The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Assistant Chaplain
Address of welcome was given by Malaga Fire Company Chief Anthony
Baldasaro.
NEW MEMBERS:
Lieutenant Joseph E. Biener of the Malaga Fire Company
Dana DeCesari motion to accept the Officers into the Association, seconded
by, Anthony Baldasaro, motion passed.
President Cardile then administered the Oath of Membership to Lt. Biener
who was accepted tonight into the Association.
MINUTES OF PAST MEETING:
Dana DeCesari motion that the minutes of the June meeting be approved as
emailed seconded by, Rick Thomas, motion passed.
Eric Farley motion that the minutes of the September meeting be approved
as emailed seconded by, Bill Ross, motion passed.
FREEHOLDER REPORT: Freeholder Chila was unable to attend the
meeting.

TRAINING & EDUCATION ADVISORY COUNCIL
DIVISION OF FIRE SAFETY:
NFPA is fast-tracking a review to determine whether or not a new
standard should be developed for Fire Service Support Personnel. This
Standard will provide guidance for training and creating policy for
members who will serve as support personnel on a given incident
scene.
According to a recently published letter there is an estimated 122,000 non-
firefighters serving as support personnel in fire department throughout the
U.S. These personnel are most often found in communities with 5,000 or
fewer residents.

G.C. EMERGENCY RESPONSE REPORT: Director Tom Butts
advised that the radio upgrade at the Deptford Mall has been completed.
The radio techs are working on the pager issues and there is a ticket into Pro
Phoenix to address the problems.
Jim Schmidt stated that the RT 55 response plan is in the hands of the
Delaware River Planning Commission. Jim reminded all that the task force
agreements need to be signed and returned. Jim also thanked those who
attended the ceremony for the 10 Year Anniversary of County EMS.

N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELIEF ASSOCIATION: Ken Wigglesworth
reported for Bill McNulty, that construction of the new office for the State
Relief Association has begun in Wall Township. Don’t forget to file your
quarterly reports. Also the home health care initiative is going well as long
as you have a qualified home health care service. Ken asked all to keep Bill
in your thoughts and prayers as he continues to battle cancer.
N.J. FIREMENS HOME: Harry Strube stated that at the home they are
utilizing new respiratory and rehab technics.
Harry stated that they are going to work on a memory care unit at the home
in Boonton. The plan is to rehab Wing E of the home, that wing can be
locked down and would require the least amount of rehabilitation. They will
also make some modifications to Wings A & B.
They held their reorganization meeting last week and Harry will remain as
the Board of Managers Secretary.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the
Exempt Convention will not be held in Cape May as previously reported due
to financial items that would hurt the Exempt Association.
LAW & LEGISLATION: Frank Lambing reported that Senate Bill S-
3311 will require retirement incentive offer before public safety department
layoffs in municipalities in need of stabilization and recovery. The
Assembly partner bill is A-4880.
BANQUET COMMITTEE: Bill Ross reported they are woeking on
attempting to get the New Philadelphia Fire Commissioner to be the speaker.
Tickets will be available starting at the November meeting. There is no
price increase this year. Also get your photos and videos to Dan DeBear for
the year in review.
AWARDS COMMITTEE: Nominations for awards will be excepted until
sometime in December.

BY-LAW COMMITTEE: Chuck Murtaugh asked to be removed from the
committee, President Cardile stated he will take that under advisement.
BEAREAVMENT COMMITTEE: Rick Thomas advised that the
committee was requested to assist the Janiver Fire Company last week. If it
were not for assistance from Brooklawn Fire Company members from
Camden County, they would not have had any help. The bereavement needs
assistance to continue to assist with services.

Ralph Stover State Park in Bucks County Pa
with START Rescue Inc. who were contracted
to conduct the advanced rigging class.
9/28/2017 Trench Rescue hand-on operations
The team conducted intermediate trench level
skills including outside walers and shoring
around obstacles.
9/30/2017 Trench Rescue hands-on operations
The team reinforced basic skills with newer
members including: initial reconnaissance,
setting ground pads, panel assembly and
placement, and strut assembly and placement.

TENDER TASK FORCE: Bob Bramble reported that their next meeting
will be held on November 2

in East Greenwich. They are looking for a
place for a fall drill and drills for next year.
FOAM STRIKE TEAM: The SOG’s are complete. They will be
scheduling a foam awareness course for paid firefighters from Deptford,
Washington TWP AND Glassboro in the near future.
LARGE DIAMETER HOSE TASK FORCE: Brian Golle reported that
the drill had been postponed. The leaders will meet next week.
TRAINING/FIRE ACADEMY COMMITTEE: No Report
LEADERSHIP COMMITTEE: The 2017 Fire Officer Symposium has
been finalized and registration can began. Attached is the flyer for the
lectures. This is a great opportunity for gain knowledge from a variety of
different instructors. In the county students will be free and out of county
will be $50. The free cost to Gloucester County Firefighters is apart of the
Association Fee that each company pays.
