The meeting was called to order by President Cardile at 1930 hours.
The group saluted the flag the invocation was given by Chaplain Tim
Nessler.

NEW MEMBERS: None
MINUTES OF PAST MEETING:
Rick Thomas motion that the minutes of the September meeting be
approved as emailed seconded by Shawn Layton, motion passed.
FREEHOLDER REPORT: Freeholder Chila stated that he has been busy
with the Election coming up, as has the County Fire Marshal’s office and
fire companies with fire prevention. The County Fire Marshal’s office along
with other inspection offices are having an issue with the State and Division
wanting them to collect back fees for life hazards.
FIRE MARSHALS REPORT: The following are the reports:
The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of September 01 thru September 30,
2018 and the totals for the year of 2018.

Ed stated that at the five county meeting today they discussed the issue of
the back fees for Life Hazards.
Ed thanked Shawn Layton for handling the scheduling of the fire prevention
trailers and all of the members of the Fire Marshal’s Office for all of their
work during fire prevention season, and while he was recovering during his
medical leave.
There is an 80 hour fire investigator’s course starting Monday.
FIRE ACADEMY REPORT: No report Bob Hill is away.
G.C. EMERGENCY RESPONSE REPORT: Fire Services Director Jim
Schmidt had nothing to report from the Commination Center. But thanked
District 10 for hosting the Fire Investigator training.
FIRE COORDINATION: Dennis Kappler advised that he will meeting
with his deputies next week.
NEPTUNE: Nothing to report
HAZ-MAT: The team held training yesterday at the Salem County Fire
Academy on their chlorine props. They will hold an exercise in Westville
in November.
Dennis Kappler advised that there will be an I-300 course in November and
an I-400 course in December at the fire academy.
GLOUCESTER COUNTY EMS: Nick Mifoffe stated that the EMS
Symposium held in conjunction with Rowan University EMS will be held in
March.
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
reported that on Saturday October 27
th
the reorganization meeting of the
Executive Committee will be held at the new office building at 1711 Route
34 South Wall Township NJ 07727.
The 3
rd
Quarter financial reports are due into the office on October 30
th
. The
convention Pink & Blue reports are due into the office by November 1
st
.
The phones and computers are now operational at the new office, Verizon
was told of the move in June but did not start working on extending the
necessary fiber and phone lines.
N.J. FIREMENS HOME: Harry Strube was unable to attend the meeting.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the
reorganization meeting will be held this Saturday in Wildwood. Starting in
January all Exempt meetings with the exception of April which is the
memorial service, and the preconvention meeting will be held at the New
Jersey State Firemen’s Office in Wall Twp.
LAW & LEGISLATION: Frank Lambing reported that there have been
bills that have been introduced but no action has been taken.
BANQUET COMMITTEE: Tickets will be available at the next meeting.
AWARDS COMMITTEE: Award nominations are due in to the committee
by December 1
st

NOMINATING COMMITTEE: Was appointed by President Cardile in
accordance with the By-Laws, the Committee will be Rick Thomas, Larry
Crane and Steve Smith.
BY-LAW COMMITTEE: No report
BEAREAVMENT COMMITTEE: The committee did assist the Lower
Alloways Creek Fire Company since our last meeting.
SPECIAL COMMITTEES:
RADIO COMMITTEE: Mike Gallagher asked all to review their tone lists
if they have any tones that are not being used can they be deleted. He also
asked if any department was having a problem with pagers not activating.
More information will be discussed later in the meeting.
TECH RESCUE: No report
TENDER TASK FORCE: Bob Bramble advised that the drill scheduled
for October 27
th
has been cancelled. Their next meeting will be held in
November at Station 21-1.
FOAM STRIKE TEAM: Jeff Pfeiffer advised that the Task Force had
assisted with a fire in Logan Township. They will be holding a drill on
Sunday at the Fire Academy.
LARGE DIAMETER HOSE TASK FORCE: Nothing to report
TRAINING/FIRE ACADEMY COMMITTEE: They are still awaiting
the updated cost due to changes of the proposed burn building.
LEADERSHIP COMMITTEE: They are looking at the 9

in
February at the Rowan College of Gloucester County, they will having
another meeting to finalize plans and report more after that meeting.
STAFFING ASSESSMENT COMMITTEE: They will hopefully meet
before the next meeting and will report at the next meeting.

Ed Jonson motion to accept the treasurer’s report seconded by Kyle Adams,
motion passed.
UNFINISHED BUSINESS: None
NEW BUSINESS: Vote was taken on the Engine Resource Typing. The
vote was 16 Yes votes, 9 No votes and 2 abstentions. The issue was passed.
The group was then addressed by Mike K, the radio technician from the
Communications Center regarding the toning issue. In the very near future
all tones will have to be a 1 second tone then a 3 second tone. Mike advised
that some tones will sound different. More information will be brought forth
as we get closer to the change from analog toning to digital toning.

GOOD & WELFARE OF THE ASSOCIATION:
The 2019 meeting schedule was read so that if changes needed to be made
they could be made before the November meeting.
President Cardile advised that there will be a Chief’s only meeting held on
November 1

to discuss a few items, the location is not set yet, but every
Chief will be advised of the time and location.
