The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag had a moment of silence then the invocation was
given by Chaplain Tim Nessler
Address of welcome was given by Captain Bryant Fiddler of Battalion 2 of
the Deptford Fire Department.
NEW MEMBERS:
Captain Dennis Marchei Jr. of the Aura Fire Company
Bill Beckett motion to accept the gentleman into the Association, seconded
by, Dave Raso motion passed.
President Cardile then administered the Oath of Membership to Captain
Marchei.
MINUTES OF PAST MEETING:
Bill Beckett motion that the minutes of the December and January meetings
be approved as emailed seconded by, Russell Trumbull motion passed.
FREEHOLDER REPORT: Freeholder Christy was unable to attend the
meeting.

FIRE ACADEMY DIRECTOR’S REPORT
REPORTING MONTH: February 2019
GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Spring semester underway 12 adults participating
5 juniors participating
Class members doing well. All class members have been issued sweatshirts
and webbing. Thank you for your support.
Fall 2018 Class
The fall 2018 class was formally recognized on Thursday January 31.
The graduation was held at the Center for Performing Arts on campus
of the Rowan College.
Event well attended. Special thanks to the Deptford FD Honor Guard
under the direction of Chief Thomas. The Camden County Emerald
Society, Glenn and Archie Roemmich for prayer and the singing of
our National Anthem, and Chief Cardile for his key note address.
Thank you as well to Freeholders, Dan Kristie and Dr. James
Lavender for their participation.
Representing the college was Board of Trustees chair, Gene
Concordia, Brenden Rickards VP Academic Services, and Fred
Madden, Dean Division of Law and Justice.
Representing the academy instructional staff was Jim Wigglesworth,
Al Adomanis, Randall Gartner, Len Steen
Practical skills Kaitlyn Coucoules DFD
Academic Achievement Chloie Jones Liberty Fire Salem County. That Ms.
Jones had recently enlisted in the military, her award was presented to her
parents. Ms. Jones was also recognized prior to her departure during a
special presentation at a regular business meeting at the Liberty Fire
Company.
ACADEMY GENERAL
Propane piping, valves and appliances.
Project nearing completion. Waiting for warmer temperatures
so that all piping can be painted as required by code.
Special thank you to the Pipefitters Union Local 322 for their
work on this project.
Also want to recognize Pete Worthman of General Mechanical
Contractors for their generous donation of material.
Lastly, want to thank the Rowan College for their financial
support on the purchase of materials for this project.
When complete the field props will be up and operational for
several years.
The fire academy has historically encouraged chief officers to
visit the academy for the purpose of sitting in on a lecture or
observing a skills drill. The purpose, to showcase out talented
instructors, and props. I do however ask for just a few things:
1. Please contact the academy and advise of the class or drill
you will attend.
2. While you are here, please refrain from asking instructional
staff about a specific individual’s progress. I say this because
consistent with state law, we must ensure that the student has
given permission to speak with the person requesting
information. To be on the safe, side, all inquiries for
information should be directed to my attention.
NEW PROGRAMMING
Awaiting the schedule of classes from the NJ Division of Fire
Safety. Once I know their dates, I can begin to schedule some
of our regular classes.
Last month the academy announced that any member of a
Gloucester County Fire service organization could attend at no
cost any classroom presentation of Firefighter 1 material
and/or participate in any drill ground activity. The invitation
went to say that attendees would receive a certificate of
attendance denoting the title of the class, the date of the class,
and which NFPA 1001 or 427, job performance requirements
were satisfied.
To take advantage, simply contact the academy and sign up. If
you want the remaining schedule of classes, we will provide
that as well.
Members wishing to participate in a skills drill muse complete a
registration form. The form must be signed by an authorized
person. The participant must bring the proper level of PPE, be
clean-shaven, and have a current physical and where SCBA is
to be worn, a current mask fit certification.
TRAINING & EDUCATION ADVISORY COUNCIL
Council is working with the division on matters related to
Senate Bill 3320. This bill concerns Junior Firefighters. The
Bill in part allows the NJ Division of Fire Safety to assume
responsibility for training of junior members.
Work continues on the On Scene Incident Commander
program. As committee chair, I have scheduled a meeting for
tomorrow to discuss what remains to be done.
Driver training and certification, earlier this month I submitted
my draft Trainer’s outline to Kean University for review.
Once this has been approved, work can begin on the exams.
The exam will include both written and skills assessments.
DIVISION OF FIRE SAFETY:
The division with the assistance of special committees is
working on several projects, all of which are needed to ensure
all division programs are compliant with both IFSAC and PRO
Board requirements. I currently serve with the committee to
validate exam questions to be used on the Hazardous Materials
Technician program. It is expected that we will complete our
work next week.

G.C. EMERGENCY RESPONSE REPORT: Director Tom Butts
advised that the dispatchers are still working out of the North Site. The
work in Clayton with the furniture and rewiring is almost complete. They
hope to use the new tones and encoders when the dispatchers return to
Clayton.
Sgt. Kevin Donahue of the West Deptford Police Department and member
of the SWAT team addressed the group regarding Active Shooter Incidents.
He has reached out to some of the career fire departments regarding the idea
of putting together rescue teams which would be 2 law enforcement officers
and two fire fighters. They want to start to write SOG’s for the use of rescue
teams. They hope to have everything in place by June. They have also been
talking with County EMS on the issue.
FIRE COORDINATION: Dennis Kappler was unable to attend the
meeting.
NEPTUNE: Nothing to report
HAZ-MAT: No report
GLOUCESTER COUNTY EMS: Andy Lovell reminded everyone about
the EMS Symposium at Rowan University will be held on March 15, 16 &
17. 8 am to 5 pm. To register for the Symposium go to
http://symposium.gcemstrainingacademy.org. Also GCEMS will be
holding a recruitment day on April 3, 2019 at 8 am, 10 am and 2 pm. Call
856-307-7120 to register for the recruitment day.
N. J. DIVISION OF FIRE SAFETY: Bob Thrap from the Division was in
attendance and reported that the DEP considers foam to be a hazardous
material. All departments should go to the Division web site and update
your officers. The Division is working on a State policy in regards to Active
Shooter incidents. Registration for spring courses are now open. There has
been an uptick on civilian fire deaths, completing NFIRS is important to
help track these fatalities. The Division is also working on a list of Fire
Boats in the State.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
thanked everyone for getting their 4

quarter financial report and Officers
listings in on time. The financial report is due into the office by February
20
th
and the Membership forms, the green sheets are due in the office by
February 28
th
. The next Executive Committee meeting is on Saturday
February 23
rd
. Gloucester County will be hosting a County Workshop on
Thursday, February 28, at the Gloucester County Fire Academy, 200 Shady
Lane Road, Clarksboro, NJ 08020. Registration will be from 6:00 pm to
7:00 pm with the Workshop starting at 7:00 pm.
With the passing of Harry Strube that left a vacancy for our Counties
representative to the Board of Managers to the Firemen’s Home. I spoke
with Harry Strube’s son as he had been driving his father to their meetings
and he was up to speed on the running of the Home. He accepted the
position and President Ordway appointed Harry Strube Jr. to fill his father’s
vacant position until our caucus in August.
N.J. FIREMENS HOME: Harry Strube Jr. was unable to attend the
meeting.
Randall Gartner motion that the Association send donations to the Firemen’s
Home in the amount of $ 250.00 and the Almonesson Fire Company in the
amount of $ 250.00 in remembrance of Harry Strube, seconded by Ed
Johnson, motion passed.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2019
Convention will be in Boonton Labor Day Weekend. The Memorial Service
will be held at Christ Lutheran Church in Woodcliff Lake on Saturday April

at 11:00 am.
LAW & LEGISLATION: No Report
BANQUET COMMITTEE: Ed Johnson reported that the feedback from
the banquet was positive. We did make money on the banquet, that total is
not known due to some ticket money from purchase orders are still out.
AWARDS COMMITTEE: Nothing to report
AUDITING COMMITTEE: President Cardile appointed Hal Brown, Eric
Farley, Anthony Baldasaro and Glenn Roemmich to audit the books and
have a report for the next meeting.
BY-LAW COMMITTEE: Nothing to report
BEAREAVMENT COMMITTEE: No report
SPECIAL COMMITTEES:
RADIO COMMITTEE: They will have a meeting before the March
meeting.
TECH RESCUE: No Report
TENDER TASK FORCE: Gloucester County Tender Taskforce Report 2-
14-19
The following is my report for tonight's meeting, the management staff and I
had a meeting on Tuesday February 12
th
at Sta 43-2. We discussed a few
topics and set a plan for this year for training and what we need to improve
on as a Taskforce. We also discussed the apparatus inspection to make sure
all the equipment that is supposed to be on the unit is on it. The management
team will be breaking up and coming around to the individual depts. They
will be reaching out to the Chief/Chief officer to set up the inspection time
and date. This will start as early as next week. As far as training we are still
shooting for two big drills a year but now, we are also going to breakdown
into smaller groups to do more specific training during the year. The training
is going to focus on drafting operations, pond setups, staging/check-ins and
general operations in the dump area. The team feels overall we move water
well, but we can always be more efficient with our operation. [there is
always room for improvement] Lastly our next meeting will be on March 7
th
at Sta 19-1 1930 hrs. Respectfully Bob Bramble and the management

FOAM STRIKE TEAM: Jeff Pfeiffer reported that last Sunday the Team
held Technician Training. The Paulsboro Fire Department will receive
Foam Awareness Training, and that the 3
rd
Battalion of the Deptford Fire
Department will receive the training in March. He thanked everyone for
their time and effort.
He also thanked the Association for the donation in remembrance of Harry
Strube.
LARGE DIAMETER HOSE TASK FORCE: No Report
TRAINING/FIRE ACADEMY COMMITTEE: No Report
STAFFING COMMITTEE: The group had met the other day, there are
questions that will be going out to Departments. They hope to meet with the
Battalions that President Cardile had set up, they hope to have the meetings
during the month of March.
LEADERSHIP COMMITTEE: The will meet tomorrow to go over the
logistics for the symposium. To date there are 72 firefighters registered.
The Pre-registration and meet and greet will take place on Friday February
22 at the Mullica Hill American Legion Post on RT. 45, where President
Cardile and Fire Marshall Layton will be the guest bartenders.
