The meeting was called to order by President Murray at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Tim Nessler
Address of welcome was given by Eric Farley Chief of the Westville Fire
Department
NEW MEMBERS:
Chief Stephen Christinzio of the Woodbury Heights Fire Department
Lieutenant William Hobbs of the Woodbury Heights Fire Department
Lieutenant Tyler Wright of the Woodbury Heights Fire Department
Rick Thomas motion to accept the gentleman into the Association, seconded
by, Archie Roemmich, motion passed.
President Murray then the Oath of Membership to the new members.
Suspend normal order of business:
Frank Rehman motion to suspend the normal order of business, seconded by
Dave Raso, motion passed.
G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services
Jim Schmidt advised that the dispatch staff will be split between the Clayton
Complex and the Clarksboro Complex to keep social distancing in place
between the dispatchers. Jim spoke on continuing to vigilant and keep your
responders safe. If you are going to implement any special responses during
the corona virus outbreak, use the special response forms and send them to
the communications center. Also the County Office of Emergency
Management will be sending out situational reports and updates. Starting
Monday the County Office of Emergency Management will be open and
staffed from 0800 to 1600 hours.
Representatives from the Gloucester County Health Department spoke on
the corona virus outbreak. There will be a webinar regarding the corona
virus next Wednesday, due to the college being closed.
Presentation by AT&T regarding the First Net cell phone program for first
responders.

FIRE ACADEMY DIRECTOR’S REPORT
REPORTING MONTH: MARCH 2020
GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Spring program continues with 16 members participating. Class sat
for their 2 HM exams last night.
Resulting from the spreading Corona virus, the College as instructed
to cancel all classes beginning Monday and for now extending to
March 27. A resulting disruption is being addressed and classes
affected will be rescheduled.
Graduation scheduled for May 28. Location and time remain
unchanged.
This year plans are being developed to have Dr. Denis O’Nieal
Deputy fire Administrator of the Unites State Fire Administration
(retired) as our keynote speaker. If someone plans to attend just to
hear Dr. Onieal, I would like to know as there is limited seating and I
need to ensure that the students and their families have seats.

ACADEMY GENERAL BUSINESS
Committee has begun conversation on the possible inclusion of a two-
story modular dwelling. Had an introductory meeting with a builder.
Our Mayday trailer has been placed out of service due to mold issue
Academy will be closed from March 16-27 as a precautionary move
to prevent the spread of the Corona virus. Not sure if this will be
extended. I am trying to obtain permission to allow for field
activities.
TRAINING & EDUCATION ADVISORY COUNCIL:
No report
DIVISION OF FIRE SAFETY
Spring Catalog available
NJ Weekend May 2-3 Registration now open. NJ will share weekend
with Delaware.
Several committees at work updating and creating both written exams
and skills exams for existing and new programs to be offered in the
near future.
Firefighter 1 & 2 textbook NJ Dept. Treasury has released the bid
period. Not certain which vendors will submit bids.

FIRE COORDINATION: Dennis Kappler advised that the deputy
coordinators will be reaching out in the future to set up meetings with the
departments that they have been assigned to. Dennis advised that when you
or your personnel take any ICS courses, be aware that are two different
course routes. Be sure of which course route you are taking as some classes
will not be cross approved. If you have any questions be sure to reach out to
Dennis.
HAZ-MAT: Nothing to report at this time.
NEPTUNE: Nothing to report at this time.
GLOUCESTER COUNTY EMS: The EMT Symposium has been
rescheduled for a weekend in June. They will be holding an open
recruitment day on March 24
th
.
N.J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
thanked everyone for getting their reports in on time.
Gloucester County will be field audited on Thursday April 23
rd
at the
Paulsboro Fire House, the Secretaries & Treasurer’s will be getting a letter
from the State Office with your appointment time. There are forms on the
State web site with the check off forms that will be used during the audits.
The State will be taking any relief applications with them for review.
The County Caucus will be held on Thursday August 20
th
at the Paulsboro
Fire House, had to change the venue due to demolition and construction of a
new firehouse for the Whitman Square Fire Company at the Johnson Road
site.
At the Executive Committee meeting held on February 22, 2020, the
Executive Committee approved the recommendation of the Compendium
Committee to initiate the process of increasing the maximum admission age
requirement from 45 years of age to 57 years of age. The next step is to have
State Statute 43:17-9 amended by the State Legislature and signed by the
Governor. The Officers, Executive Committee and the Legislative
Committee are working diligently to get this done as soon as possible. The
recommended wording for the amended statute is also going to state that this
amendment will be retroactive to February 22, 2020. We are hoping that
everything that needs to be done will be done expeditiously so that our
overage members can be part of our Association as soon as possible.
Therefore, we encourage all overage members and new members who now
fall into the new age requirements (46 years of age to 57 years of age) apply
for membership as soon as possible.* The application when received will be
date stamped, reviewed for completeness and held in a file, awaiting the
amendment to the statute. The Local Association secretary will receive a
confirmation that the application has been received for being complete.
Applications deemed not complete will be sent back to the secretary to be
corrected. We want to remind everyone that the members whose applications
are deemed complete will not be members of the State Association until the
statute is amended. At that time they will be issued a line number and their
start date will be the date the application was received. Any application
previously submitted and denied due to age may resubmit it, provided that
the above required ages are met, and the Physical is within one year of the
application being resubmitted. Also, we would like to remind all local
secretaries that since these applications will be retroactive to the date
received, and the Application for Membership is forwarded to our office,
Officers should start to keep track of the fires and drills for these members.
This is necessary so that these new members will receive the proper credit
once the Statute is amended and they receive a line number. In closing we
would like to thank all our members for their support leading to this change.
Once the Legislature assigns Bill numbers to the amended legislation, we
will inform every one of the Bill number and ask that you send a letter of
support to your legislators asking for quick action to this legislation.
All firefighters serving towards qualification earn credit for a burial benefit.
This benefit is provided to survivors and/or other approved recipients
according to the pro-rated scale below.
SCALE OF PAYMENTS BASED ON QUALIFIED SERVICE AS OF
February 22, 2020
1 month, but less than 1 year - $1,500.
1 year, but less than 2 years - $3,000.
2 years, but less than 3 years - $4,500.
3 years, but less than 4 years - $6,000.
4 years, but less than 5 years - $7,500.
5 years, but less than 6 years - $9,000.
6 years, but less than 7 years - $10,500.
7 years, and Qualified - $12,000.
The current maximum payment of $12,000 is provided for a qualified
member of the Association.
Should death occur in the LINE OF DUTY to any member, the maximum
benefit will be tripled and payable as specified in General Relief Fund Rules
Article VI, section 16-a, 16-b and 16-c.
Also a reminder that the State will not accept applications that were
completed on the old forms. They are only accepting the latest version
which is the REV 5/19 application’s.
N.J. FIREMENS HOME: Harry Strube Jr. was unable to attend the
meeting.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2020
Convention will be in Phillipsburg August 15
th
.
LAW & LEGISLATION: Frank Lambing reported that the legislature is
in the process of introducing new bills.
BANQUET COMMITTEE: Dan Baker advised that tickets for the banquet
will be sold at the October, November and December meetings. There will
be a cutoff date for tickets, after that date NO TICKETS will be sold.
AWARDS COMMITTEE: No report
AUDITING COMMITTEE: Reported that the books were in order.
BY-LAW COMMITTEE: Progress
BEAREAVMENT COMMITTEE: Rick Thomas advised that the
committee had assisted a fire company in Atlantic County. They had
purchased a flag, he is in need of 2 people to assist with a service in
Deptford on Saturday.
SPECIAL COMMITTEES:
RADIO COMMITTEE: No report
TECH RESCUE: No report
TENDER TASK FORCE: Jim Solomon reported that the command staff
had met, they will be meeting bi-monthly and the next meeting will be
March 26
th
at Woolwich Fire Company.
FOAM STRIKE TEAM: The next meeting will be April 14
th
.
LARGE DIAMETER HOSE TASK FORCE: Tim Nessler reported that
they are making changes to the command staff, and will be meeting soon.
TRAINING/FIRE ACADEMY COMMITTEE: Bill Bates reported that
the event went well, however they had a low head count. They will be
working on hot training for November.
STAFFING COMMITTEE: No report
