GLOUCESTER COUNTY FIRE CHIEF’S ASSOCIATION
May 14, 2020
The meeting was called to order by President Murray at 1930 hours. The
invocation was given by Chaplain Tim Nessler. Jim Demore of the
Gloucester County Office of Emergency Management then gave those
watching and attending some instructions for the meeting.
MINUTES OF PAST MEETING:
Dennis Kappler motion that the minutes of the March meeting be approved
as emailed seconded by, Jim Schmidt, motion passed.
FREEHOLDER REPORT: Freeholder Christy thanked all for their
response and safety during the coronavirus. He then advised that the Fire
Marshal’s office has a K-9, Fire Marshal Shawn Layton will be the dog’s
handler and they will both be going through training this summer.
The Freeholders are continuing to purchase PPE for all responders and will
continue to stockpile the PPE.

GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Spring program suspended due to COVID-19. No proposed return date
has been discussed. Spring class has yet to:
Complete midterm skills testing, have Hazardous Materials Exams
graded, and complete many skills drills to include final skills testing.
The academy will initiate efforts to complete this semester as soon as
we are approved for a partial opening.
Expecting that we will be able to complete the Firefighter 1 program within
the coming weeks/months, it is more likely than not that graduation
exercises will be held with the fall semester.
Fall semester
Program development has begun to include provisions for long-
distance learning and out of class assignments using the Jones & Bartlett
Learning platform.
FF-2, I am working on including the FF-2 program as part of the FF-1
program. As with the Firefighter 1 program, some of the FF-2 program
would be completed out of class.
OPEN CLASSES:
GCFA will offer both Instructor Level-1 and Instructor L-2 this fall.
Any person wishing to take either of these programs is encouraged to
purchase the text, “Fire and Emergency Services Instructor, Ninth
Edition from IFSTA.
As with other programs, it is possible this program will be structured
for long-distance learning as well.
ACADEMY GENERAL BUSINESS
All activities of the fire academy have been suspended by orders of
the college.
Last week I sent an open message to all chiefs. The intent, to
hopefully garner support of your fire academy and its programs, with
specific interest of the Recruit Firefighter 1 program.
TRAINING & EDUCATION ADVISORY COUNCIL:

DIVISION OF FIRE SAFETY
The division is following the Governor’s order to include suspension
of all activities.
Kean University remains closed. As such no exams are being issued
or graded.

G.C. EMERGENCY RESPONSE REPORT: Fire Director Jim Schmidt:

Utilize Event Channels 2 thru 6 for non-emergency, these channels
are not monitored unless requested. Event Channel 1 is monitored and
prioritized for any event that requires an immediate channel
assignment.
Red Cross will not be responding to fire scenes during the current
health care crisis. Red Cross Notification forms have been sent to
each FD to capture the information on scene and submitted to the Red
Cross for assistance.
Communication Plan Updates, will request a meeting with the Chief’s
Assoc. Radio Committee to review same before implantation.
Communication Supervisor Promotions. Bill Ross, William
Holmstrom, Jim Hauck and Jen Fox will be overseeing both the Fire
and Police rooms. Any dispatch or run card issues should be initially
directed to the supervisors.

pager alert testing for the new single task force tones. June 1

will be
the implantation of utilizing the single tones to activated County Task
Forces.
GLOUCESTER COUNTY OFFICE of EMERGENCY
MANAGEMENT: Jack DeAngelo and Jim DeMore then presented a power
point program on the Covid 19 activities in the County.
FIRE COORDINATION: Dennis Kappler advised that the deadline for
the 2020 Fire Mutual Aid Plan has been extended until June 30
th
. In the last
few weeks the structural task forces have been used twice, Dennis thanked
those for their responses. He hopes all is well and reminds all to stay safe.
HAZ-MAT: Dennis Kappler advised that if the Covid 19 restrictions
continue through June the Haz-Mat team will do web based training. Stay
safe and stay well.
GLOUCESTER COUNTY EMS: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
thanked everyone for getting their reports in on time. They have a video
meeting this Saturday.
N.J. FIREMENS HOME: Harry Strube Jr. stated that I regret to inform
everyone that as of August 1, 2020 that superintendent Hugh Flood will be
retiring so we are looking for a replacement. We are also in the hunt for an
assistant superintendent. In the meantime Bergen County Manager will be
the interim assistant Superintendent.
Even with the Covid 19 the new dorm being built is on track to be finished
within a few weeks of the original August date as of now.
There are no new cases of Covid 19 as of May 9th 2020 since the lockdown
of mid-March. When we went into lockdown we provided the guests with
iPad’s to be able to talk and see their family.

following proposed changes, for the first reading:
PROPOSED CHANGES FOR ELECTIONS
OLD WORDING:
ARTICLE IV. OFFICERS TO BE ELECTED
SECTION 1.
The regular elected officers of this Association shall consist of:
President, Vice-President, Recording Secretary, Membership Secretary,
Treasurer, three (3) Trustees and one (1) Active or Life Member of the
Association to serve as delegate on the Executive Committee. All officers
shall be elected for a term of one (1) year. All officers shall be installed at the
Annual Meeting.
SECTION 2.
All officers shall be elected by virtue of at least a majority vote of the
eligible members present and voting.
SECTION 3.
The Executive Committee shall consist of the elected officers of the
Association and one (1) Active or Life member to be elected from the
membership and serve as the delegate.
SECTION 4.
No member can hold more than one (1) elected office per year.

(A) All nominations for officers (Refer to: Article II, Section 1,
Paragraph A) shall be made from the floor at the October business
meeting. Nominations shall be reopened at the November business
meeting.
