The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Tim Nessler
Address of welcome was given by Safety Officer Rob Quay of the Newfield
Fire Company.

MINUTES OF PAST MEETING:
Bill Beckett motion that the minutes of the November meeting be approved
as emailed seconded by, Ed Johnson motion passed.
FREEHOLDER REPORT: Freeholder Chila Communications Center is
working on the pager problem issue. He asked everyone to be safe doing
what they do, and from the Freeholder Board and his family he wished
everyone a safe and joyous New Year and a Merry Christmas.

GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Fall semester completed with 9 recruits successfully completing
the program.
Special recognition to Recruit Aaron Belz from National Park
for achieving the highest practical skills points average
(93.1%).
Special recognition to Dylan Fanslau from Colonial Manor.
Recruit Fanslau was nominated by his peers to receive the
Vernon Evans Memorial Award.
Graduation exercises Thursday January, 18, 1900 at the Fine
Arts Building.
Spring semester ready. Orientation Friday January 12, 2018.
FIRE ACADEMY GENERAL BUSINESS
Launching a completely overhauled Junior Firefighter program. Much
of this program is modeled after the Camden County program insofar
as the juniors will attend class with senior members. Participating
stations will be assessed a fee for each junior member attending. The
fee will be used to purchase one T-shirt, 1 Sweatshirt, and a length of
rope. I am awaiting a per unit cost from the shirt vendor.
The individual or station will be responsible for outfitting the member
with blue Dickie pants, and either black boots or black sneakers, and
black belt. Note: the uniform will be required for each class.
Adult recruit class, to date 8 registrations. As with the junior program,
the adults will be required to wear an academy shirt, blue Dickie
pants, and either black boots or black shoes with belt. As I still have
shirts that were purchased by this association last semester, there will
be no fee for the adults.
TRAINING & EDUCATION ADVISORY COUNCIL
MEETING NEXT WEEK
DIVISION OF FIRE SAFETY:
Junior members. The NJ Department of Labor and Workforce
Development in a letter to the NJ Division of Fire Safety, dated
December 8, 2017, responded to a request for an opinion regarding
what junior members can and cannot do. In sum, juniors are not
permitted to participate in any activity that poses “serious injuries or
fatalities due to the unpredictable changes in conditions that could
create safety and/or health hazard exposures at any given time.”

Dana Decesari motion that the Association purchase a “T” shirt and sweat
shirt for each student in the Junior Firefighter class, seconded by Joe Petsch,
motion passed.
G.C. EMERGENCY RESPONSE REPORT: Fire Services Director Jim
Schmidt reported that the Center is working with Glassboro and Washington
Township fire departments as there tones seem to be dropping off of
dispatches. The radio technicians are working on the issue. The CAD
system is not designed to handle the retone of stations, the timing and re
notification to the dispatchers are an enhancement which would cost the
County to have this added.
If you have a complaint, address it first with the Alarm Room Supervisor, if
you are not satisfied then contact Chief Dispatcher Diane Morgan. Jim
advises always follow up with an email.
Mike Gallagher reminded all of the Officer requirement. If the firefighter
riding in the right front seat is not an officer that person should still be level
1 certified.
There will be a meeting on Tuesday at 4:00 pm. With DOT and State Police
Safer group regarding the RT. 55 responses.
FIRE COORDINATION: Dennis Kappler advised that all Command
positions from the Task Forces have met to discuss roles and
responsibilities. The County Incident Support Team will be using T cards.
He wished everyone a safe Holiday Season.
NEPTUNE: Nothing to report
HAZ-MAT: On Monday the screening process for new applicants will
begin.
GLOUCESTER COUNTY EMS: Joe Ward reminded that EMT’s can
assist on incident scenes even with the spread of rock salt. He also wished
all a safe and Happy Holidays.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Glenn Roemmich
thanked everyone for their support, he reminded everyone to get their
financial forms, Officer’s forms and percentage forms into the State office
on time. There is already 1 association not being seated at next year’s
convention due to not getting their pink and blue sheets in on time after the
convention. He wished everyone a Merry Christmas and A Happy New
Year.
N.J. FIREMENS HOME: Harry Strube stated that everything is going
well at the home, the guests are enjoying the many holiday parties. Also that
the Home’s budget is on the Governor’s desk awaiting his signature. Harry
wished all a Happy Holiday Season.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the Call
to Convention will be going out in the mail shortly. The 2018 Convention
will be in Phillipsburg in August. The Memorial Service will be in Old
Bridge on Saturday April 21
st
at 11:00 am. He wished everyone a Merry
Christmas and A Happy New Year.
LAW & LEGISLATION: Frank Lambing reported that there has been a
lot of activity but nothing has passed as of today. He wished everyone a
Merry Christmas and A Happy New Year.
BANQUET COMMITTEE: Ed Johnson reported that tickets are on sale at
$ 35.00 per ticket there are 8 seats per table. Also get pictures and video’s to
Dan DeBear for the slide show.
AWARDS COMMITTEE: John Hoffman advised that the committee will
meet on December 22

SECTION 10. VOTING PRIVILEGE
All Active and Life Members shall maintain at least forty (40%) percent
of regular attendance of meetings each year to vote, and at least sixty (60%)
percent run for and to hold an office. Newly elected members must attend two
(2) meetings prior to being eligible to vote.

there is at least one Chief Officer or the next highest ranking officer in
attendance in good standing with paid dues to the Association. A successful
vote requires a 2/3 majority of the ballots cast for passage.

RADIO COMMITTEE: The committee will meet next week with a report
at the February meeting.
TECH RESCUE: No Report
TENDER TASK FORCE: No Report
FOAM STRIKE TEAM: Their meeting was last week, they are still doing
awareness and operational training.
LARGE DIAMETER HOSE TASK FORCE: Brian Golle reported that
after the holidays they will hold a training course for command officers, and
they are looking to have a drill in the early spring.
TRAINING/FIRE ACADEMY COMMITTEE: No Report
LEADERSHIP SEMINAR COMMITTEE: President Cardile thanked the
committee for their work on the seminar, he was not happy with the
attendance, 83 people had signed up to attend and only 39 showed up.
President Cardile then spoke on an incident that had taken place in
Gloucester Township, over the weekend. We the fire service need to be
more honest with ourselves and we need to look at how we respond. We
need to remember we are here to provide fire protection for our residents,
not to inflate our egos.
