in Article III, Section 1.
The proposed section will now read as follows: An active member shall
meet the requirements as stated in Article III, Section 1. To be considered
an Active member he/she must attend at least four (4) meetings during each
calendar year.
Section 7. Life Members
The current section reads as follows: A Life Member shall have completed
ten (10) years of active service in the Association, none of which need to be
consecutive but all must be credited as active. Life memberships are to be
awarded at the next annual meeting.
The proposed section will now read as follows: A Life Member shall have
completed ten (10) years of active service of attending at least four (4)
meetings during each calendar year in the Association, none of which need
to be consecutive but all must be credited as active. Life memberships are to
be awarded at the next annual meeting.
The proposed changes will be read and voted on at the April meeting.
BEAREAVMENT COMMITTEE: Rick Thomas advised that there was
no activity during the last month.
SPECIAL COMMITTEES:
RADIO COMMITTEE: Dave Raso advised that the committee had met
and they are now working on how the County will be split up and setting up
talk groups for use with new radio system. If anyone has any ideas get in
contact with the committee.
TECH RESCUE:
To: Gloucester County Fire Chief’s Association- Secretary
Subject: GCTRT Training Report for March
The Gloucester County Technical Rescue Task Force (GCTRT) was in
Washington Township for this month’s drill. The total attendance for the
drill was 19. GCTRT members continued the NJ State Police Confined
Space Operations program. This will serve as a refresher for the senior
members and initial certification for newer members. Members were
instructed and demonstrated skills in patient packing, metering, rope skills,
and tripod set-up. The taskforce was in-service for a total of 3.5 hours.

TENDER TASK FORCE: Nothing to report
FOAM STRIKE TEAM: Chief Hoffman reported that some of the task
force members had attended a training session a few weeks ago with
Williams Fire Training.
LARGE DIAMETER HOSE TASK FORCE: They are still working on
updating the task force.
ST. FLORIAN COMMITTEE: There will be a meeting of the committee
on Monday March 23
rd
at 4 pm at the Christ Church Rectory. The St.
Florian service will be held on Sunday May 3
rd
. Also any nominees for the
Medal of Mercy award has to be in the hands of the committee no later than
April 20th.
I.C. MUTUAL AID TEAM: No report

FIRE ACADEMY COMMITTEE: Nothing more to report then what had
already been discussed.
REHAB PLAN COMMITTEE: No Report
CORRESPONDENCE:
Bill Ross advised that he had received a letter regarding a program with
Keller Realty. He asked if he should have a representative come to the April
meeting to discuss the program. He will schedule them for the April
meeting.
