The meeting was called to order by President Cardile at
1930 hours. The group saluted the flag the invocation was
given by Assistant Chaplain Archie Roemmich
Address of welcome was given by Director of Fire Services
Jim Schmidt.
NEW MEMBERS:
Captain Andre Wilson of the Deptford Fire Department
Tacoma Blvd. Station
Rick Thomas motion to accept Capt. Wilson into the
Association, seconded by, Jeff Pfeiffer motion passed.
President Cardile then administered the Oath of
Membership to Captain Wilson.
MINUTES OF PAST MEETING:
Bill Beckett motion that the minutes of the May meeting be
approved as corrected and emailed seconded by, Kyle
Adams motion passed.
The correction was Mark Gismondi is not part of the
Banquet Committee.
FREEHOLDER REPORT: Freeholder Christy was
unable to attend, due to another function.
FIRE MARSHALS REPORT: The following is the
report:
The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of May 10, 2019 thru June 13, 2019.
Inspections for the period: 226 Total for the Year: 1,815
Fire Safety Permits: 18 Total for the Year: 105
Fire Investigations for the period: 8 Total for the Year: 50
Fire Fatalities for the period: 0 Total for the Year: 0
Fire Scene Injuries for the period: 1 Total for the year: 1
Juvenile Fire setter actions for the period: 3 Total for the Year: 6
Fire Prevention Demo for the period: 2 Total for the Year: 2
Fit Testing for Agencies for Period: 6 Total for the Year: 136
Total Actions Taken by the Fire Marshal’s Office to date: 2,113

FIRE ACADEMY REPORT: Bob Hill’s report is as
follows:
G.C. EMERGENCY RESPONSE REPORT: Director
Tom Butts advised that the dispatch staff is now working
out of the Center in Clayton.
A question was raised from the floor regarding paging
problems. Bill Ross stated that there was an issue where
the new tone encoder was locking up the console, leaving
no audio after the tones were transmitted. The tone
encoder vendor is writing a fix to the tone encoder
software. There was a comment from the floor regarding
the tones being loud but the dispatcher audio being very
low, they will investigate that issue.
Everyone’s tones will be a 1 second first tone and a 3
second, second tone.
FIRE COORDINATION: Jim Schmidt advised that there
were 2 meetings earlier tonight regarding the Rt. 55 and Rt.
295 response plans with those companies affected.
There had been a meeting on Monday between 5 counties
regarding technical rescue assignments, the 5 counties are
going to start working together when it comes to technical
rescue assignments.
Jim also advised that Delaware County had done a fire
simulation showing the advantages have doors closed
during fires. The video is available on the internet.
NEPTUNE: Jim Schmidt advised that there had been
repairs made to the 2 reel trucks and the roll off truck.
They hope to have a drill in the next few months.
HAZ-MAT: No Report
GLOUCESTER COUNTY EMS: Nick advised that the
EMS Academy ha held a mass casualty drill on June 2
nd
, it
went well, he thanked the Mantua, Harrison Township and
Glassboro Fire Companies for their assistance during the
drill.
Nick stated that there will be an open recruitment day for
County EMS on July 25. The EMT Academy will start
another basic EMT course in September.
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION:
Glenn Roemmich thanked all for getting all of their reports
in on time. Effective July 1
st
the death benefit will be $
12,000.00 and the Home Health Care benefit goes from $
700.00 per month to $ 1,000.00. Next year we hope to do
something for spouses in regard to home health care.
The Executive Committee is looking into possibly
changing the age limit to join the State Association. Right
now you need to join before your 46
th
birthday. The long
range planning committee is looking for information from
the local associations for their suggestions. All local
Associations should have received new applications.
We ask that you start using the new applications. The
original physical examination is acceptable up to 1 calendar
year. Also eyesight has been changed on the new
application from 20/30 to 20/50.
The Caucus for Convention will be held on Thursday
evening August 15
th
at the Whitman Square Fire House on
Johnson Road. Registration will start at 6 and the meeting
will start at 7. Remind all Delegates that if they do not
attend or have an alternate attend they will lose $ 100.00.
The amount a Delegate will receive for Convention remains
the same as the last 2 years $ 716.00 and Life Members can
receive up to $ 358.00.
There is no opposition for the Elected Officers and 1
resolution to be voted on at Convention. There are 3
Associations that will not be seated at the Convention due
to late paperwork.
Also at last year’s convention there was a resolution asking
that a study be done regarding allowing life members to
vote on money matters at local association meetings. The
compendium committee concluded the study, and
recommended that there be no change at this time. And
their recommendation was voted upon and passed.
N.J. FIREMENS HOME: Harry Strube Jr. was unable to
attend.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich
reported that the 2019 Convention will be in Boonton
Labor Day Weekend.
LAW & LEGISLATION: Frank Lambing reported that
the Governor had signed the Cancer registration bill.
Bill ACR232 was introduced by Assemblyman Anthony
Bucco to prevent any current or future administration from
taking any funds from the State Firemen’s Association for
use in the State Budget. This bill must be approved by both
houses by August 5
th
to be placed on the ballot in
November as a question to change the State’s constitution.

Article XIII
Section 4. Operational Meetings
The scheduled meetings in April and October shall be Operational meetings
for Chief Officers of member fire companies and or fire departments. During
operational meetings only Chief Officers shall participate in discussions. Any
votes that take place during the Operational Meetings shall be by Roll Call
Vote. All members can attend the Operational Meetings but cannot participate
in discussions or votes. The agenda for the Operational Meeting shall be
decided by the President, who shall run all Operational Meetings.
The old Section 4 will now be Section 5
The old Section 5 will now be Section 6
The old Section 6 will now be Section 7
The old Section 7 will now be Section 8
The By-Law Committee met and took all suggestions and discussions into
consideration. The committee feels that we have met the intention of the
original by-law proposal and provides for every member to hear the
discussions that take place.
Also, if any pertinent items shall come in, they will be brought up, also all
committees should forward their reports so that the secretary can add them to
the meeting minutes.
By allowing everyone to attend the Operational Meetings there is no need to
change any other By-Laws to allow this change to take place.
This By-Law proposal will be read and discussed at the June meeting with a
vote on the proposal to take place at the September meeting.
BEAREAVMENT COMMITTEE: Rick Thomas advised
that he had assisted the Pitman Fire Company with the Bell
Recital for their fallen brother, he also supplied them with a
flag. Rick asked if the bereavement committee is not
involved with a funeral for a fallen firefighter does that
firefighter get a flag? And how do we handle that
situation?
Dave Deegan motion that all firefighters that have passed
away since January 1
st
their family is to receive a flag,
seconded by Bill Ross, motion passed. We ask that any
department that has a member pass away that you contact
the bereavement committee so that arrangements can be
made to get a flag to the fire company for the funeral
service.
SPECIAL COMMITTEES:
RADIO COMMITTEE: The committee will be
distributing a letter concerning the use of Battalion, to all
companies. The committee plans to meet in the next few
weeks.
TECH RESCUE: No Report
TENDER TASK FORCE: No Report
FOAM STRIKE TEAM: Nothing to report at this time.
LARGE DIAMETER HOSE TASK FORCE: Brin Golle
reported that they will be holding a pump class on Tuesday
July 23
rd
at 1830 hours at the Fire Academy, and the second
half of the training will be on Saturday July 27
th
at 0800
hours at the Fire Academy with classroom and hands on
training. RSVP to Chief Farley.
TRAINING/FIRE ACADEMY COMMITTEE: No
Report
LEADERSHIP COMMITTEE: The committee has met
twice since the last meeting. They are planning a hands-on
training day for Saturday November 16
th
at the Fire
Academy. There will be 4 different training stations, each
attending firefighter will visit each station. The stations
will be RIC/Mayday, Extrication, ICS/Metering and Tips of
the trade with forcible entry.
STAFFING COMMITTEE: The committee has met and
are working on a plan, their hope is to present during the
fall. Here is an Active Shooter Task Force being worked
on, a Chief representing Law Enforcement, a member
representing the SWAT Team and Chief Dolgos
representing the fire service are working together along
with EMS on a plan. There will be more information
provided in the future.

GOOD & WELFARE OF THE ASSOCIATION:
President Cardile, gave a report on Mike Gallagher’s
condition. Mike has stage 4 blastoma Cancer. He has had
surgery, and did well after the surgery. Mike’s speech has
not been affected and he is in good spirits. He will begin
Chemo therapy on Wednesday.
President Cardile advised that there is a lawn service
tending to Mike’s lawn. The cost of which is $ 60.00 per
week. Chief Vilicka has a company that has been taking
care of it thus far. There have been individuals who have
donated for this service.
There was a discussion regarding starting a Sunshine Fund
to assist in taking care of our members. A discussion had
taken place, the main concern was to not start a precedent.
Bill Beckett motion to have a committee investigate the
forming of a sunshine fund, seconded by Archie
Roemmich, motion passed.
President Cardile appointed the following as the committee
for a sunshine fund:

During the discussions it was mentioned that a few local
unions were ready to donate to assist Mike.
Glenn Roemmich motion that the Association be a
temporary clearing house for donations to assist our
members in their time of need, seconded by Bill Beckett,
motion passed.
Bob Hill motion that starting with tonight’s meeting that
half of the camp town collection go towards funding for the
sunshine fund, seconded by Archie Roemmich, motion
passed.
