The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag held a moment of silence in remembrance of those
who have passed on then invocation was given by Chaplain Tim Nessler
Address of welcome was given by Captain Dominic D’alonzo of the
Tanyard Road Station.
NEW MEMBERS:
Lt. Don Cross of the Franklinville Fire Company
Bob Hill motion to accept the gentleman into the Association, seconded by,
John Polen, motion passed.
President Cardile then administered the Oath of Membership to Lt. Cross.
Anthony Baldasaro motion to suspend the normal order of business,
seconded by Bob Hill, motion passed.
President Cardile introduced Wendy from the Gloucester County Health
Department, who spoke on their response to incidents at food
establishments. They will not respond during the night, but will be out first
thing in the morning. She also advised that if you are having a fund raiser
and food is prepared in the firehouse kitchen, they need to be inspected. The
Health Department also has Raydon testing kits available.

Ed Johnson motion that the minutes of the March meeting be approved as
emailed seconded by, Dave Raso motion passed.
FREEHOLDER REPORT: Freeholder Christy was unable to attend, he
was in Pittsburgh Pa.

GLOUCESTER COUNTY FIRE ACADEMY
 FIREFIGHTER 1
 Spring semester completed their Hazardous Materials written
examinations and are now preparing for the state general knowledge
exam, 10 adults participating.
 Pleased to report 100% pass rate for the awareness exam.
 70% pass rate on the operations exam.
GRADUATION: WEDNESDAY JUNE 5, 2019.

DIVISION OF FIRE SAFETY:

working on several
ï‚· Programs scheduled for NJ Weekend June 1&2 at NFA are

G.C. EMERGENCY RESPONSE REPORT: Dennis Kappler reported
that the Fire Department survey forms have been sent out to date only 4 have
been returned.
FIRE COORDINATION: Dennis Kappler advised that the coordinators
had met earlier today, they discussed what constitutes a 2
nd
alarm for their
group to respond. They are notified of all working fires, but they consider it
a 2 alarm fire when the covers have been moved to incident scene. Any
coordinator that arrives on scene should not be assigned any position, they
are there to assist with paperwork, and making sure that needed resources
are sent.
Dennis also advised that the County Incident Management Team is now
accepting applications, contact Mike Divito or Dennis Kappler for additional
information.
NEPTUNE: No report
HAZ-MAT: Dennis Kappler reported that the team had a training session
yesterday at the Salem County Fire Academy. He thanked Pat Robinson for
allowing the team to train with the PBF Refinery team.
GLOUCESTER COUNTY EMS: Dennis Kappler advised the HR
Department of the County was working on a definition of what a QRV unit
is.
N. J. DIVISION OF FIRE SAFETY: Captain Thrap from division advised
that the FEMA Port Grant was now open for applications. June 6
th
at Kean
University will be the Homeland Conference. A discussion was held on
PEOSHA training on different items.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
reminded that the Delegate and Alternate forms for convention are due into
the State office on May 1
st
, and the Treasurer’s 1
st
quarter financial report is
due in the Office by April 30
th
and a copy of the IRS 990’s is due into the
office by May 15
th
.
N.J. FIREMENS HOME: Harry Strube Jr. was not able to attend the
meeting.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2019
Convention will be in Boonton Labor Day Weekend.
LAW & LEGISLATION: Frank Lambing reported that
A4285 Fire Fighter Cancer Registry of 2019 was sitting on the Governor’s
desk awaiting his signature.

Operational meetings shall be held in the months of April and October.
These meeting will take place of the normal regular business meetings of the
Association. The Chief or Deputy Chief of each company or department
will attend these meetings. These meetings will be used to discuss the
operational needs of the fire service within Gloucester County. The
Secretary of the Association will attend the meeting to keep minutes. This
meeting will count toward the voting and position requirements.

Floor was opened for discussion on the proposed change, no comments were
raised.
A vote on the proposed By-Law change was taken and the change did not
receive the necessary 2/3 majority in attendance, so the proposed change was
denied.
BEAREAVMENT COMMITTEE: Rick Thomas advised he was looking
for 2 ladders to assist the Paulsboro Fire Department on Saturday.
SPECIAL COMMITTEES:
RADIO COMMITTEE: No Report
TECH RESCUE: Report not forwarded to the Secretary
TENDER TASK FORCE: Bob Bramble reported that they had met on
March 27, they will hold a drill on April 28
th
in Clayton. Their next meeting
will be held on May 2

at the Cecil Firehouse at 7pm.
FOAM STRIKE TEAM: Jeff Pfeiffer advised that they will be having an
exercise on the fall. He thanked Pat Robinson for providing the foam
awareness and operational training.
LARGE DIAMETER HOSE TASK FORCE: No Report
TRAINING/FIRE ACADEMY COMMITTEE: No Report
LEADERSHIP COMMITTEE: No Report
STAFFING COMMITTEE: Emails have been sent awaiting responses.
ST. FLORIAN COMMITTEE: This year’s service will be held on Sunday
May 5
th
. At Christ Church in Woodbury. The blessing of the apparatus will
begin at 5 pm and the service will follow the procession will start at 6 pm.
CORRESPONDENCE: We received a thank you from the family of Harry
Strube.

President Cardile relinquished the chair, Vice President Steve Smith then
called on Matt Cardile, who addressed the group regarding the vote on the
By-Law and lack of participation during the meetings. Matt explained what
the thought was for having 2 operational meetings, and how much actually
got addressed during last year’s operational meeting.
NEW BUSINESS: Nothing brought before the group.
CAMPTOWN: $ 61.00
President Cardile turned in $ 30.00 from the sale of extra shirts from the
Leadership Symposium.
GOOD & WELFARE OF THE ASSOCIATION:
Chuck Murtaugh spoke on the following training being offered:
The Gloucester Department of Emergency Response is co-sponsoring a
Pipeline Emergency Preparedness and Response Workshop with the
Colonial Pipeline Company on Tuesday, May 7th. Two Workshops will be
held to accommodate those interested in attending but may have competing
obligations: a daytime offering beginning at 10:00 AM and an evening
presentation at 6:00 PM. Both sessions are being held at the Washington
Township Fire District Headquarters in Sewell. Each session is scheduled to
last approximately 2 - 2 (1/2) hours. Food and beverages will be provided.
Those planning to attend either of these offerings are asked to reply to this
notice indicating which session they will participate in, so that we can
acquire a head count for the logistical preparations. When responding, please
send your reply to myself and Chuck Murtaugh,

These workshops are meant for those public safety entities who would be
involved in responding to and mitigating an incident involving the various
pipeline systems which crisscross our county. So, in addition to Fire, Police,
EMS and OEM representatives, municipal and county Public Works
personnel are encouraged to attend, as are public officials.
The below paragraph provides a description of the program's content.
"Using the NTSB Investigation Report of an incident involving Colonial
Pipeline Company in Fairfax County, VA, the meeting facilitator will focus
on Colonial Pipeline Company's (CPC) emergency response procedures as
well as invite local responders to share their response procedures for a
potential similar incident in the local community. From those discussions,
any disconnects between the two will be addressed and any follow-up items
will be identified. For those participating in the CPC drill in 2018, this
meeting will also provide an opportunity to discuss what they observed".
"There will also be brief discussion of damage prevention, the causes of
pipeline leaks and how a partnership between the community and CPC can
be very useful in preventing pipeline incident".

The May meeting has been moved to the Thorofare Fire Company and the
October meeting will be held at the Woolwich Fire house.
