The meeting was called to order by Past Vice-President Bill Ross at 1930
hours. The group saluted the flag the invocation was given by Chaplain Tim
Nessler
Address of welcome was given by Robert Hill the Director of the Fire
Academy.
NEW MEMBERS:
Lieutenant Neal from Franklinville Fire Company
Dennis Allonardo motion to accept Lt. Neal into the Association, seconded
by, Chief Fisler, and motion passed.
Past Vice-President Ross then administered the Oath of Cardile to Lt. Neal.
Motion by Alfonso Giampola to suspend the normal order of business,
seconded by Russell Trumbull, motion passed.
Brittany Snyder from the Police and Fire Federal Credit Union then spoke to
the group regarding the services that they provide to their members, and
offered our members to join the Credit Union.
MINUTES OF PAST MEETING:
Butch Myers motion that the minutes of the June meeting be approved as
corrected and emailed seconded by, Frank Rehman, motion passed.
FREEHOLDER REPORT: Freeholder Christy was unable to attend the
meeting.
FIRE MARSHALS REPORT: The following is the report:
The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of June 14, 2019 thru September 19,
2019.
Inspections for the period: 335 Total for the Year: 2,150
Fire Safety Permits: 69 Total for the Year: 174
Fire Investigations for the period: 41 Total for the Year: 91
Fire Fatalities for the period: 1 Total for the Year: 1
Fire Scene Injuries for the period: 6 Total for the year: 6
Juvenile Fire setter actions for the period: 4 Total for the Year: 10
Fire Prevention Demo for the period: 0 Total for the Year: 0
Fit Testing for Agencies for Period: 35 Total for the Year: 171
Total Actions Taken by the Fire Marshal’s Office to date: 2,603

FIRE ACADEMY REPORT: Bob Hill’s report is as follows: Secretary
did not receive the report
G.C. EMERGENCY RESPONSE REPORT: Fire Services Director Jim
Schmidt reported:
Battalion designations created in CAD, email sent to FC’s
Fire coordinators working on a marine resource team(s) equipment
questionnaire sent, discussion with Fire Academy on training
program.
Formalizing procedures with automatic activation of rehab units
(buses) additional BLS units depending on weather (cold / excessive
heat)
Tech Rescue working on automatic response protocol criteria pending
report
Waiting on new cables for installation of the radio recorders to
accommodate dual head and blue tooth mic radios. If installing the
recorder on a radio utilizing blue tooth mic the vehicle receiving the
recorder needs to be a dual head radio Motorola 4500 or 6500 model.
Tone list sent to all departments via Everbridge. Need contact info for
individual that is performing the programming for their
department/station. Coordinate with radio shop when planning to
program and go live with new tones, so the connection with the
communication center is completed and there’s no tone conflicts.

We have been working on some problems with the toning, there have
been tones that went out with no voice and others that have gone out
with no audible tones but with voice. We have been working with our
vendor Pro-Phoenix and their subcontractor to solve this problem. The
problem may have been a conflict with windows 10, we received a
new beta version of the software after debugging and it appears to
have solved the problem.
Thank you to Malaga Fire Department for bringing their Dive Unit
equipment for display tonight.
Meeting held prior to Chief’s meeting with departments with Marine
Unit. The purpose of the meeting was to discuss developing the
marine units into Task Force response concept. Training requirements
and equipment requirements were also discussed.

Chuck Murtaugh motion to table any action on the proposed By-Law
changes, seconded by Jim Reed, motion passed.
Chuck Murtaugh motion that the Association make a $ 1,000.00 donation to
the family of Doug Perry, who was injured in Wildwood during the
convention by the deck collapse, take the money from the Sunshine Fund,
seconded by Glenn Roemmich, motion passed.
Chuck Murtaugh, Jay Jones and Steve Smith had to leave the meeting.
FIRE COORDINATION: Dennis Kappler advised that as a County we
need to look into accountability at incident scenes and a comprehensive RIC
program.
Dennis relayed thanks from the Cumberland County Fire Coordinator for all
the units that assisted with the large fire in Rosenhayn on Tuesday.
NEPTUNE: Nothing to report
HAZ-MAT: Dennis Kappler advised that the team held training yesterday
for Meth Labs and explosive devices.
Also that late September or early October the team will be accepting
applications.
GLOUCESTER COUNTY EMS: Nick advised that on September 26
th
they will hold an open application event. On October 22, 23 & 24 there will
be an EMT refresher course, the cost is $ 100.00 per session.
The County is working on putting another bariatric unit in service.
Also a new program, you may hear MD-1 on radio on Tuesdays from 08:00
to 14:00 hours, which will be a doctor that is responding to certain EMS
calls.
N. J. DIVISION OF FIRE SAFETY: No report.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
advised that the Convention was held in Wildwood with no issues. The
location of the voting booths made it very easy to vote and exit the
registration area. And the opening of the second set of doors off the
boardwalk into the hall made entry easier and quicker.
Glenn stated that he worked with Frank Lambing to have Mr. Harvey Conn
in Convention hall to be recognized for his celebrating 100 years of age,
over 70 years of service to the Williamstown Fire Company and having
served in World War 2 and being a Prisoner of War. After numerous
discussions with President Ordway, we had requested a parking pass and 2
quest passes for his caretakers. President Ordway stated that he would not
recognize Mr. Conn from the stage, but he could be recognized from the
floor.
President Ordway would not issue a parking pass and guest passes for his
caretakers. I do plan on bringing this issue up at the November Executive
Committee meeting.
All of the County locals will be field audited in either March or April. More
information will be forthcoming when the schedule is finalized.
Also keep the members of the Branchville Hose Company from Sussex
County and the Forest Grove Fire Company including Forest Grove’s
Assistant Chief in your thoughts and prayers as they recover from the deck
collapse on Baker Ave. in Wildwood which occurred on Saturday.
N.J. FIREMENS HOME: Harry Strube Jr. reported that the home is
excited that the dementia unit has been started and the bid came in under
budget. However the elevator needs to have new footings which will add
additional costs.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2019
Convention was held in Boonton over the Labor Day Weekend. Their
reorganization meeting will be held on Saturday October 26
th
in Old Bridge
Twp.
LAW & LEGISLATION: Frank Lambing reported that bill A4127 has
been introduced which designates 9-1-1 operators or dispatchers as 9-1-1
first responder dispatchers.
BANQUET COMMITTEE: The banquet committee presented prices from
2 venues. Masso’s in Glassboro and Bogey’s in Mantua Twp. Both prices
were similar with Bogey’s charging a setup fee that Masso’s do not. Also at
Bogey’s they have a large heated tent.
Dan Baker motion that the banquet be held on Thursday January 9, 2020 at
Masso’s seconded by Archie Roemmich, motion passed.
Steve Smith will be the point of contact for all banquet tickets.

BEAREAVMENT COMMITTEE: Rick Thomas advised that the
committee had assisted Deptford and Brooklawn over the summer.

TECH RESCUE: No Report
TENDER TASK FORCE: Chief Hitzelberger reported that the task force
had responded to Cumberland County on Tuesday. They are also preparing
for the joint drill on October 13

in Franklin Twp. with the Foam Task
force.
FOAM STRIKE TEAM: Chief Pfeiffer advised that they are finalizing
plans for the joint drill with the Tender Task Force in Franklin Twp. on
October 13
th
.
LARGE DIAMETER HOSE TASK FORCE: Chief Golle reported that
they had a hydraulics class which included a lecture and hands on. They are
looking to set up a drill for the fall.
Chief Nessler motion to donate $ 200.00 to the Deptford Canteen seconded
by Chief Farley, motion passed.

UNFINISHED BUSINESS:
The sunshine committee is working on guidelines, they hope to have
something to present at the next meeting.
NEW BUSINESS:
Jim Schmidt advised that the County Fire Marshal’s office has moved back
to Clarksboro.
Jim also advised that Mike Gallagher has completed radiation treatments,
chemo treatments continue.
Anthony Baldasaro reported that there had been a Marine meeting earlier.
Malaga had brought their dive team trailer. If anyone is interested in joining
the dive team send Chief Baldasaro your resume.

Congratulations to the Woolwich Fire Company on their receiving a safer
grant.
