The meeting was called to order by President Cardile at 1935 hours. The
group saluted the flag, had a moment of silence for fallen brothers and
sisters then the invocation was given by Chaplain Tim Nessler
Address of welcome was given by Chief Brian Golle of the Thorofare Fire
Company.
NEW MEMBERS:

Brian Golle motion to accept the gentleman into the Association, seconded
by, A.J. Ferriola motion passed.
President Cardile then administered the Oath of Membership to the new
members.
Dave Raso motion to suspend the normal order of business, seconded by Bill
Ross, motion passed.
President Cardile introduced Zach Noel from Verizon who spoke on the
Public Safety priority service that Verizon provides to first responders on
their wireless networks.
MINUTES OF PAST MEETING:
Jim Reed motion that the minutes of the April meeting be approved as
emailed seconded by, Jeff Bilger, motion passed.
FREEHOLDER REPORT: Freeholder Christy stated it was good to see
so many dedicated first responders at the meeting. He gave an update on the
update to the Emergency Response center in Clayton, which includes new
air conditioning systems, new encoders and the availability of voice
recorders for the fire service. He stated he was proud to be our Freeholder
liaison.

FIREFIGHTER 1
Spring semester ready for final skills testing and finals live fire and
Mayday trailer.
Firefighter 1 fall semester start day August 9, 2019
Registration will open by June 1.
OPEN CLASSES:
NFA incident Safety Officer June 15-16 23 seats available $60.00
Auto Extrication 2 May 18,21 2 seats available $125.00
Fire Attack & Flow Paths May 16, two seats available, $50.00 May be
eligible for Tuition waiver.
GRADUATION: WEDNESDAY JUNE 5, 2019.

DIVISION OF FIRE SAFETY: No report

G.C. EMERGENCY RESPONSE REPORT: Director Tom Butts
expanded on what Freeholder Christy spoke about which included new air
conditioning systems and the new encoders.
Some tones will have to be changed and the radio technicians are working
on getting the encoders up and running. They hope to have the dispatchers
working out of Clayton within the next few weeks. Tom also spoke on the
availability of voice recorders for the fire service.
Mike Kiszelewski reported on the availability of Bluetooth microphones for
the mobile and portable radios, if interested contact Mike. He hopes to get a
large order to give him some leverage with Motorola to get a better deal.
Jim Schmidt asked that the departments complete and return the Fire
Department profile forms.
FIRE COORDINATION: Dennis Kappler advised they are working on
setting up common tones for the task forces and strike teams. He also
thanked everyone for their assistance with the motorcade for the firefighter
from Ney York who lost his life in Iraq. Dennis also stated that the Canteen
from the 1

battalion in Deptford did an outstanding job for the firefighters
who participated in the display for the motorcade. He stated that the
Canteen is ready and available for response in the County, however they
have not received very much support from the Chief’s Association.
Jim Reed motion that the Association make a $ 500.00 donation to the
Canteen, seconded by Dennis Kappler, motion passed.
NEPTUNE: No Report
HAZ-MAT: Dennis Kappler stated that their monthly training will take
place next week at the Fire Academy.
GLOUCESTER COUNTY EMS: Nick advised that there will be some
new equipment on their rigs. A Lucas Device and Trauma dressings to help
stop bleeding.
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
thanked all for getting their Delegate and Alternate forms and the
Treasurer’s 1

quarter financial report in on time. WE still have 9 locals that
have not sent a copy of their IRS 990’s which is due into the office by May
15
th
.
I am sure that everyone had heard that Governor Murphy had planned on
taking 33 million dollars from the Relief association, due to an amazing
amount of phone calls, emails and letters and Senator Sweeney’s press
release stating that he would guarantee that the budget would not pass in the
Senate with that still in the budget, the Governor changed his mind.
It has started the Relief Association to look into a few options on how to
increase the use of the funds. There is a long range planning meeting
Monday morning at 0900 hours in the State office and I sit on that
committee. I have heard from a few members on some ideas which I will
bring to the table. I will report on what comes out of that meeting and the
Executive committee meeting which is scheduled for next Saturday.
N.J. FIREMENS HOME: Harry Strube Jr. stated that
The Board on Mangers had received bids for the addition of the dementia
unit which will be built above Dorm A of the Home. They awarded the
contract to Belmont Construction for 5 million 943 thousand dollars, which
includes an upgrade to the electrical and alarm systems and upgrade the
driveway and the pad for the elevator.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2019
Convention will be in Boonton Labor Day Weekend.
LAW & LEGISLATION: Frank Lambing reported that the legislators are
working on the budget.
BANQUET COMMITTEE: Vice-President Smith advised that he and
Mark Gismondi will be meeting with Masso’s and reporting back.
AWARDS COMMITTEE: President Cardile advised that an award for
Dispatcher of the Year will be added to the list of awards.

SECTION 10. VOTING PRIVILEGE
A. All Active and Life Members shall maintain at least forty (40%) percent
of regular attendance of meetings each year to vote on nonoperational
items and at least sixty (60%) percent run for and to hold an office.
Newly elected members must attend two (2) meetings prior to being
eligible to vote on nonoperational items.

regular meeting, and no more than five (5) hard copies be available at the
meeting. The minutes can only be corrected at the meeting prior to their
approval

NEW SECTION 4. OPERATIONAL MEETINGS
Operational meetings shall be held in the months of April and October.
These meeting will take place of the normal regular business meetings of the
Association. The fire operational officers each company or department will
attend these meetings. These meetings will be used to discuss the
operational needs of the fire service within Gloucester County. If a vote is
to be taking during this meeting that will be by a ROLL CALL VOTE A
ROLL CALL VOTE is a single vote per organized Fire Company and or
Fire department by the Fire Chief or the next highest-ranking line officer in
attendance. The Secretary of the Association will attend the meeting to
keep minutes and attendance. This meeting will count toward the voting and
position requirements.

BEAREAVMENT COMMITTEE: Rick Thomas advised that he plans on
meeting with representatives from the battalions to see if we can get more
assistance. He apologized to the Paulsboro Fire Department for not being
able to assist with ladders at the Cemetery for Past Chief John Carrow’s
service. He stated that the committee still needs help if we are going to
continue offering the service.
SPECIAL COMMITTEES:
RADIO COMMITTEE: No Report as the committee has not met.
TECH RESCUE: No Report
TENDER TASK FORCE: They held a drill 2 weeks ago, no problems
were noted.
FOAM STRIKE TEAM: No Report
LARGE DIAMETER HOSE TASK FORCE: Chief Golle stated that the
leadership of the group had met, they are going to schedule a hydraulics
class with Chief Dukes.
TRAINING/FIRE ACADEMY COMMITTEE: No Report
LEADERSHIP COMMITTEE: They are looking into and discussing the
possibility of holding a hands on event at the Fire Academy in the fall.
STAFFING COMMITTEE: The committee will be meeting soon.
ST. FLORIAN COMMITTEE: Chaplain Nessler thanked all who attended
the service. Don Brown from Highland Chemical in Pitman was the
recipient of the Medal of Mercy award this year.

annual show, they need assistance with parking, if any fire company or
