The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag, had a moment of silence then the invocation was
given by Chaplain Tim Nessler
Address of welcome was given by Chief Frank Murray
NEW MEMBERS:
Deputy Chief Edward Redig from Woodbury Heights FD
Captain Joseph Kleen from Williamstown FD
Lt. Paul M. Jones from Malaga FD
Lt. Harold Patrick from Malaga FD
Jim Wigglesworth motion to accept the gentleman into the Association,
seconded by, Bill Beckett, and motion passed.
President Cardile then administered the Oath of Membership to the new
members.
Bill Beckett motion to suspend the normal order of business, seconded by
Frank Murray, motion passed.
County Fire Marshal Layton then introduced members of the County
Prosecutors office who reviewed the new policy and procedures for their
office for response for fire investigations. And Shawn went over new
procedures and personnel in the Fire Marshal’s office.
Then Andrea Godshal and Shawn Leahy from the American Red Cross
spoke on their Home Fire Campaign, which provides smoke detectors, to the
residents of the County, they will also install the detectors. They did again
advise that they are available to respond when someone encounters a loss,
just call the 800 number, which the Communications Center has.
MINUTES OF PAST MEETING:
Anthony Baldasaro motion that the minutes of the February meeting be
approved as emailed seconded by, Eric Farley motion passed.
FREEHOLDER REPORT: Freeholder Christy was unable to attend the
meeting due to personal issues.

2019.

FIRE ACADEMY DIRECTOR’S REPORT
REPORTING MONTH: March 2019
GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Spring semester preparing for their midterm practical skills testing. 11
adults and 5 juniors participating.
I am very pleased to report that both the junior members and senior members
are participating very favorably. Specific to the juniors, I have extended an
invitation that with appropriate approval them may continue coming to class
and to the extent they can, they may continue to participate alongside the
senior members.
Welcome Dan Darnell and Richard Broughton to academy
instructional staff.
ACADEMY GENERAL
Propane piping, valves and appliances.
Project nearing completion. Pipefitters from Union Local 322
have painted the piping.
We now await final inspection from the township inspector.
Special thank you to the Williamstown FD for their most recent donation of
Rescue struts. This is added to their previous donations of equipment.
NEW PROGRAMMING
As previously mentioned, the offer remains on the table for
veteran members to come back to the academy for
refresher training on any of the remaining structural
firefighter classes or drills.
TRAINING & EDUCATION ADVISORY COUNCIL
DIVISION OF FIRE SAFETY:
The division with the assistance of special committees is
working on several programs scheduled for NJ Weekend June
1& 2 at NFA are posted and registration period is now open.

G.C. EMERGENCY RESPONSE REPORT: Fire Services Director Jim
Schmidt advised they are still sending out emails of information from the
Division of Fire Safety that they feel are important to the fire service. Jim
also asked that each Chief fill out the FD informational forms, or update
them as necessary.
Fire Services Deputy Director Mike Gallagher stated that they were still
working on the layout for the Route 295 responses. They are still waiting to
implement the Route 55 responses.
FIRE COORDINATION: Dennis Kappler advised the coordinators will
meeting before the April meeting and have to report at the April meeting.
NEPTUNE: Nothing new to report.
HAZ-MAT: Dennis Kappler reported that the team will be drilling next
Wednesday at the Fire Academy.
GLOUCESTER COUNTY EMS: The EMS Symposium will be held at
Rowan University this weekend. And the recruitment day will be held on
April 3
rd
.
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
thanked everyone for getting their reports in on time. The Delegate &
Alternate reports will be due by May 1
st
. The delegate, alternate and life
member expenses for Convention will be the same as last year.
Thanks to everyone who attended the workshop on February 28
th
at the Fire
Academy. I have received nothing but good comments about the workshop.
I believed that all in attendance learned a few things during the workshop.
Since our County will be audited next year, I will hold another workshop in
2021.
N.J. FIREMENS HOME: Harry Strube Jr. was unable to attend the
meeting.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2019
Convention will be in Boonton Labor Day Weekend. The Memorial Service
will be in Woodcliff Lake on Saturday April 6
th
at 11:00 am.
LAW & LEGISLATION: Frank Lambing reported that the following bills
have been introduced:
A-2987 increases membership of the fire safety commission in DCA.
S-2650 Allows members of Junior Firefighter’s Auxiliaries to perform
certain fire support duties.
S-2650 Allows certain volunteer fire fighters, rescue and first aid squad
members to claim $5,000 income tax deduction
S-2539 Requires fire suppression systems in new single and 2 family homes.
A-1752 Exempts from sales and use taxation purchase of fire sprinkler
systems installed in residential new construction.
A-36361 Exempts from sales tax and use tax, of carbon monoxide detectors
and any device or equipment sold for residential use to detect, warn of, abate
or extinguish fires. Companion bill in the Senate is S-1017.
BANQUET COMMITTEE: No report
AWARDS COMMITTEE: No report
AUDITING COMMITTEE: The treasurers books were audited before the
meeting and all were found in order.

Association. The Chief or Deputy Chief of each company or department
will attend these meetings. These meetings will be used to discuss the
operational needs of the fire service within Gloucester County. The
Secretary of the Association will attend the meeting to keep minutes. This
meeting will count toward the voting and position requirements.

BEAREAVMENT COMMITTEE: Nothing to report
SPECIAL COMMITTEES:
RADIO COMMITTEE: The committee met on Monday, they are drafting
a letter asking to add “Battalion” and “Incident Command Post” to the radio
plan. They are looking into a renumbering of apparatus to be
implementation in 2020. They had discussions regarding Dwelling Fires and
G.C.E.M.S numbering.
The term QRV (Quick Response Vehicle) will be used for EMS units, and
ERV (Emergency Response Vehicle) will be used for fire units, such as
Quad units used for response by fire units.
If your vehicle has not been inspected and approved for resource typing, do
not use the moniker before your unit number, such as Squad, Ladder,
Rescue.

ST. FLORIAN COMMITTEE: Chaplain Nessler advised that the Service
and Blessing of the Apparatus will take place on Sunday May 5

. They are
putting together a Chaplains list, and they have 2 meetings scheduled to
finalize the events of the evening.
TRAINING/FIRE ACADEMY COMMITTEE: No Report
LEADERSHIP COMMITTEE: President Cardile advised that the
symposium was a success. The certificates are in the back of the room,
please pick up your department members certificates. There are shirts
available the cost is $ 15.00 per shirt or 2 for $ 20.00.
STAFFING COMMITTEE: They will be having a meeting to review
information that was returned from the email requesting daytime response
numbers.
