The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Tim Nessler
Address of welcome was given by Chief Brian Hass of the Mantua
Township Fire Department.

Pat Robinson motion to accept the gentleman into the Association, seconded
by, Jeff Pfeiffer, motion passed.
Bill Beckett motion to suspend the normal of business, seconded by Pat
Robinson, motion passed.
President Cardile then introduced Lauren Hurtt from South Jersey Gas
Company who along with a few members of the Gas Company gave an
overview of the gas distribution system in our area.
MINUTES OF PAST MEETING:
Bill Beckett motion that the minutes of the December meeting be approved
as emailed seconded by, Bob Gould motion passed.
Harry Strube motion that the minutes of the January meeting be approved as
emailed seconded by, Rick Thomas motion passed.
FREEHOLDER REPORT: Freeholder Chila was unable to attend the
meeting.

Fire Marshal’s Office for the period of January 01 to January 31, 2018 and

Ed also advised the group that the State Police will no longer has an Arson
K9 Division, they do have a unit to handle bomb incidents.
Ed also advised that the County had its first fatal fire, in Woodbury the
resident was found on the second floor of the house on Broad Street.
Also the Prosecutors Office will soon have a new response directive.

FIREFIGHTER 1
Spring semester underway
19 adults
10 Juniors
Sweat and T shirts have been purchased and distributed. Class mostly
compliant with mandatory uniform requirement.
FIRE ACADEMY GENERAL BUSINESS
Academy spring offering of classes should be available for
registration by next meeting.
Seats available for the special presentation of the NJ Fire Sprinkler
Advisory Board. This event is free and is scheduled for Tuesday
March 20. Breakfast to be served. Reminder, this class has been
approved for .5 CEUs I HAVE SOME LITERATURE FOR THOSE
INTERESTED.
TRAINING & EDUCATION ADVISORY COUNCIL
Of significant discussion, regulations addressing junior members. It
appears that several state agencies are involved and do not know what
other agencies have regulated. NJ is seeking to have these agencies
relinquish their rule-making to the NJ Division of Fire Safety so we
can better set the requirements.
Hazardous Materials Committee: My committee is currently
completing a review with the new standard against the standard from
which our programs and state exams were written. This must be done
so that where needed, modifications can be made to ensure we remain
compliant with NFPA 472 are required by both Pro Board and IFSAC.
DIVISION OF FIRE SAFETY:
Attended meeting in Middlesex County. Division reported that
many new training and certification programs will be published.
This would have occurred on Monday the 5
th
.
The International Fire Code is moving to the 2015 edition this will
replace the 2006 edition. Update books should be available later
this spring.
A new training program for inspectors is on target for January 1,
2019.
New: Trainer candidates for the Fire Inspector program will be
required to provide proof that they have practical experience in
doing inspections and enforcement.
On the issue of special accommodations for students, the division’s
position is that there are to be no accommodations for skills
testing.
Where a member seeks special consideration for taking written
exams, the student must submit a letter from a physician or an IEP
dated with the last two years.
NFPA 1001, new standard adoption delayed. A committee wishes
to add 20 hours on the topic of community risk reduction. This will
affect the academies as we cannot get new textbooks until the
matter is resolved.

G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services
Jim Schmidt reported that Officer Update forms were being added to the
data base. Also Jason Spring was promoted as Supervising PST. He will be
working some hours after the normal business hours. If you have an issue
your first contact should be the On Duty Alarm Supervisor, then either Jason
or Diane Morgan.
Jim advised that the Resource Response Committee had met they will
continue to meet monthly.
FIRE COORDINATION: Dennis Kappler advised that on January 27
th
, he
had attended a County Coordinators meeting held in Middlesex County.
They will continue to follow the Deployment Act.
Dennis also advised that if you have run card changes, they need to be
signed off on, before they are changed in the computer, so you need to give
the Center staff time to make the changes.
NEPTUNE: Nothing to report
HAZ MAT: Dennis Kappler reported that individuals had applied for the
team, and had gone through the testing, two new members were added to the
team, Robert Burkhardt and Adam Abernathy.
GLOUCESTER COUNTY EMS: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
thanked everyone for getting their 4
th
quarter financial report and Officers
listings in on time. The financial report is due into the office by February
20
th
and the Membership forms, the green sheets are due in the office by
February 28
th
. The next Executive Committee meeting is on Saturday
February 24
th
.
N.J. FIREMENS HOME: Harry Strube stated that the homes budget had
been signed by the Governor. The Managers feel the best option for the
memory care unit will be to add a second floor over Dorm A. The pole barn
that they were going to have erected, has been put on hold as they are going
to scale back the size of the building. On February 28
th
the Home will have
a new Pharmaceutical Company to take care of the residents of the home.
They have had problems with the old company.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the Call
to Convention will be going out in the mail shortly. The 2018 Convention
will be in Phillipsburg in August. The Memorial Service will be in Old
Bridge on Saturday April 21
st
at 11:00 am.
LAW & LEGISLATION: Frank Lambing reported that
all bills that had been introduced the past two years have died and will have
to be reintroduced.
BANQUET COMMITTEE: Two Fire Companies purchase orders are still
out as well as the Counties purchase order. The banquet will have made a
profit of $ 1,000.00 once all money has been collected.
AWARDS COMMITTEE: Rick Thomas advised that all bills had been
turned over to the Treasurer. Also in the future the cutoff date for all award
nominations will be December 1

, to allow the committee to meet and have
time to make out the awards and purchase necessary badges or materials.

SECTION 10. VOTING PRIVILEGE
A. All Active and Life Members shall maintain at least forty (40%)
percent of regular attendance of meetings each year to vote on
nonoperational items and at least sixty (60%) percent run for and to
hold an office. Newly elected members must attend two (2) meetings
prior to being eligible to vote on nonoperational items.
B. Operational Voting shall be made by the Fire Chief or an officer that
is described in Article III Section 1 who are in attendance regardless
of how many meetings he or she have attended at the time of any
operational vote. All officers who may cast a vote must be members of
the association.
The 2

reading of the proposed By-Law amendment was read and voted
upon and received 2/3 majority vote so it passed.
On the following proposed By-Laws there were numerous questions, and
they were not acted upon, they were pulled by the committee.

ARTICLE XIV. VOTING
SECTION 2.
Any Standard proposed that would affect the entire Gloucester County
Fire Service will require a one vote per Fire Company and or Fire
Department in good standing. The vote shall be made by the Fire Chief or
the next highest ranking officer in attendance in good standing. A Fire
Company and or Fire Department is considered to be in good standing if
there is at least one Chief Officer or the next highest ranking officer in
attendance in good standing with paid dues to the Association. A successful
vote requires a 2/3 majority of the ballots cast for passage.

BEARAVMENT COMMITTEE: Rick Thomas advised that the
Committee had assisted Pitman and Deptford. He also reminded that the
committee needs assistance so that the committee can continue to assist fire
companies.
SPECIAL COMMITTEES:
RADIO COMMITTEE:
President Cardile advised that some units have been checked to meet the
resource typing for those units, 4318, 921 and 628.
Question from the floor of resource typing and having vehicles checked.
A discussion was held on the resource typing and the equipment required.
And if a Chief signed off that his resource meets the requirement, why does
someone or a group have to come in and double check what the Chief had
signed off on?
During the discussion the question was asked why would units already
assigned to the Tender Task Force, Large Diameter Hose Task Force, Foam
Task Force or Neptune, be reexamined after they had already been assigned
and running with those special groups.
Dennis Kappler stated that he had only agreed that the units being assigned
to the Regional Task Forces should meet the resource typing initiative.
TECH RESCUE: The President did not forward the report to the Secretary,
to be included in the minutes.
TENDER TASK FORCE: Anthony Baldasaro reported that there will be a
drill of the Tender and LDH Task Forces on April 8
th
at Delsea High School.
March 5
th
will be the next Tender Task Force meeting in Mantua Twp., they
will be demonstrating a new bladder tank. Also the Task Force has had
some radio issues when responding to out of County assignments.
FOAM STRIKE TEAM: Jeff Pfeiffer reported that the team had a table top
drill that went well. On February 28
th
there will be training in Washington
Township. The Team is planning on a full scale drill late spring or early
summer.
LARGE DIAMETER HOSE TASK FORCE: Tim Nessler reported they
are working on Command issues.
SAINT FLORIAN: President Cardile will be meeting with Father Burgess
to start working on this year’s event.
TRAINING/FIRE ACADEMY COMMITTEE: The Fire Symposium will
be held this weekend at the Rowan College at Gloucester County the Allied
Health Center. Registration starts at 7:30 AM.

Kirvens lecture on Saturday seconded by Bill Beckett, motion passed.
CORRESPONDENCE: The Association received a Thank-You from the
Franklinville Fire Company for the donation to their Cancer Fundraising.
PAYMENT of BILLS: There were bills for flags and awards presented.
