The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Tim Nessler.
Address of welcome was given by Chief Dave Valichka of the Woolwich
Fire Company.
NEW MEMBERS:
Captain Ed Barber III of the Woolwich Fire Company
Lieutenant James Zielinski of the Woolwich Fire Company
Ed Johnson motion to accept the gentlemen into the Association, seconded
by Archie Roemmich, motion passed.
President Cardile then administered the Oath of Membership to the
gentlemen.
MINUTES OF PAST MEETING:
Frank Lambing motion that the minutes of the September meeting be
approved as emailed seconded by Carmen Simonelli, motion passed.
FREEHOLDER REPORT: Freeholder Christy: Nothing to report.
FIRE MARSHALS REPORT: The following is the report:
The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of September 19 thru October 17, 2019
and the totals for the year of 2019.
Inspections for the period: 203 Total for the Year: 2353
Fire Safety Permits: 35 Total for the Year: 209
Fire Investigations for the period: 10 Total for the Year: 100
Fire Fatalities for the period: 0 Total for the Year: 1
Fire Scene Injuries for the period: 1 Total for the year: 7
Juvenile Fire setter actions for the period: 2 Total for the Year: 12
Fire Prevention Demo for the period: 17 Total for the Year: 17
Fit Testing for Agencies for Period: 40 Total for the Year: 211
Total Actions Taken by the Fire Marshal’s Office to date: 2910

FIRE ACADEMY REPORT: Bob Hill reported that the fire fighter 1
course is progressing they are at the mid-way point of the course.
Graduation will be held on Thursday December 19
th
at the Fine Arts
Building at Rowan College at Gloucester County. The Academy will be
assisting with training the Marine Task Force. Also the Academy will be
setting up a committee for staff development.
G.C. EMERGENCY RESPONSE REPORT: Fire Services Director Jim
Schmidt advised they are going to create a radio users group that will help
update s on radio usage. Jim asks that you coordinate pager programming
with the radio technicians. Also a Marine Task Force is being established
with Mark Gismondi and Anthony Baldasaro heading up the task force. The
task force will train on swift water rescues first. Bob Hill will assist with
complying with the NFPA standards. Also Jim and Bill Ross has met with
the technical rescue team regarding their responses.
FIRE COORDINATION: Dennis Kappler advised that there had been a
mobilization of 2 tenders to go to Edison for 12 a hour shift, however they
were recalled. The Coordination group will be meeting with everyone soon.
President Cardile commented on the Coordinator nominations.
NEPTUNE: Nothing to report
HAZ-MAT: Dennis Kappler stated that the team is accepting applications
for new members, give the applications to him or drop them of the
Communications Center in Clayton.
GLOUCESTER COUNTY EMS: Nick Mifoffe stated that the EMS will
hold an open enrollment for EMT’s on January 11
th
.
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
sent his report which was read and as follows: Saturday November 16th the
reorganization meeting of the Executive Committee will be held at the State
office.
The 3

Quarter financial reports are due into the office on October 30
th
. The
convention Pink & Blue reports are due into the office by November 1
st
.
N.J. FIREMENS HOME: Harry Strube was unable to attend the meeting.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the
reorganization meeting will be on Saturday October 26
th
at the Cheesequake
Firehouse in Old Bridge Twp.
LAW & LEGISLATION: Frank Lambing had nothing to report.
BANQUET COMMITTEE: Tickets will be available at the next meeting,
the cost is $35.00 per person..
AWARDS COMMITTEE: Award nominations are due in to the committee
by December 1
st

BY-LAW COMMITTEE: Chuck Murtaugh motion to repeal the proposed
By-Law amendment regarding the Operational meetings, seconded by Bill
Beckett, motion passed.
A new proposed By-Law for Operational meetings was presented and read
for the first reading.

Article XIII
Section 6. Operational Meetings
Operational meetings will be held during the months that have 5 Thursdays,
and any other times as necessary at the discretion of the President.
If a Chief does not attend the regular monthly meeting held during the
month that an Operational meeting is held, then his attendance at the
operational meeting will count towards his meeting attendance that month.
The Secretary will attend all operational meetings to record the attendance
and the minutes.
The old Section 6 will now be Section 7
The old Section 7 will now be Section 8
BEAREAVMENT COMMITTEE: Nothing to report.
SPECIAL COMMITTEES:
RADIO COMMITTEE: The committee will meet to review and discuss
items that were brought up at the Operational meeting.
TECH RESCUE: Their training schedule has been posted.
TENDER TASK FORCE: Bob Bramble advised that their next meeting
will be held on November 7
th
at Station 39-2.
FOAM STRIKE TEAM: Jeff Pfeiffer advised that the Task Force held a
joint drill with the Tender Task Force and that the drill went well and they
moved a lot of water during the drill.
LARGE DIAMETER HOSE TASK FORCE: Nothing to report
TRAINING/FIRE ACADEMY COMMITTEE: No report.
LEADERSHIP COMMITTEE: The flyers are out for the Training day on
November 16
th
. The cost is $ 25.00 per person, the training will be held at
the Fire Academy.
CORRESPONDENCE: None
PAYMENT of BILLS: None
TREASURER’S REPORT:
Wayne Crane motion to accept the treasurer’s report seconded by Russell
Trumbull, motion passed.
UNFINISHED BUSINESS: None
NEW BUSINESS: It was reported that Mike Gallagher was starting
another round of Chemo Therapy.
Dennis Kappler discussed resource typing and stated that he stands behind it.
Battalion Chief Spade from the 4
th
Battalion of the Deptford Fire
Department asked that Ladder 946 be removed from all Task Forces.
Dennis Kappler recommended that this action be discussed due to a few
issues.
President Cardile commented on the resource typing pursuant to the
standard.
President Cardile spoke regarding a settlement that was imposed on a fire
company from a law suit, and an individual from that fire company also
being named in the settlement.
Bob Hill stated that each fire company needs a policy statement regarding
NFPA 1451.
