The meeting was called to order by President Zimm at 1930 hours. The
group saluted the flag the invocation was given by the Secretary.
Address of welcome was given by Dana Desari, Chief of the Franklinville
Fire Company
NEW MEMBERS:

MINUTES OF PAST MEETING:
Jim Hooper motion that the minutes October meeting be approved as
emailed seconded by, Mark Gismondi motion passed.
FREEHOLDER REPORT: Freeholder Chila thanked everyone for their
support during the election. He stated the meeting held with the Executive
Board and the Freeholders regarding the Fire Academy had been productive
and the discussion between the groups involved will continue. And that the
Freeholders are dedicated to continue to provide training for the County fire
fighters.
FIRE MARSHALS REPORT: The following is the report:
The following is my report for the actions taken by the Gloucester County
Fire Marshal’s Office for the period of October 01 to October 31, 2015 and
the totals for the year of 2015.

Ed Johnson also advised that earlier this week there had been 2 fire fatalities
on the Turnpike. He reminded everyone that any deaths on the highways
having to do with fire must be reported to the Fire Marshal’s Office for them
to investigate.

FIRE ACADEMY DIRECTOR’S REPORT
REPORTING MONTH: November 12, 2015
GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Fall program underway with 20 recruits participating.
Class completing live fire exercises and will begin final
practical skills exams next week.
Graduation Thursday December 17. 1900 At the Fine Arts
Building.
Spring 2015 semester starts Friday January 8, 2016 @ 1900.
Registrations now being accepted.
Sending organizations are asked to ensure your member has
their entrance physical prior to registration. If possible SCBA
fit and CPR would also prove beneficial.
FIRE ACADEMY GENERAL BUSINESS
Air compressor is back in service. Personal thank you to Tom Butts
for his assistance in bringing this project to completion. My personal
thank also extended to all departments who assisted us by bringing
SCBA filling stations to the academy.
Additional lighting added to the training grounds with more to come.
New hoist installed on the roof simulator.
Hope to have approval from the division to combine the class A
structure with the remaining wing from our former training building.
A meeting is planned for tomorrow.
I hope to announce a listing of open classes for the spring in the
coming weeks.
TRAINING & EDUCATION ADVISORY COUNCIL
Reportedly Jones & Bartlett will launch a new text. Air flow
management will be added to the new text. It is understood that
this book will replace the third edition currently in use.
NJ DIVISION OF FIRE SAFETY:
JB Second Edition text books are available at no cost to any
department wishing to use them for junior or cadet programs. If
interested, let me know and I will try to secure some for you. Fall
menu of courses out. General registrations are not possible. You
are reminded that registration is done online.

G.C. EMERGENCY RESPONSE REPORT: Director Tom Butts
advised that the 700 project was moving along well. Wireless has been
working at the center programming the portable and mobile radios.
Starting on Monday testing will be done on the new system, making sure
that the system covers all areas of the County as proposed.
Tom advised that if all goes well that in December the Sheriff’s Department
and the Washington Township Police will start using the system.
FIRE COORDINATION: Dennis Kappler advised that last week the
Neptune System was deployed in Woodbury by the YMCA, that location
proved to be an excellent area for deployment it was easy in and out for the
equipment. Dennis also stated that the CBRNE team had assisted at the Fire
Academy last weekend during the fire fighter 1 course during the recruits
Haz Mat Operations course.
There will be an I-300 course run from December 11

thru the 13
th
at the
Fire Academy.
GLOUCESTER COUNTY EMS: Chris Rosser advised that March 18
th
thru the 20
th
the Rowan/GC EMS Symposium will take place. The training
provided will be worth 24 CEU’s for EMT’s. Also if any Departments need
CPR training that they are available to come out and provide that training.
GLOUCESTER COUNTY FIREMEN'S ASSOCIATION:
N. J. DIVISION OF FIRE SAFETY: Captain Gallagher thanked everyone
for their condolences and support with the passing of his mother.
Mike stated that the County Fire Coordinators are due for reappointment,
once they have been reappointed then the Counties will start to review their
Mutual Aid Plans. The Division is putting special emphasis on response to
railcar incidents, in the mutual aid plans.
Also if you requested to respond to incidents outside of the County, make
sure that you have Mutual Aid agreements in place to be sure that your
department is covered.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Bill McNulty
reported that all of the local associations had gotten their pink and blue
sheets and reports in on time. He reminded that the next reports that are due
will be the Officers reports. Bill also stated that all local associations will be
audited next year.
N.J. FIREMENS HOME: Harry Strube stated that during the major power
outage that the home had experienced no problems. The guests at the home
are looking forward to Thanksgiving. The Board of managers will be
meeting on Saturday.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the
Exempt Executive Committee reorganization meeting is this Saturday in Rio
Grande.
LAW & LEGISLATION: Frank Lambing reported that the Governor had
signed some bills, but that none of them had anything to do with emergency
services.
BANQUET COMMITTEE: Vice-President Bill Ross reported that
everything was set with Adelphia’s for the annual banquet in January. He
stated that he had contacted Masso’s and advised them that we would not be
holding our banquet there. Tickets will be available at the December
meeting the cost of a ticket is $ 30.00 and a full table is 8 seats. Also Bill
had been in contact with Bill Rieger and he will be putting together a photo
show. Anyone with photos to be included in the show can forward pictures
to the web master or Bill Ross.
Bill is also working on getting a quest speaker for the banquet.
Chief Hoffman advised that anyone with nominations for awards should
have them to the committee before the December meeting or bring them to
the December meeting. The award period runs from December 2014 to the
end of November.

SPECIAL COMMITTEES:
RADIO COMMITTEE: No Report as the committee has not met.
Chuck Murtaugh advised that during the radio testing next week, they will
also be checking any problem areas that were reported to Center. That
testing should take about a week.
Chuck reported that the fire service is tentatively scheduled to begin using
portables on the new system sometime during the month of February.
Train the trainer classes will be held soon on the use of the new radios.
The MOU’s from the Freeholders were sent out to Fire Districts and
Municipalities, they need to be signed and returned before any radios will be
handed out to your department.
Each Department will receive 1 pager with cradle and charger and possibly 1
extra portable radio.
Installation of mobile radios will be done at one of 4 sites that will be set up
for installations. The 4 sites are Deptford Township, Woolwich Township,
Monroe Township and Clayton. Also if you intend to keep your 500 radio
or any other radios in your apparatus, when your apparatus is scheduled for
installation be sure that, that information has been forwarded to the
installers.
TECH RESCUE:
To: Gloucester County Fire Chief’s Association- Secretary
Subject: GCTRT Training Report for October
The Gloucester County Technical Rescue Task Force (GCTRT) participated
in the first drill of the structural collapse rescue quarter.
Three groups were assembled combining experienced and new members
throughout several stations including tool lab & safety, cut station
operations, and vertical shore construction.
Members were familiarized with the sequencing of shoring operations, and
tasked with completing each station in the order of which would be carried
out in the field. Overall the refresher was beneficial to all members and
taught critical skills to those new to structural collapse operations.
The attendance for this drill included 22 personnel and the task force was in
service for a total of 3.5 hours.

TENDER TASK FORCE: Bob Bramble advised that the task force had
held a meeting last week, and the drill to be held in East Greenwich will take
place in the spring.
FOAM STRIKE TEAM: No Report
LARGE DIAMETER HOSE TASK FORCE: Eric Farley advised that all
documents for the task force are being reviewed.
BURN BUILDING/FIRE ACADEMY COMMITTEE:
Joe Petsch gave a quick overview of the meeting with the College and
Freeholders, the meeting was very professional with a positive outcome, and
the group will continue to work together. The minutes of the meeting will
be included with these minutes.
CORRESPONDENCE: The Secretary reported that the letter to the
County Emergency Management Coordinator regarding Fire Coordinator
Dennis Kappler was sent and a copy of the letter that went to the State was
read.
The Woolwich Township Christmas parade will be held on Saturday
December 5
th
. Registration deadline is November 24
th
. Once the Secretary
gets the flyer for the parade it will be emailed to all members.

UNFINISHED BUSINESS: A question was asked if anyone knew the
status of new membership cards. Joe Petsch stated he was waiting to be
sure of the wording for the cards, he stated they will be printed before the
next meeting.
NEW BUSINESS:
Chief Al Giampola of the Paulsboro Fire Department advised that
Construction of the Port of Paulsboro is progressing well. There will be
several confined spaced within the port, he will be advising the Tech Rescue
team of this. Also ships should start to be using the port in May or June of
2016.
Bob Hill questioned if there was anything this organization can do regarding
the G.C. Firemen’s Association. Since that organization has money in its
bank accounts. A discussion was held. The Secretary will get a copy of
their By-Laws to review what is to be done with those funds.
