The meeting was called to order by President Cardile at 1930 hours. The

NEW MEMBERS:
Deputy Chief Stephen Cope of the Westville Fire Department
Bill Beckett motion to accept Stephen into the Association, seconded by,
Frank Murray, motion passed.
MINUTES OF PAST MEETING:
Frank Rehman motion that the minutes of the November meeting be
approved as emailed seconded by, Russell Trumbull, motion passed.
FREEHOLDER REPORT: Freeholder Christy spoke on the recorders that
are being installed in department vehicles, and that all was running smooth.
He then thanked everyone for all that they do. He also wished everyone a
Merry Christmas and a Happy New Year.

FIRE ACADEMY DIRECTOR’S REPORT
REPORTING MONTH: December 2019
GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Fall program continues with 10 members participating.
Thank you to the Deptford FD for their assistance with recent live
burn training for our Firefighter 1 class.
Thank you as well to both the Camden and Salem County fire
Academies for use of their burn buildings so that we could complete
the Firefighter 1 program.
Graduation scheduled for December 19. Location and time remain
unchanged.
Spring 2020 start Friday January 10.
OPEN CLASSES:
Safety Harness, this class was cancelled due to a low enrollment. We
will try again in the spring.
ACADEMY GENERAL
In the coming days, I will make available a template for submission of
lesson outlines. This template should be used when scheduling drills
at the fire academy.
TRAINING & EDUCATION ADVISORY COUNCIL
We meet next week. I will have a report for February.

G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services
Jim Schmidt advised that the radio technicians are in the process of
installing the recorders, the agreements for the recorders need to be filled out
and returned to the Communications Center. The Center did a test of the
single tone for the northern companies of the Tender Task Force, and the test
went well, they hope to test the LDH Task Force tone tomorrow. Jim
advised that there are still seats available for the swift water awareness
course. Jim also advised the group that Diane Thomas will be retiring at the
end of the month. Diane has worked at the Communications Center since its
inception.
FIRE COORDINATION: Dennis Kappler advised that there had been a
meeting of the Coordinators in Cherry Hill on December 10
th
. The County
Fire Coordinators Plan is due for review in 2020. Dennis advised that
anyone interested in being a Deputy Coordinator, send their resume to him
by the end of business on December 19
th
. Dennis thanked everyone for their
support for the past 12 years. Dennis also voiced his displeasure with the
vote for the Fire Coordinator being taken away from the Life Members of
the Association.
NEPTUNE: Nothing new to report.
HAZ-MAT: Dennis advised that the training schedule for 2020 has been
finalized. Three new members have been vetted including the first female
on the team.
GLOUCESTER COUNTY EMS: Nick advised that on January 11
th
there
will be an open recruitment day held. The GCEMS/Rowan University EMS
training symposium will be held in March. Also the New Inspira Hospital
in Mullica Hill will start operating on Sunday.
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. FIREMENS HOME: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
reminded everyone to get their financial forms, Officer’s forms and
percentage forms into the State office on time. He wished everyone a Merry
Christmas and Happy New Year.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the Call
to Convention will be going out in the mail shortly. The 2020 Convention
will be in Phillipsburg in August.
LAW & LEGISLATION: Frank Lambing reported that not much activity
has been done, there were a few bills introduced today regarding pensions.
BANQUET COMMITTEE: Vice-President Steve Smith reported that
tickets are available tonight, they are still working on a guest speaker.
AWARDS COMMITTEE: Rick Thomas reported that they met last night
and need to purchase additional supplies for this year.

SECTION 3.
I. Sun Shine Committee - review of all recommendations for monetary
relief from the Sun Shine Fund
ARTICLE IX. TREASURER
SECTION 6.
He/She shall manage all monies collected for the Sun Shine Account
and serve on the Sun Shine Committee
ARTICLE X TRUSTEES
SECTION 7.
They shall serve as the nucleus of the Sun Shine Committee.
ARTICLE XVII. DUES
SECTION 3. Twenty Five Dollars ($25.00) of each One Hundred and Fifty
Dollars ($ 150.00) dues paid to the association shall be deposited into the Sun
Shine Fund
ARTICLE III. MEMBERSHIP
SECTION 11. SUN SHINE FUND
A. All Members in good standing shall be eligible to receive benefits from
the Sun Shine Fund in the case of a life changing event.
B. The Sun Shine Committee shall be made up by the Gloucester County
Fire Chiefs Association Trustees, Treasurer and Sargent of Arms, if
the President finds it necessary to appoint additional members to the
committee there shall be an Odd number of members.
C. The Sun Shine Committee shall review each request for monies on the
basis of need, the committee shall investigate the request to the best of
their ability without burdening the requester to ensure there is a need.
D. The committee will make a motion on the floor to grant the request as
received, the maximum payment will be $500.00 per year unless the
committee recommends additional funds to be disbursed.
E. If the Sun Shine Fund gets depleted and if there is a need for
additional funds the Trustees shall instruct the treasurer to move funds
from the General account to the Sun Shine Fund and at the next
meeting give a report on the decision to move funds from the General
account.
A vote was taken and the proposed By-Law for the Sunshine Fund was
approved.
The vote was 47 Yes and 2 No votes.
BEAREAVMENT COMMITTEE: No Report
SPECIAL COMMITTEES:
RADIO COMMITTEE: The committee reported on the progress with the
vehicle recorders and updated the Association on the progress with the new
tones.
TECH RESCUE:
Gloucester County Technical Rescue Taskforce
Report to Gloucester County Fire Chiefs and Fire Officers Association

The Technical Rescue Taskforce is currently in the process of reorganizing.
Gibbstown FD has requested to be removed from the taskforce and Mantua
Twp FD will be joining the Taskforce. The Taskforce will now consist of
resources from Washington Twp, Deptford Twp, and Mantua Twp. As well
as individual members from various departments with a signed agreement.
The team is an active member in the southern regional USAR (RUST)
collaborative along with the Camden, Burlington, Cumberland, Cape May,
and Atlantic counties teams. On December 11
th
the team participated in the
first southern region USAR exercise in hosted by Cape May County. The
Rust program continues to make great strides towards organizing technical
and USAR resources in the southern region.
In 2019, at total of 68 members participated in 20 different GCTRT training
events.

The team’s membership is open to all firefighters associated with a
Gloucester County Fire Department with a signed agreement.
TENDER TASK FORCE: No Report
FOAM STRIKE TEAM: Nothing new to report
LARGE DIAMETER HOSE TASK FORCE: No Report
TRAINING/FIRE ACADEMY COMMITTEE: No report they have not
met.
LEADERSHIP COMMITTEE: The Leadership Symposium will be held
on Saturday February 22
nd
. This year they are going to concentrate on Legal
& Liability. There will be breakout sessions in the morning and a mock trail
held in the afternoon.
CORRESPONDENCE: We received a letter from Fire Coordinator Dennis
Kappler regarding accepting resumes for Deputy Fire Coordinators.

been updated since 2017. President Cardile stated he will speak with
someone regarding the website and report back in February.

Cardile stated he would look into that and report back.

Bill Beckett suggested that Frank Murray be given time to speak to the
Association on his thoughts and vision for the Association:
Frank Murray thanked the Association for the time to speak. He stated that
the he wants to run the organization as it was run in the past. Make
necessary votes on the floor for all to be involved with. And he wants to
take the Association into the future as a better organization.
President Cardile asked Rick Thomas to be judge and 2 tellers were
appointed.
Ballots were distributed and voting was done.
The results for the Office of President were handed to the Secretary, they
were as follows: Matt Cardile 20 votes and Frank Murray 30 votes.
The Secretary cast the unanimous ballot for Vice President, Membership
Secretary, Treasurer, Trustees and Member at Large.

CAMPTOWN: $ 82.00
GOOD & WELFARE OF THE ASSOCIATION:
Bob Hill then addressed the Association regarding the Fire Academy. Bob
stated that the Fire Academy is over 30 years old. He has been to many fire
academies across the state, Our County is the only one in the state that does
not have a burn building. Our academy has been without a burn building for
over 6 years. Bob had to provide a capital budget to the College, however
the College has told him that they are not able to afford to provide a new
burn building. Bob stated that there have been instructors at the academy
that have thought outside the box to continue to provide training at the
academy, using the buildings and structures that are there. There have been
people that have assisted with trying to get a burn building for us, but it is
his feeling that we need to look into a burn building.
At the Operational meeting held in September the Chief’s in attendance
voted to support the fire academy. A discussion was held on the subject.
Freeholder Christy stated that he is not opposed to a new burn building for
the fire academy. He stated that he has been involved with 4 meeting
regarding the issue and has even met with County Administrator Chad
Bruner. Freeholder Christy stated that it is not a dead issue. We need to
look into different funding sources. Also Freeholder Christy stated that the
County prides itself with working on shared services.
Jim Schmidt advised that there was a rumor going around that he would be
moving out of the County, he stated that is not true, he has just been
fortunate enough to be able to have a summer home built at the shore.
