The meeting was called to order by Vice President Steve Smith at 1930
hours. The group saluted the flag the invocation was given by Chaplain Tim
Nessler
Address of welcome was given by Deputy Chief Chuck Kleinfelder of the
National Park Fire Company.

2020 Award Ceremony was conducted by Awards Committee Chairman
Rick Thomas.
Edward Bell of the Deptford Fire Department was awarded the Life Saving
with Valor award for rescuing a resident of an apartment that was on fire on
Shetland Way at the Inverness Apartments in August of 2020.

MINUTES OF PAST MEETING: Russell Trumbull
motion that the minutes of the December meeting be approved as emailed
seconded by, Hal Brown, motion passed.
FREEHOLDER REPORT: Freeholder Christy wished the new officers
good luck in their positions. He advised that the Covid vaccines are being
distributed at Rowan College at Gloucester County. He wished everyone a
Happy New Year and hopefully a much better year than last year. He
thanked all for their service and hopes that all continue to stay safe.
FIRE MARSHALS REPORT: There was no Fire Marshal report, the
members of his staff have been assisting with the Covid Vaccine
distribution.

FIREFIGHTER 1
The spring 2021 Firefighter 1 class begins tomorrow night with 14
registered.
Last month I reported that we would begin using the 4
th
Edition text.
Resulting from the fact that we only recently received the texts, the
transition will not occur until the fall 2021 class.
ACADEMY GENERAL BUSINESS:
I am very pleased to report the following:
1. Upgrades to the smokehouse continue to be made. These enhancements
focus on emergency situations where a member needs to immediately self-
rescue or be assisted by a rapid intervention crew.
2. Recent upgrades also allow for the simulated clearing of windows.
3. Upgrade underway to modify our existing structure that once served as the
control tower for the burn building. When completed, members will be able
to safety train on emergency escape techniques where evacuation is above
the ground floor. These upgrades are the culmination of ideas and labors of
academy staff members, Bill Bates, Randall Gartner, and Len Steen.
4. Straw storage. Before the end of the month, a newly built storage barn
will be delivered and available for use. The funding for this structure
enthusiastically came from the college. A special recognition and
expression of gratitude to Captain Ryan Sole who generously donated time
and use of a front-end loader to prepare the pad site for the barn previously
mentioned.
5. New extinguisher training system. The college is supporting the purchase
of a new ITS extinguisher trainer. This purchase will allow the academy to
conduct training on extinguisher for both industry and commercial business.
6. Donation of a fire truck. The Williamstown FD through Chief Mason has
generously offered to donate its former engine. This apparatus will be of
great use to the fire academy for both its Firefighter 1 program and future
open classes on engine company operations, driver training, and pump
operations. The college has approved this donation and it is hoped that the
county will assist in housing the apparatus. Thank you very much to Chief
Mason and the college.
7. Use of county property. The academy continues to benefit from the
support of Gloucester County Buildings & Grounds in their permission to
use the parking garage in Woodbury for various classes.
In sum, the 7 items discussed speak to the passion and expertise of academy
staff, the uncompromising support of various fire service leaders in
Gloucester County and the efforts of the college namely thorough the
persons of VP Dominic Burzichelli, Dr. Rickards, and Dean Madden, who in
spite of a decrease in funding for the college, demonstrated continued
support for the fire academy.
To conclude, tonight I have provided names of those who are currently or
have recently been involved in activities to benefit the fire academy. What is
not lost to time are, the many departments and individuals who have
generously donated time and equipment to include this honorable body of
fire service leaders. To each and every one of you I say thank you very very
much for both your professional and personal support.
It is hoped that this report is accepted as convincing proof that your fire
academy through the continued actions of its staff, the approval of funding
for different projects from the college, and the assistance of members like
Chief Mason, and Captain Sole remains active and more capable than ever
of proving the type of training and education your members require and
deserve. Thank you.
TRAINING & EDUCATION ADVISORY COUNCIL: No report

G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services
Jim Schmidt: Jim advised that Dennis McNulty has been appointed as the
new director of the Emergency Response Center. He spoke on the Covid 19
vaccine site at Rowan College of South Jersey and that 350 firefighters from
Gloucester County have received their first dose, and that 70 firefighters
from Salem County did also. The sign up for the second shots will be done
via the State website. Also Jim advised all to track those of your
departments that have received the shots.
Jim also asked all to update their officer listings and he asked to include the
Construction Code Official, so that the County has that information in case
the Construction Code Official needs to be contacted.
FIRE COORDINATION: Dennis Kappler advised that they had 2
responses over the last month, one in Logan Twp., and one in Washington
Twp. He stated that there will be a State Fire Coordinators meeting on
January 23
rd
at the Middlesex County Fire Academy. Also he reminded all
that fit tests have to done yearly.
HAZ-MAT: Dennis Kappler advised that the team is starting to ramp up
activities for 2021.
GLOUCESTER COUNTY EMS: Nothing to report
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELIEF ASSOCIATION: Glenn Roemmich
advised that President Emeritus Ernest J Greenwald passed away this
morning. As additional information is available I will put it out.
Remember that starting January 1
st
that spouses will be able to apply for up
to $ 600.00 per month for reimbursement for Home Health care.
The Bill that was proposed for the Firemen’s Home by Assemblyman
Burzichelli has been pulled by the Assemblyman. He will be meeting with
the State Relief Officers at the State Office. He hopes that both the Board of
Managers for the Firemen’s Home and the State Association can work
together, and if there needs to be any changes he will work with both groups
to write any legislation that may be needed.
N.J. FIREMENS HOME: Harry Strube stated that the Home is 100%
Covid free. They are accepting applications to the home. The final punch
list is being finished on the Dementia unit. And that the Home’s budget has
been approved.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that they will
be having a zoom meeting on Saturday and a budget meeting by zoom on
Monday.
LAW & LEGISLATION: Frank Lambing reported that bill A-4745 which
is the age bill had passed the Assembly by a vote of 75 to 0. Hopefully the
Senate will approve it soon.
BANQUET COMMITTEE: Dan Baker reported that

2022 Banquet Report
Date of the Banquet will be: Thursday January 13, 2022.
Site of the Banquet: I would like to make a motion that the banquet be held
at Masso’s.
Ticket Sales: Tickets will be ONLY sold at the Monthly Chief’s Meetings
starting in October and continue until December of 2021. You will sign for
your DEPARTMENT and acceptable payment will be Cash, Check or
Voucher.
Guest Speaker: any ideas please contact me or someone on the committee.
Committee: If you would like to be a part of the Committee and help in any
way, please contact me. I would like to have regular communications with
the members of the committee monthly.
Ideas from the Membership: We are open to any and all suggestions, just
let us know.

Web Site: Dan Baker advised that the Committee had a zoom meeting with
Aron on his proposal for the Web site. The committee recommends that we
go with Aron’s proposal for the web site. The cost for the first year will be $
2,160.00 then $ 360.00 per year for the hosting of the site. Westville Fire
Department is still offering to host the web site on their server.

GOOD & WELFARE OF THE ASSOCIATION:
Anthony Baldasaro related to the membership that there is a 5K virtual
walk/run in honor of his wife. Registration during the month of January,
then complete the run/walk in March. Dennis Kappler motion that the
Association donate $ 500.00 to the cause seconded by Dan Baker, motion
passed.
