The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Tim Nessler.

Rick Thomas motion to accept the gentleman into the Association, seconded

President Cardile then administered the Oath of Membership to the new
members.
Mike Gallagher motion to suspend the normal order of business, seconded
by Joe Chillari, motion passed.
TOPIC: Verizon Wireless then gave a broad overview of the services that
they could offer the public safety resources.
MINUTES OF PAST MEETING:
Eric Farley motion that the minutes of the April meeting be approved as
emailed seconded by Dennis Allonardo, motion passed.
FREEHOLDER REPORT: Freeholder Chila advised the members that
Helene Reed had passed away. She was the County Surrogate, but while she
was a Freeholder, she was the liaison from the Freeholder Board to our
Organization.
Freeholder Chila also discussed the fire academy with the group, the
Freeholder Board tries not to duplicate services. Any expansion or upgrades
at the fire academy is actually in the hands of the College.

GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Spring semester underway
9 adults
5 juniors
Class ready for last weekend of training. This weekend they will
demonstrate critical skills where they find themselves in a Mayday
situation. Successful completion of the planned exercises is required
for completion of the program.
Graduation Thursday May 17, 2018 1900 at the Fine Arts Bldg.
Registration for the fall semester will begin in the coming weeks.
Once again the academy will offer a junior program similar to this
program.
DIVISION OF FIRE SAFETY:
Work begins next month on readying certain hazardous materials
programs for both Pro Board and IFSAC accreditation. I have
accepted a request to serve on a special committee for this purpose.

G.C. EMERGENCY RESPONSE REPORT: Jim Schmidt advised that
the radio shop is in the process of updating the tone encoders. They are also
asking for assistance to delete any unused tones. They are working on
possibly going to a single tone for task forces. They are also testing the new
tone encoders.
Jim asked that if your unit has been approved to use the resource typing
designator, use that designator, if your unit has not been approved, do not
use that designator.
FIRE COORDINATION: Dennis Kappler nothing to report.
NEPTUNE: No Report
HAZ-MAT: No Report
GLOUCESTER COUNTY EMS: Joe Ward advised that EMS week is at
the end of the month.
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
reported that the IRS 990’s are due into the Office by May 15
th
. The
delegate, alternate and life member expenses for Convention will be the
same as last year. The County Caucus will be held on Thursday August 16
th
at Whitman Square and it will start at 19:00 hours.
N.J. FIREMENS HOME: Harry Strube stated that the home had
completed their draft 2019 budget. They are awaiting on the architect for
the memory care unit. And Harry said the men at the home are enjoying the
nicer weather and cannot wait for the cookouts to begin.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the 2018
Convention will be in Phillipsburg in August.
LAW & LEGISLATION: Frank Lambing stated there was nothing to
report.

ARTICLE III. MEMBERSHIP
SECTION 1. QUALIFICATIONS
Qualifications for membership shall consist of proof that the candidate
has been duly elected and/or appointed to the office of leadership responsible
for fire suppression within the County of Gloucester in the State of New
Jersey. Suitable for eligibility to be defined as holding the office of Chief,
Deputy Chief(s), Battalion Chief(s), Assistant Chief(s), Captain, Lieutenant,
and Safety Officer(s) as attested in writing by at least two (2) Active or Life
Members of the Association in good standing and whose standing is confirmed
by the Membership Secretary of the Gloucester County Fire Chief's and Fire
Officers Association (Change to Gloucester County Fire Chief's Association).
To be considered an Active member he/she must attend at least four (4)
meetings during each calendar year.

ARTICLE IX. TREASURER
SECTION 3.
All monies belonging to the Association shall be deposited, by him/her,
in the bank as determined at the annual meeting.
Such deposits to be made in the name of the Gloucester County Fire Chief's
and Fire Officers Association (Change to Gloucester County Fire Chief's
Association) and all statements relative to the named account, are to be filed
and maintained as a permanent part of the Association's records.

ARTICLE X TRUSTEES
SECTION 1.
They shall assume charge of and be responsible for all property,
holdings and effects classified and designed as the property of the Gloucester
County Fire Chief's and Fire Officers Association(Change to Gloucester
County Fire Chief's Association).
SECTION 6.
Upon termination of any Association officer, the Trustees shall see that
he/she turn over to his/her successor, all records, accounts, monies, appliances,
etc., pertaining to or the property of, the Gloucester County Fire Chief's and
Fire Officers Association(Change to Gloucester County Fire Chief's
Association).

ARTICLE XXV. DISCLAIMER
SECTION 1.
It is the policy of the Gloucester County Fire Chief's and Fire Officers
Association (Change to Gloucester County Fire Chief's Association). not to
discriminate against any applicant for membership because of age, race,
religion, creed, political affiliation, color, handicap, sex, physical condition,
developmental disability, sexual orientation or national origin. This policy
shall include, but not be limited to, the following: recruitment, promotion,
demotion, transfer, compensation. This Association further agrees to take
affirmative action to ensure equal membership opportunities.
PROPOSED BY-LAW CHANGES
SECTION 10. VOTING PRIVILEGE
All Active and Life Members shall maintain at least forty (40%) percent
of regular attendance of meetings each year to vote, and at least sixty (60%)
percent run for and to hold an office. Newly elected members must attend two
(2) meetings prior to being eligible to vote.

Fire Department in good standing, a Life Member of The Gloucester
County Fire Chiefs and Fire Officers Association shall be permitted to
cast a vote for His or Her Fire Company and or Fire Department that is
in good standing.

BEAREAVMENT COMMITTEE: No Report
SPECIAL COMMITTEES:
RADIO COMMITTEE: No Report, they have not met lately.
TECH RESCUE: The Secretary did not receive a report.
TENDER TASK FORCE: They had a meeting last week. One area they
need some work in is drafting. They had a response in Elk Twp., they
encountered a few small problems.
FOAM STRIKE TEAM: Jeff Pfeiffer’s report on their drill follows:
The Foam Task Force held its 2018 annual exercise on April 29, hosted by
Mantua Township Fire Department. All Task Force companies were in
attendance with 52 firefighter’s participating in the drill. The exercise
involved work stations that included foam application using line
proportioners, foam packs and various nozzles both aspirated and non-
aspirated. Stations also included Purple “K” chemical systems, high
expansion foam operations and placement/targeting master stream foam
applications on tanker incidents. The exercise started at 0900 hours and
ended at 1230 hours. Thank you to Mantua Township Fire department for
hosting the drill, to PBF Energy Paulsboro for providing training foam for
evolutions, to Ferrell Fire Company for the use of Tender 3924 as a tanker
prop and to The Deptford Fire department Canteen 9 for providing
refreshments for the Task Force participants.
I believe that our exercise objectives were met and that all companies left
with a gained knowledge in preparation of a flammable liquid incident.

LADDER COMPANY
PURPOSE:
To establish a clear standard and criteria for which a Ladder Company will
be defined within the County of Gloucester. The standard is defined by the
compliment of minimum of equipment carried on the apparatus.
CLASSIFICATION:
Ladder is a fire apparatus with a turntable-mounted, power-operated ladder
of two or more sections permanently attached to the vehicle. This apparatus
is designed and equipped to provide a continuous egress route from an
elevated position to the ground, equipped to support firefighting and rescue
operations and capable of discharging water at or from an elevated position.
It may be straight body or tractor drawn articulating. The minimum
compliment of ground ladders is 115 feet of total length
Radio Designator is “LADDER” Example: “Ladder 736”
Tower meets all of the requirements for a basic ladder. In addition it has a
basket/bucket capable of holding two or more fully equipped fire fighters
suspended from the end of the fly section of the ladder. The apparatus shall
meet the equipment requirements set forth in NFPA 1901, Chapter 8.
