Ed Johnson advised that it will now be the policy of the Fire Marshal’s
office if after hours you are dispatched for a vehicle fire and that vehicle
was in motion and you need the Fire Marshal’s office to do the
investigation, have the vehicle towed and advise the communications
center to advise the Fire Marshal’s office of the same. And they will
complete the investigation the next business day.

G.C. EMERENCY RESPONSE REPORT: Jim Schmidt advised all that
the informational forms need to be returned to the Center. Also all of the
task force leaders will be emailed regarding the use of 58 series numbering
when dispatching a task force.
FIRE COORDINATION: Dennis Kappler advised that he would like to
add 2 more Deputy Coordinators. He suggested Jim Schmidt and Mike
Gallagher. Mark Gismondi motion to add the additional Deputy
Coordinators seconded by Eric Farley, motion passed.
NEPTUNE: The hydraulics need to be repaired on the unit, the repairs will
be paid by the State, and this work will hopefully be completed in the next
month.
HAZ-MAT: Nothing to report at this time.
GLOUCESTER COUNTY EMS: No Report
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Bill McNulty was
unable to attend the meeting, Glad to say that all associations in the county
had their officers listing and Fourth Quarter local relief reports in on time.
As a matter of fact all State Associations were in on time. Now the Financial
Reports are due Feb. 20th, there are 14 still outstanding in the county. Also
the yearly membership report is due Feb.28th and there are 17 still
outstanding. Get them in or your delegates will not be seated at the
convention. Hope all is well
N.J. FIREMENS HOME: Harry Strube stated that if you have not
received a QR card for the home to see him, as he has one for each station.
Also a joint committee between the State Association and the Firemen’s
Home is looking into a dementia unit for the home, more information will be
provided as it becomes available.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that
paperwork for ads for the convention ad book are out, the cut off for the ads
is May 15
th
. The Convention will be in Hackettstown in June. The
Memorial Service will be in Paulsboro on Saturday April 22
nd
at 11:00 am.
LAW & LEGISLATION: Nothing to report at this time.
BANQUET COMMITTEE: Vice-President Bill Ross reported that he had
heard nothing but good comments about the banquet. If you have any
comments or concerns tell a member of the committee.
AUDIT COMMITTEE: President Cardile appointed the following

BY-LAW COMMITTEE: Nothing at this time
BEAREAVMENT COMMITTEE: Rick Thomas advised that the
committee has been busy since the December meeting, they have assisted
with 8 funerals. The committee is working on upgrading and making repairs
to the trailer. And Rick reminded the membership that the committee has a
cassion for the hose bed of an Engine to hold a casket.
The Vice-President of the Franklinville Fire Company Thanked the
committee and members for their assistance with the Hogan Funeral.

RADIO COMMITTEE: The committee met last week, they hope to meet
with Director Jim Schmidt soon to go over a few items.

TENDER TASK FORCE: Leadership group will meet on Feb 16

next Task Force meeting will be held at Station 39-2 on March 2

FOAM STRIKE TEAM: Jeff Pfeiffer advised that the group is finalizing
the SOG’s, and their response protocol is being revised.
The Camden County & Burlington County Foam Task Forces have met with
Mike Gallagher and Pat Robinson, they are working on regionalized training
and credential training for all 3 County Foam Task Forces.
Their next meeting will be held on March 14
th
at Station 22-1 at 1900 hours.
LARGE DIAMETER HOSE TASK FORCE: They will be having an
Operational Staff meeting within the next 2 weeks.
TRAINING/FIRE ACADEMY COMMITTEE: President Cardile and
Fire Academy Director Hill have met with vendors and advising what we are
looking at. The vendors will get back with the committee with the cost
estimate. Hope to have an update for the June meeting.
President Cardile is hoping to have a meeting with Freeholder Chila to
discuss the Fire Academy.

President Cardile mentioned that there is a schedule change due to the
availability of space for the September meeting, and the April meeting will
not be held at the Lawns Firehouse, it will be at the Aura Station. A revised
schedule will be included with the minutes.
President Cardile then opened the floor to questions regarding the Fire
Coordinators Response, as follows:

ASSOCIATION
Fire Coordinator Response Standard
PURPOSE:
In support of the Emergencies Services Deployment Act, the Fire
Coordinators office will provide support with accountability, resource
tracking and implement the county fire mutual aid plan to ensure
adequate fire resource coverage during a local and/or regional
incident.
PROCEDURE
All Fire Coordinators shall be notified on all fire incidents where the
“All Hands” or “Working Fire” is declared.
Upon the 1
st
Alarm covers being dispatched into the incident (2) Fire
Coordinators shall respond to the incident or upon the discretion of
the Fire Coordinator based upon the incident type.
On arrival of the Fire Coordinators to the incident they shall check
into the ICP.
At no time will a Fire Coordinator fill a role in the Operations
section of the Incident Command System.
The Fire Coordinators will ensure the requirements of the County Fire
Mutual Aid Plan are met.
Once Demobilization of the incident is completed the Fire
Coordinators will ensure any or all documentation is completed and
turned over to the incident commander.
There was a long discussion regarding when the Fire Coordinators are to
respond. Chief Scott questioned if there were needed to respond on all
working hands fires? Can the Incident Commander just request them when
they are needed?
The Incident Commander can recall them if he feels they are not needed.
The standard was worked on and brought up due to when there is a working
fire it does affect multiple municipalities.
Fire Coordinator Dennis Kappler did state that his standard was not being
pushed by him, but was being pushed by some of the Fire Chiefs in the
County.
Mike Gallagher stated that the Deployment Act charges the Fire Coordinator
to act once you have depleted your local mutual aid plan. This is due to
maintaining proper coverage for the rest of the County.
Under the current system the Fire Coordinator Group would respond on the

alarm.
The Fire Coordinators group would respond on the radio channel that was
being used on scene.
More discussions were held.
President Cardile stated that there will be an operational vote taken on this
matter at the March meeting.
President Cardile the addressed the resource typing for a Rescue Company.

standard.
A question was asked who will determine if your vehicle meets the standard.
It was stated that a group will come out to the stations to inspect the
apparatus to see if the vehicle meets the standard.
There was some discussion on the Resource Typing of units.
There was no definitive final outcome for the Resource Typing but they are
being included in the minutes as they will be brought up again.

SQUAD COMPANY
PURPOSE:
To establish a clear standard and criteria for which a Squad Company will be
defined within the County of Gloucester. The standard is defined by the
compliment of minimum of equipment carried on the apparatus.
Squad Companies should have the capabilities to perform the following

UTILITY COMPANY
PURPOSE:
To establish a clear standard and criteria for which a Utility Company will
be defined within the County of Gloucester. A Utility company is considered
a special service piece and can have a variety of capabilities. A Utility
Company will still be able to handle specific incidents in their respective
locals.
Utility Companies should have the capabilities to perform the following
tasks:
Salvage Operations
Carries an assortment of Tarps, Pumps, Mops/Squeegees, Wet/Dry
Vacuums
Vehicle Extrication
Assortment of Hydraulic Extrication Tools and Stabilization
Equipment
Specialized Rescue
Water. Ice, Confined Space, Rope, etc.
Lightening Operations
Portable and Fixed Lighting, Generators
Cascade Services
Ability to fill multiple SCBA Cylinders
Emergency Medical Service
Basic First Responder
Utility companies shall be dispatched with their respective station number
and the message shall contain the specific assignment they are being
requested for. (I.e. Utility 10-1, Greentree Road and Lantern Lane a Lighting
Assignment.)

The Utility Company shall possess any equipment that may be relevant to
the capabilities or services that may be carried upon the company.
Training
