The meeting was called to order by President Zimm at 1930 hours. The
group saluted the flag the invocation was given by the Chaplain Rev. Kevin
Davis.
Address of welcome was given by Robert Gould, Chief of the East
Greenwich Fire/Rescue.
NEW MEMBERS:
Deputy Chief Nelson Weist from East Greenwich Fire/Rescue

Matt Cardile motion to accept the gentleman into the Association, seconded
by Mike Gallagher, motion passed.
MINUTES OF PAST MEETING:
Bill McNulty motion that the minutes of the November meeting be approved
as emailed seconded by, Steve Mower, motion passed.
FREEHOLDER REPORT:
Freeholder Chila advised that the radio upgrade is going well. During some
of the testing there were 3 teams that were involved in the testing, they drove
to different locations within the County to check the coverage. Freeholder
Chila had rode with Chuck Murtaugh during the testing.
He then thanked the Officers for their service to the organization.
He then wished all a Merry Christmas and a Happy New Year.

Ed also advised that Don Doak was no longer working in the Office he is
now working in the private sector. Jay Jones has been assigned to work in
the Fire Marshal’s Office. The County is now in the process of interviewing
for a Deputy Fire Marshal.

FIREFIGHTER 1
Fall program finishing this weekend.
Reminder, graduation Thursday December 17. 1900 At the Fine
Arts Building.
Spring 2015 semester starts Friday January 8, 2016 @ 1900.
Registrations now being accepted.
Sending organizations are asked to ensure your member has
their entrance physical prior to registration. If possible SCBA
fit and CPR would also prove beneficial.
FIRE ACADEMY GENERAL BUSINESS
No new business to report
TRAINING & EDUCATION ADVISORY COUNCIL
I will begin work shortly on the final packaging of the new driver
training program. When completed it will be presented to the NJ
Division of Fire Safety and scheduling of the program will follow.

G.C. EMERGENCY RESPONSE REPORT: Director Tom Butts
advised that the field testing of the new radio system has been completed.
He thanked both Stations 29-5 & 43-5 for their assistance with getting
vehicles that had gotten stuck during the testing out of the situations they
had gotten into.
They had met with Motorola this morning at 0900 hours, and are planning to
go live with the new radio system on December 16
th
with the Washington
Twp. Police and the Sheriff’s Department. He hopes to have all Police
Departments on the system sometime in January.
A date will be set for Fire Department start on the new radio system after the
first of the year.
Training will take place once the portables have been distributed.
The installation of radios will be done in your stations. When the installers
come to your station they will be there to install all of the radios. A cover
assignment will be in place while your stations radios are being installed.
Chuck Murtaugh reported that during meeting with Camden County they
were not going approve their radio channels being put into our radios. They
are now on board with the program and the Camden County channels will be
installed into our radios.
VHF paging will begin by the end of the year.
FIRE COORDINATION: Dennis Kappler thanked the organization for
their endorsement for him as Fire Coordinator.
One of the Deputy Fire Coordinators will be stepping down as he is moving
out of the area.
At this time Dennis Kappler, Mike Gallagher and Freeholder Joe Chila
presented Al Silbaugh with a plaque for his service as a Deputy Fire
Coordinator. Al will be missed and we wish him well in the future.
There will be an I-300 course run from December 11
th
thru the 13
th
at the
Fire Academy.
Dennis advised that the Neptune System Pump Module has had its Annual
Service.
Dennis also advised that the CBRNE Team has completed their yearly
training, and that the Teams 3 year plan had been endorsed by the
Committee put in place by the Freeholder Board.
GLOUCESTER COUNTY EMS: Chris Rosser was unable to attend but
wanted to remind everyone that March 18
th
thru the 20
th
the Rowan/GC
EMS Symposium will take place. The training provided will be worth 24
CEU’s for EMT’s. Also if any Departments need CPR training that they are
available to come out and provide that training.
GLOUCESTER COUNTY FIREMEN'S ASSOCIATION:
N. J. DIVISION OF FIRE SAFETY: Captain Gallagher advised that the
Division is stressing fire station security. He reminded all to keep all of our
records and Mutual Aid plans safe and secured.
The Fire Department preparedness division had worked during Hurricane
Sandy and was not paid any overtime, which they are in titled too.
Mike advised that they are changing their civil service titles. In doing so the
affected Division personnel are losing $ 11,400.00 in salary.
Bruce Scott motioned that the organization send a letter to the division of
Fire Safety, with copies to our local State Office holders, seconded by Bob
Hill, in support of the Division of Fire Safety, motion passed.
Bob Hill questioned Mike Gallagher if the Mutual Aid Plans were exempt
from the oprah law, Mike stated they are sensitive information and they are
exempt.
Mike wished everyone a Merry Christmas and Happy New Year.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Bill McNulty
advised that former Executive Committeeman Kevin Finnegan has been
appointed as the New Secretary replacing Sandy Weinberg, after he
resigned. He wished everyone a Merry Christmas and Happy New Year.
N.J. FIREMENS HOME: Harry Strube advised that the electrical upgrade
at the home is taking much longer then anticipated due to the age and
construction of the home. The Home had been inspected by the State last
week and again received NO deficiencies. Harry wished everyone a Merry
Christmas and Happy New Year.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the next
Exempt Executive Committee will be held in January. He wished everyone
a Merry Christmas & Happy New Year.
LAW & LEGISLATION: Frank Lambing reported that in November he
had reported that there were no bills that were signed that dealt with the fire
service. There was one bill A4375 which would upgrade crime status of
false alarm reporting.
BANQUET COMMITTEE: Ed Johnson reported that tickets are now
available the cost of a ticket is $ 30.00 and a full table is 8 seats. The guest
speaker will be Philadelphia Fire Commissioner Derek Sawyer. Bill Rieger
will not be able to put together a photo show, but Dan Debear from the
Woolwich Fire Company will be putting together a photo show. His email
is captbear23@gmail,.com. Anyone with photos to be included in the show
can forward pictures Dan or to Bill Ross.

TECH RESCUE:
To: Gloucester County Fire Chief’s Association- Secretary
Subject: GCTRT Training Report for October
The Gloucester County Technical Rescue Task Force (GCTRT) participated
in the second drill of the structural collapse rescue quarter, held at the
WTFD Salina Road training house.
Three groups were assembled combining experienced and new members
throughout several stations including scene size up and building monitoring,
cut station operations, and vertical shoring operations.
Members were familiarized with the function of initial scene size up along
with the use of transits to monitor the building for movement throughout the
operation. Next, a simulated basement collapse was set up and vertical
shoring operations were practiced. Two methods were deployed including
the use of paratech and airshores for the initial lifesaving efforts as well as
several types of wood shores in cooperation with the cut station group.
Overall the operation was successful, testing the skills of experienced
members while introducing some of the methods deployed to those who
were newly acquainted.
The attendance for this drill included 17 personnel and the task force was in
service for a total of 3.5 hours.

Matt Cardile advised that he had sent out an email to create a database of
Chief’s that could be used by all Emergency Service Groups in the County.

he will get your information to send you the link for the database

An open discussion was then held regarding attire for the Annual Banquet.
Many opinions were given.
Bruce Scott motioned that the attire for the Banquet be “Business Casual”
Denim Jeans are not acceptable, and if you are receiving an award then you
should be in Class “A” Uniform, seconded by Matt Cardile, motion passed.
