FREEHOLDER REPORT: Freeholder Christy stated it was good to see everyone. He
stated that the Neptune System was being returned to the State. More on this will follow.

FIREFIGHTER 1
The fall Firefighter 1 class is underway with 12 students.
Class recently sat for their Hazardous Materials Awareness
and Operations exams. Academy midterm skills exams will
take place in less than two weeks
ACADEMY GENERAL BUSINESS: All academy training props remain
operations and available for company drills. Contact the

DIVISION OF FIRE SAFETY
The division with the assistance of Kean University continues

As previously reported, I have again begun meeting with the
committee to review the exam question bank and practical
skills exam documents. We meet on a weekly basis at the
Middlesex County Fire Academy. Our current project should be
completed in about five week. Thereafter we will begin
reviewing hazardous materials and the driver training
program.

G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services James Schmidt
reported:
1. The Neptune Equipment is scheduled to be returned to the Division of Fire Safety
within the few weeks. Thank you to all departments over the years that have
participated in training, deployment and housing the components.
2. Apparatus recorders there may be an open microphone issue. Check your recordings
if you discover an issue the County Radio Tech can change the microphone to
resolve same.

There was a discussion regarding status screens in the stations, and a question was asked
about having a status screen in the Fire Academy.

HAZ-MAT: Jay Jones reported that they have a few responses mainly due to suspicious
packages. It was also reported that Andrew Halter is a full time County Haz Mat

use caution due to Covid 19.

N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich advised that
the Annual Memorial Service held during the Convention is now available on the State

EXECUTIVE
SUMMARY
To provide the Gloucester County Fire Chiefs and Fire Officers
Association a web based platform to provide information for users
interested in their contents. The web application will be used by the
GCFCA to post information and updates, retain a space for participating
stations and districts to have information displayed, to display
information about the Association’s Executive Officers, provide
information and guidance for bereavement, maintain an honor list for
LODDs, display task forces and their composition, a place for publicly
downloadable documents, a space for general links for their users, and a
calendar area to display events and notable dates. The website will be
contained under the domain, “gcfca.com” and will be publicly accessible
for relevant features. Features that require authentication and
authorization will only be accessible by members of the Association
using unique credentials per member. The website will be hosted and
maintained on a server provisioned by Aaron Belz Web-Development,
hosting terms will be provided when milestone 1.1 is conducted; this
ensures we evaluate needs properly and thoroughly.

Current Site Analysis
After taking preliminary analysis of the current platform for the GCFCA I
have concluded that the Wordpress installation is out-of-date (creating
possible entry methods for malicious intent), there is no valid SSL
certificate being forced for the application (which is out of current
standard), the packages for the site are taking roughly 7MB of data per page
load with the average (of 10 fresh requests) time-to-content being 17.4
seconds. I have also found that during this time 253 subsequent requests
were placed by the page of which, 39 resulted in a fatal error, 6 resulted in a
warning (requests were made from Google Chrome Version 85.0.4183.121
x64). My findings can be summarized as, this is very much unacceptable for
any website - let alone a site with an average view count
per-day of 340.
2. Obstacles
Our obstacles for developing and implementing a new site include the
migration of existing data, providing training for relevant users, and
introducing the new site’s capabilities to the end users. We may also
consider integrations with other systems; for example, Facebook to gather
posts and import them into the site.

Budgetary Risks
Budgetary risks include sudden growth in requirements and breakdown of
specification. These each can be mitigated by following our milestone and
reporting process (below), frequent meetings between us and members of the
GCFCA that are contributing to the new website project can mitigate sudden
growth in requirements, and consistent reviews of progress and plan will
reduce the likelihood of specifications being overlooked.
5. Hardware
We are creating an entirely responsive website, this allows for mobile
devices, older devices, and devices ranging in size and computing power to
use the site in its entirety.
6. Software
Our software will be built upon the Laravel 8 MVC PHP 7.4+ platform and
hosted using NGINX - we will be using MySQL as our relational database
driver and Redis as our caching solution. For our frontend stack we will be
using Bootstrap 4+, TailwindCSS, and Vue/Alpine JS. We will be cognisant
of possible security vulnerabilities from within our chosen technology stack
and will patch these vulnerabilities as quickly as possible.

Our Aim
We are aiming to create a new site from the ground up that looks and conveys
professionalism and regard for the end user. We would be designing a platform
to be intuitive and provide relevant information to users in a timely manner.
This includes the time it takes to load the site, and it includes the time it takes
for a user to gain the information they are visiting the site for. We strive to
cater to the needs defined in subsequent meetings with the GCFCA. We are
confident that we can provide a website that exceeds expectations and
completely covers criteria.

PERSONAL NOTE
My name is Aaron Belz and I am a 21 year old firefighter
for the National Park Fire Department, I’ve been in the fire
service since 2016 and I graduated fire school in Fall 2017. I
have a lot of passion, respect, and gratitude for the fire
service and the people involved; seeing the impact that we
each have each day in our communities is a humbling and
gratifying experience that I am proud to be able to have. I
have been programming since I was 11 and began making
websites around 12. Throughout my whole life I have
always striven for making good change. I have been
fortunate enough to be able to do this in both the fire service
and in programming. Hence I am here trying to merge the
two things I am most passionate for. I would love to provide
my services to the people who share in the honor that I’m in
the fire service to uphold. It would be a privilege to
contribute meaningful development for a cause that is so
close to home, figuratively and physically. I appreciate your
