The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Tim Nessler

NEW MEMBERS:
Captain Larry Moran III of the Paulsboro Fire Department
Bob Hill motion to accept Captain Moran into the Association, seconded by
Archie Roemmich, motion passed.
President Cardile then administered the Oath of Membership to Captain
Moran.
MINUTES OF PAST MEETING:
Fred Lock motion that the minutes of the November meeting be approved as
emailed seconded by Ed Johnson, motion passed.
FREEHOLDER REPORT: Freeholder Chila advised that this would be
his last report at our meetings. He advised that effective on December 28
th
County EMS will be serving the residents of Westville. He takes over as
Surrogate on January 1
st
. It has been his pleasure to have served as our
liaison to the Freeholder Board. He will continue to be available to the
Association if we need his assistance. He wished everyone a Merry
Christmas and a Happy New Year.

Freeholder Chila and Bret Lopez of ACE will give out smoke detectors to all
the towns in the county.
We will also be taking a photo for ACE and the Freeholders after the
meeting.

FIREFIGHTER 1

AWARDS:

Spring 2019 Semester now open for registration. Program to start Friday
January, 11, 2019. The schedule of classes will include both weeknight and
weekend days.
Firefighter 2: The special delivery of this program has been completed.
Plans are to develop a Firefighter 2 that can be offered as an open class.
Safety Belt training: Recently completed a special offering for a fire
department and again, plans are underway to see if this can be developed
into an open class.
Movement of smoke and how ventilation affects fire development is the
primary focus of a new program to be offered by our academy later this
spring. Members participating in this program will by means of practical
demonstration, see first-hand how ventilation can affect the movement of
smoke and how interior conditions are affected by both horizontal and
vertical ventilation. This program when completed will be offered both at
the academy as well as on-site at your location.
ACADEMY GENERAL
Propane piping, valves and appliances.
Renovations are underway. Work being complete by students of
the Pipefitters local 322.
NEW PROGRAMMING
Incident Safety Officer, the new revised program December 15-16,
I 400 this weekend, five seats open. 40.00.

Annual conference on Juvenile Fire setters 11/29-11/30
Middlesex County.
Work continues on validating written exams and skill sheets for the
Hazardous Materials programs.
Work underway to incorporate Community Risk Reduction and
Traffic Incident Management into the Firefighter 1 curriculum.

Bob was asked a few questions, President Cardile asked what the total hours
of the fire fighter 1 course, Bib advised it is 220 hours, and the State wants
to add an additional 20 hours, and to add the Highway Response Training to
the course. Bob said for our County it should only add approximately 4
hours.
Rick Thomas asked why the fall semester students have to wait until the
spring for a joint graduation ceremony. Bob stated it cost about $ 500.00 to
hold the graduation.
Bob also asked that the Association support the Academy Spring class by
providing Sweatshirts, T Shirts, rope and webbing.
Anthony Baldasaro asked if part of the fire fighter training could be done
online, Bob stated the State was exploring that idea.
Bill Bates motion that the Association cover the cost of the items for the fire
fighter 1 course, seconded by Dave Valichka. A question from the floor is
there a cap on the expenditure, a cap of no more than $ 750.00 was agreed
upon. The motion was passed.
G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services
Jim Schmidt advised that the dispatchers are still working out of the
Clarksboro site, they will be working out of the North site for a few more
weeks. He advised that last week there was a call in Wenonah where Pro
Phoenix added an engine from the second alarm to the initial dispatch box.
They have not been able to replicate that issue again. They will continue to
work on that issue.
They will continue to forward emails that they receive from the State, which
deals with fire service issues.
President Cardile asked if there was any progress on the Rt. 295 responses.
Jim advised they are waiting on Pro Phoenix, they cannot use exits they need
to use mile markers, and sometimes the North and South mile markers do
not match up with the exits.
FIRE COORDINATION: Dennis Kappler advised that the Delaware
Regional Group will be meeting at the Fire Academy next Tuesday.
NEPTUNE: No report
HAZ-MAT: Dennis advised that the team had finalized their training for the
year. Shawn Valentine had left the County and is no longer on the team.
Also the County Fire Marshals have been added to the assessment team.
GLOUCESTER COUNTY EMS: Nick Minosse advised that in all of the
jump bags on the ambulances they now carry a CO meter, for the safety of
the EMS crews, they do not have the capability of monitoring but if their
meter sounds they will be asking for the local fire company to be dispatched.
They are still working on the Lukas Device project.
They are offering a course on the stopping of heavy bleeding, and of course
they still offer CPR courses. There will be a recruitment day in January and
do not forget the EMS symposium March 15-17 in conjunction with Rowan
University.
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
reminded everyone to get their financial forms, Officer’s forms and
percentage forms into the State office on time. He wished everyone a Merry
Christmas and Happy New Year.
N.J. FIREMENS HOME: Harry Strube stated that the home had gotten all
of the permits to go ahead with the bid process for the Dementia Unit. They
hope to have the unit up and running by the end of 2019. The electrical
service will have to upgraded as part of the construction.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the Call
to Convention will be going out in the mail shortly. The 2019 Convention
will be in Boonton on Labor Day weekend.
LAW & LEGISLATION: Frank Lambing reported that
Bill A4285 requires the Commissioner of Health to develop a voluntary
registry to collect cancer incidence data from firefighters. Vice-President
Joe Hankins along with others have showed support for the bill.
S-1261 & A-135 Concerning updates to the fire code about light weight
construction. The bill would limit use of lightweight wood frame from four
stories to three. Senator Sweeney has signed on to this bill.
BANQUET COMMITTEE: Vice-President Bill Ross reported that so far
114 tickets are sold as of tonight. The committee is going to meet with
Masso’s to finalize the menu. The guest speaker is Commissioner Adam
Thiel of the Philadelphia Fire Department. Remember the cutoff date for
tickets is January 3

. And no jeans, sweatshirts or job shirts.

met earlier this evening, and all of the awards will be ready for the Banquet.

BEAREAVMENT COMMITTEE: Rick Thomas advised that the
Deptford Fire Department had used the trailer for a funeral last week.
SPECIAL COMMITTEES:
RADIO COMMITTEE: The committee had not met, but sometime during
the first quarter of 2019 they will roll out the new tones. Also anyone
wanting their equipment inspect for the resource typing let the committee
know. All of Franklin Township will be inspected during the month of
January.
TECH RESCUE: No Report
TENDER TASK FORCE: No Report
FOAM STRIKE TEAM: Nothing to report
LARGE DIAMETER HOSE TASK FORCE: No Report
TRAINING/FIRE ACADEMY COMMITTEE: Nothing to report
LEADERSHIP COMMITTEE: The 2019 Leadership Symposium will be
held at the Rowan College of Gloucester County at the Allied Health Center
on Saturday February 23

. Registration and meet and greet will be at the
Mullica Hill American Legion Post on Main Street, Mullica Hill, on Friday
evening from 1830 hours to 2230 hours. The guest bartenders will be
President Cardile and Deputy Fire Marshal Shawn Layton, all of the tips will
be donated to the Chief’s Association. You will be able to choose from
different classes, then lunch and a class in the afternoon, and the main
speakers will be before the end of the afternoon. The cost will be $25.00 in
County and $50.00 out of County.
STAFFING COMMITTEE: President Cardile reviewed what the
committee is doing. They are not in place to tell you how to run a fire.
They are doing a study of numbers of firefighters. The committee will be
meeting with the Battalions starting after the beginning of the year.

NEW BUSINESS: Rick Thomas motion that the Association cover the cost

Health Center, Bob will check on it. Another question was raised asking if
there is a limit to the cost. Bob Hill will check with the college. A vote was
taken and the motion passed.

GOOD & WELFARE OF THE ASSOCIATION:
Bob Hill advised that during the fall semester that they had a health issue
with one of the students. Bob advised that all departments might want to
review their personnel for medical conditions which includes diabetes
mellitus.
After the meeting we need a representative from each municipality to pick
up their smoke detectors and have their pictures with Freeholder Chila.
PLACE OF NEXT MEETING: January 10th Masso’s in Glassboro,
Cocktails at 1800 hours meeting and dinner at 1900 hours.
