The meeting was called to order by Vice-President DeCesari at 1930 hours.
The group saluted the flag the invocation was given by Secretary
Roemmich.
Address of welcome was given by Assistant Chief Craig Weidner of the
Franklinville Fire Company
NEW MEMBERS:
Captain Daniel Jacobi of the Williamstown Fire Company
Dennis Allonardo motion to accept the Captain Jacobi into the Association,
seconded by, Frank Lambing, motion passed.
Russell Trumbull motion to suspend normal order of business, seconded by
Kyle Adams, motion passed.
Vice-President DeCesari then introduced Michael Previti from National Life
Group that advised the group about his companies Life Insurance.
MINUTES OF PAST MEETING:
Jim Reed motion that the minutes of the April meeting be approved as
emailed seconded by, Dan Baker, motion passed.
COUNTY COMMISSIONER REPORT: Commissioner Christy was
unable to attend the meeting.

The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of April 08, 2021 to May 13, 2021.

FIRE ACADEMY REPORT: Bob Hill’s report is as follows:
FIRE ACADEMY DIRECTOR’S REPORT
REPORTING MONTH: MAY 2021
GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
The spring 2021 recruit program is completed. Four members have
completed the program. I am working with two who have yet to complete
all required elements. Hopefully they will complete all work in time for
June.
Firefighter Recruit Elizabeth DeVol of the Cedarville Fire Company
(Cumberland County) will be awarded both the Academic Achievement
(90.2%) and Practical skills award (97.1%).
Assuming we are still okay with recognizing our graduates as part of the
June Chief’s meeting. If so, I simply need to know how many guests each
member can bring.
The fall schedule is being reviewed and should be published in the
coming weeks.
The fall class will be the first class to use the Fourth Edition. As such I
have some remaining third edition text books. These are new. Please
contact me at the academy if you have an interest. Limit one per
department until it is determined that there is no further interest.
ACADEMY GENERAL BUSINESS:
Recently completed Auto Ex. 1 with 21 students
Recently completed Auto Ex. 2 with 25 students
HVR scheduled for June 4,5,6 capped at 30. Class full with 7 on a
waiting list.
Many thanks to Lee Sumek and his team for another pair of excellent
classes.
Earlier this week the academy concluded an Instructor Level-1 one
program with ten members completing the program.
Work nearing completion on the new training prop. Once completed,
members will be able to hone their rescue and self-rescue skills there
the rescue is above the point of entry. Many thanks to Bill Bates and
Len Steen for their excellent work.
Donated engine from Williamstown now tagged and insured. Coming
weeks the engine will be outfitted with some equipment. Many thanks
to Williamstown, Jim Schmidt, and the FM’s office for their
continued assistance and support of this project.
Capital improvements. My understanding is that the college as
submitted a grant proposal that if approved will have a positive impact
on the fire academy. What I know is the grant has to do with training
related to wind fields and solar arrays. The audience would most
likely be commercial business. It seems as though if the college gets
the grant, improvements will be made to the academy to be able to
provide this training.
My replacement, last week I was asked to submit a job description for
my position. This seems to support an announcement published by the
county for a part-time Deputy County FM. Wherein it is stated the
FM will assist the Fire Training Coordinator and may assist at the Fire
Training Academy.
Academy staffing: Four new instructors have joined as academy staff:

2. Mark Landwher, Municipal Deputy Chief, Logan Township
3. Paatrick Mason, Glassboro FD, Williamstown, FD

5. Deputy FM /Firefighter Woodbury FD
TRAINING & EDUCATION ADVISORY COUNCIL:
Special committee meeting tomorrow at Middlesex County Fire Academy,
the sole-purpose is to discuss the proposed regulations allowing junior
members to fully participate in training and to participate in a limited
capacity at certain incidents. The need for this meeting resulted from my
comments and concerns raised during our recent council meeting. I will have
more to say next month.

G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services
Jim Schmidt: advised that there is a supervisors meeting at the
communications center next week and they will discuss the radio plan, code
word and revisiting the calls for service.
FIRE COORDINATION: Dennis Kappler advised that before the meeting
that they had a meeting of the Brush Truck Task Force they are working on
guidelines, and they will be moving forward with the Task Force.
HAZ-MAT: Nothing to report
GLOUCESTER COUNTY EMS: Nick advised that Association of the
walk thru Covid vaccine, still at the County Mega Site. The EMS
Symposium will be held in June and that training is still available.
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
advised that the Caucus this year will be a walk thru again, held at the
Paulsboro Firehouse on Thursday August 19
th
. You will not receive any
money for attending the Caucus but any Delegates who does not attend will
be penalized $ 100.00 from their convention reimbursement check. You will
be voting on your Executive Committeeman and Board of Mangers
representative. There is an Executive Committee meeting this Saturday at
the State office at 0900. During that meeting the Executive committee will
be finalizing plans for the walk thru convention, and what Delegates and
Life Members will receive for attending the convention. It looks like
Delegates who stay in Wildwood will receive the full reimbursement, and
Life Members will still receive the normal up to 50 % of the Delegate
amount, since the hotels still will require a 3 night stay. If you commute
you will receive an amount that is still to be set. It looks like the convention
walk thru will be on Friday. I will have more information at our next
meeting. It is my understanding that the local associations should see your
direct deposits in your account tomorrow, since the 15
th
is Saturday.
N.J. FIREMENS HOME: Harry Strube Jr. stated that the home is under
lock down due to 2 staff members and 2 residents having been diagnosed
with Covid. They did have the Covid vaccine and still contracted the virus.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the
Exempt Convention is going to be a walk thru held on Saturday August 21
st
at the State Firemen’s Office in Wall Twp. from 8 am to Noon.
LAW & LEGISLATION: Frank Lambing reported that the legislature is
working on the budget which needs to be in place by June 30
th
. The age bill
has been referred to the Senate Law and Public Safety Committee.
BANQUET COMMITTEE: Dan Baker advised that the contract has been
signed with Masso’s. There will be a committee meeting after this meeting
tonight.
AWARDS COMMITTEE: Nothing
BY-LAW COMMITTEE: The By-Laws are due for review
BEAREAVMENT COMMITTEE: No report
SPECIAL COMMITTEES:
RADIO COMMITTEE: They have not had a meeting, they are waiting
until after the supervisors meeting at the center.
TECH RESCUE: No report
TENDER TASK FORCE: No report
FOAM STRIKE TEAM: Nothing to report
LARGE DIAMETER HOSE TASK FORCE: No report
RIC COMMITTEE: No report
TRAINING/FIRE ACADEMY COMMITTEE: No report

STAFFING COMMITTEE: Pat Dolgos reported the committee met and
were reviewing the paperwork that the committee had in 2018 & 2019.

CORRESPONDENCE: None
PAYMENT of BILLS: Bob reported that we still are receiving bills from
Fire Companies.com, Chuck Murtaugh stated he will handle the issue.

UNFINISHED BUSINESS: Nothing
NEW BUSINESS: Anthony Baldasaro brought up about the closing of fire
stations in the area. There was a question as if we should back the
Woodbury Fire Department.
Bob Hill reminded all that you need to make sure that the instructors you use
are certified to teach the courses that you ask them to teach. And to make
sure that your members complete the necessary paperwork after classes to
get their certifications.
Eric Farley stated that when Jim Schmidt and Mike Gallagher were hired by
the County it was stated that they would be assisting county fire companies
to make sure that they were compliant, but that has not been the case.
A discussion was held on what is being expected by PEOSHA when they
come to do an inspection.
A discussion was held on the dispatching of appliance incidents vs dwelling
fires. The radio committee has been working on this issue.
