The virtual meeting was called to order by President Murray at 1935 hours.
The group saluted the flag the invocation was given by Chaplain Tim

ROLL CALL:
MINUTES OF PAST MEETING:
Bill Beckett motion that the minutes of the May meeting be approved as
emailed seconded by, Jim Schmidt, motion passed.
FREEHOLDER REPORT: Freeholder Christy advised that Anti-Body
testing for Covid 19 was on going. He thanked all for their continued
service during the pandemic and thanked the Emergency Response Center
for their assistance on holding the virtual meetings.

GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Spring program remains on hold No proposed return date has been
discussed. Spring class has yet to:
Complete midterm skills testing, have Hazardous Materials Exams
graded, and complete many skills drills to include final skills testing.
The academy will initiate efforts to complete this semester as soon as
we are approved for a partial opening.
Expecting that we will be able to complete the Firefighter 1 program within
the coming weeks/months, it is more likely than not that graduation
exercises will be held with the fall semester.
Fall semester
Program development has begun to include provisions for long-
distance learning and out of class assignments using the Jones & Bartlett
Learning platform.
FF-2, I am working on including the FF-2 program as part of the FF-1
program. As with the Firefighter 1 program, some of the FF-2 program
would be completed out of class.
OPEN CLASSES:
GCFA will offer both Instructor Level-1 and Instructor L-2 this fall.
Any person wishing to take either of these programs is encouraged to
purchase the text, “Fire and Emergency Services Instructor, Ninth
Edition from IFSTA.
As with other programs, it is possible this program will be structured
for long-distance learning as well.
ACADEMY GENERAL BUSINESS
All activities of the fire academy have been suspended by orders of
the college.
Last week I sent an open message to all chiefs. The intent, to
hopefully garner support of your fire academy and its programs, with
specific interest of the Recruit Firefighter 1 program.
TRAINING & EDUCATION ADVISORY COUNCIL:

DIVISION OF FIRE SAFETY
The division is following the Governor’s order to include suspension
of all activities.
Kean University remains closed. As such no exams are being issued
or graded.

Survey request was sent inquiring each FD’s Third Party notification
provider. Would to meet with the Radio Committee and discuss the
possibility of utilizing the same provider, so departments can share
response and pre-plan data.
CAD Comments have been added to the alert notifications.
PPE supplies are available to the fire service for pick-up after 9:00 am
on June 12
th
. If your unable to make the pick-up date contact Jim
Schmidt for further arrangements
NJDFS Notification request for incidents related to civil
unrest/protests was sent last week. The communications center has the
24 hr. contact number and can assist with the notification.
Please adhere to Radio discipline (addressing dispatch with County or
Gloucester County prior to your radio identifier)
Highway responses received complaints of departments not
adhering to the SAFR guidelines relating to highway incidents.
Please reinforce the response guidelines with your members.
FIRE COORDINATION: Dennis Kappler advised that regional task force
agreements will be forthcoming to be signed and returned.
HAZ-MAT: Dennis Kappler advised that the team has been doing online
training. He hopes that they can together in July for training. Dennis also
advised that the County has hired a full time Haz-Mat Tech, he is Frank
Burns.
NEPTUNE: The pump module is getting some upgrades taking care of.
GLOUCESTER COUNTY EMS: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
reported on the Caucus scheduled for Thursday August 20, 2020:
GLOUCESTER COUNTY CAUCUS
THURSDAY AUGUST 20, 2020
6 PM to 8 PM.
PAULSBORO FIRE HOUSE
1502 SWEDESBORO AVE.
At the Caucus, there will be no meeting, speeches, food or refreshments.
Everyone voting or attending is required to bring their own mask and wear it
while in the building. Voting will be from 6 pm to 8 pm. Persons arriving
to vote will come into the Hall entrance and register, be handed the two
ballots, vote, then they will be handed a packet of information, and then
leave. There will be no congregating or hanging out. Someone will be
assigned to monitor the voting machine at each of the caucuses. There will
be people assigned to keep those attending from congregating and keep the
flow orderly and after voting, leave the parking lot. Delegates will receive a
stipend for attending the Caucus of $100.00 and Life Members will receive a
stipend of $50.00. No one receives the normal convention expense amount.
Payment can be made after receipt of the State Attendance sheet and the
normal Pink & Blue forms must be signed & submitted to the NJSFA State
Office. The white affidavit is not needed this year. Alternates MUST have
a letter signed by the Local Relief Association Secretary or other Officer to
be allowed to substitute for a Delegate that night. Signed in Alternates will
get attendance credit and payment in place of the Delegate.
If there is a line at 8 pm, the polls will stay open until the last person votes.
After the polls close, the results for the (EC) & (CM) will be tabulated &
announced. Candidates or their challenger (not both) will be permitted to
watch the tabulation. No tabulation/review of the Executive Officer voting
will be done until the day after the last caucus.
N.J. FIREMENS HOME: No report
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2020
Convention has been cancelled.
LAW & LEGISLATION: Frank Lambing stated nothing to report.
BY-LAW COMMITTEE: Dennis Kappler motion to table any action on
the By-Laws seconded by Dan Baker, motion passed.

OLD WORDING:
ARTICLE IV. OFFICERS TO BE ELECTED
SECTION 1.
The regular elected officers of this Association shall consist of:
President, Vice-President, Recording Secretary, Membership Secretary,
Treasurer, three (3) Trustees and one (1) Active or Life Member of the
Association to serve as delegate on the Executive Committee. All officers
shall be elected for a term of one (1) year. All officers shall be installed at the
Annual Meeting.
SECTION 2.
All officers shall be elected by virtue of at least a majority vote of the
eligible members present and voting.
SECTION 3.
The Executive Committee shall consist of the elected officers of the
Association and one (1) Active or Life member to be elected from the
membership and serve as the delegate.
SECTION 4.
No member can hold more than one (1) elected office per year.

(A) All nominations for officers (Refer to: Article II, Section 1,
Paragraph A) shall be made from the floor at the October business
meeting. Nominations shall be reopened at the November business
meeting.
(B) All nominations will be finalized at the November business meeting.

Candidates shall be voted on and installation shall be made at the January
business meeting.
(D) All Officers shall be elected by virtue of at least a majority vote of
the eligible members present and voting.

November, held over one (1) month and reopened at the December
meeting. The report of the Nominating Committee shall also be made
at the regular November meeting. The nominating committee is to
consist of three (3) members. The Chairman of the nominating
committee is to be the Sergeant at Arms. The other members of the
nominating committee are the Membership Secretary and one member
appointed by the President.
B. The election of Officers shall be held on the regular meeting in
December. The Officers elected shall assume their office at the
installation banquet held in January in conjunction with the Annual
Meeting.
C. To be nominated for the positions of President and Vice-President, the
nominees have to be an active seated Chief Officer in their Fire
Company and or Fire Department and be in good standing in the
Association. If his/her term as a Chief Officer should expire, he/she
can continue in their elected position for 1 one more term if so elected.
D. A Chief Officer shall be defined as holding the office of Chief, Deputy
Chief, Battalion Chief or Assistant Chief.

BANQUET: Dan Baker asked if we were going to hold the Annual banquet
in January. Joe Petsch motion to hold the banquet in January secoded by
Bill Beckett, motion passed.
Dan advised that all ticket sales will be done in person, and that tickets can
be purchased at the October, November and December meetings. They will
add a Master of Ceremonies to keep the affair in order.
SPECIAL COMMITTEES:
RADIO COMMITTEE: No Report
TECH RESCUE: Hope all is well !! Sending this out to see if any
Gloucester County member is interested in becoming part of the Gloucester
County Technical Rescue Team. If your not sure , try it out . I promise you
wont be disappointed. The disciplines that we cover as a team are Rope
Rescue , Confined Space , Structural Collapse , Trench Rescue , Search and
Rescue and many more.. The discipline level is always expanding and
growing. Even if you only have an interest in only a select few disciplines
that is OK. Still come out. GCTRT is starting there training back up on
08/02 @ 08:00 @ WTFD HQ. We plan on being done by 12:30-13:00. This
is a great time to come out and get up to speed on everything. If you are
unable to attend that day reach out to me and I will get you up to speed. As

they will sending out a survey within the next few weeks.
