The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Assistant Chaplain
Archie Roemmich.
Address of welcome was given by Chief Marty Mattson of the Greenfields
Fire Company.

Pat Robinson motion to accept the Officers into the Association, seconded
by, Drew Sole, motion passed.
President Cardile then administered the Oath of Membership to the members
accepted tonight and during the February meeting.
MINUTES OF PAST MEETING:
Bryant Fiddler motion that the minutes of the February meeting be approved
as emailed seconded by, Rick Thomas motion passed.
FREEHOLDER REPORT: Freeholder Chila advised the group that at the
next Freeholders meeting they will introduce the budget for the County. He
advised that Franklin Township and the Borough of Newfield were joining
the group of municipalities that are covered by Gloucester County EMS.
Freeholder Chila had met with President Cardile regarding the Fire
Academy and the possibility of upgrades which would include a new burn
building. Freeholder Chila stated that he was happy having such open
communications with the fire service in the County.

FIREFIGHTER 1
Spring semester underway with 15 students participating.

FIRE ACADEMY GENERAL BUSINESS
Nothing of importance to report
TRAINING & EDUCATION ADVISORY COUNCIL
Met earlier this month, council is reviewing draft program and has
agreed to vote on the program in April. If approved, work will begin
on creating a written exam. Once completed, skill sheets will be
developed and application for both PRO Board and IFSAC
certifications will follow.
Council now discussing firefighter fitness as an eligibility requirement
for enrollment into Recruit Firefighter 1 program.
DIVISION OF FIRE SAFETY
Spring course offerings now available for viewing and registration.
Registration for Homeland Security Conference June 1, 2017 now
open.

G.C. EMERGENCY RESPONSE REPORT: Director of Fire Services
Jim Schmidt reported for Tom Butts, he thanked all who attended the
symposium held at Clearview High School. He also thanked President
Cardile for his assistance on securing the High School for the symposium.
He reminded all that the rule on Turn Out Gear is 10 years. The information
presented by PEOSHA was incorrect.
Director Schmidt asked that all Departments fill out the Update paperwork
for their Fire Departments and return that information as soon as possible.
Task force numbering will be implemented in the very near future. The
EMS Symposium will be held the weekend of March 17
th
, you do not have
to attend the entire weekend. The attendee will receive credit for the classes
that were attended.
FIRE COORDINATION: Dennis Kappler thanked the Tender Task Force
for their response with their last assignment. They had some challenges that
they had to overcome. The flowed in access of 240,000 gallons of water.
NEPTUNE: Still awaiting check from the Department of Community
Affairs for the repair to Neptune.
HAZ-MAT: Dennis Kappler reported that next week the team will be doing
their level B competencies at the Janiver Fire Company.
GLOUCESTER COUNTY EMS: The EMS Symposium will be held the
weekend of March 17
th
, you do not have to attend the entire weekend. The
attendee will receive credit for the classes that were attended.
N. J. DIVISION OF FIRE SAFETY: No report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Bill McNulty
reported that all of the County associations had their reports in on time. The
delegates list are due in to the State office by May 1
st
. There is a joint
committee that was formed between the Relief Association and the
Firemen’s Home to investigate the possibility of adding a dementia unit to
the home.
N.J. FIREMENS HOME: Harry Strube stated that the joint committee
working on the possible dementia unit has hired a consultant to do a
feasibility study. The Home is working on the 2018-2019 Home’s budget.
The Home will be having their annual Golf Outing on May 9, 2017. Harry
asked for the Association to continue their financial assistance by sponsoring
a hole. Ed McMahon motion to sponsor a hole for the golf outing seconded
by Bill Beckett, motion passed.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that
paperwork for ads for the convention ad book are out, the cut off for the ads
is May 15
th
. The Convention will be in Hackettstown in June. The
Memorial Service will be in Paulsboro on Saturday April 22
nd
at 11:00 am.
Bill Beckett motion that the Association take out a full page ad in the
Exempt Convention Ad book, seconded by Mike Haines, motion passed.
LAW & LEGISLATION: Frank Lambing reported that bill S-879 had
been signed into law. It gives Police and Firefighters protection for their
positions when they are injured in the performance of their duties.
BANQUET COMMITTEE: Vice-President Bill Ross reported that the
committee will be meeting to review the contract with Auletto’s for the 2018
banquet.
AUDITING COMMITTEE: The committee had reviewed the books and
all are in order.
ST. FLORIAN COMMITTEE: The ST. Florian service will be held on
Sunday May7th at Christ Church in Woodbury. The Blessing of the
apparatus will take place then the procession to the church then the service.
President Cardile hopes for 1 apparatus from each department attends the
service.
BY-LAW COMMITTEE: Nothing at this time.
BEAREAVMENT COMMITTEE: Rick Thomas reported that the
committee has been busy since December. He is asking for assistance on
Saturday for a funeral detail for a Whitman Square firefighter.
The memorial flags that have been used for funerals were from Deptford
Township. And departments pay Deptford for the flags.
Ed Johnson motion that the Association purchase 5 memorial flags,
seconded by Bill Beckett, motion passed.
SPECIAL COMMITTEES:
RADIO COMMITTEE: A question was asked about the State Forestry
Service possibly use the 700 radio system. They were approached they
seemed not to be interested, they are now working on a way to talk with
those units during incidents where they are working with our county units.
A question was raised from the floor regarding the number of units working
on one channel, can we use more than one fire channel, to ease radio
congestion. This will be looked into.
Fred Lock motion to use the voice option on the portable radios, seconded
by Keith Wadleigh, motion passed.
TECH RESCUE: Did receive the report from President Cardile.
TENDER TASK FORCE: The command staff will be meeting at the
Emergency Response Center on March 23
rd
. They are still planning a drill
in East Greenwich in May.
FOAM STRIKE TEAM: They will be meeting next week, a full report
will be given next month.
LARGE DIAMETER HOSE TASK FORCE: They had a command staff
meeting last week. They are hoping to have a drill early spring. Due to
other obligations Chief Sole had to step down as commander of the task
force. He was thanked for his dedication to the task force.
TRAINING/FIRE ACADEMY COMMITTEE: As reported earlier they
had met with Freeholder Chila.

Butch Myers motion to accept the treasurer’s report seconded by Brian
Golle, motion passed.
UNFINISHED BUSINESS:
Chuck Murtaugh reported that the County OEM has met with the Utility
Companies and have all of the emergency numbers which are also in the
Communications Center.
Resource Typing and Fire Coordinator Response:
These items were discussed, an operational vote will be held at the April
meeting
NEW BUSINESS:
Chief Giampola advised all that the first ship had been docked at the Port of
Paulsboro. They have been off loading steel. The steel is loaded on a truck
then a railcar and transported from there. He advised that there is very little
water on site in case of fire. He also advised that the Public Safety club at
the Paulsboro High School has 4 sessions remaining, and that the project had
been doing well.
Rick Thomas questioned if any town was doing anything regarding board up
services. Woolwich Township had passed an ordinance covering that, and
Monroe Township OEM has added them to their EOP.
Rick Thomas motion that the Association supply bereavement memorial
flags in the future, seconded by Bill Beckett, motion passed.

had incurred an expense for a memorial flag since January 1
st
