The meeting was called to order by President Cardile at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Rev Kevin
Davis.
Address of welcome was given by Chief Ryan Pierson.

Glen Frye motion to accept the gentlemen into the Association seconded by
Jim Wigglesworth, motion passed.
MINUTES OF PAST MEETING: Bill Beckett motion that the minutes
of the September meeting be approved as emailed seconded by, Ed Johnson,
motion passed.
FREEHOLDER REPORT: Freeholder Chila reported that the Freeholders
have approved the radio repeater for the Deptford Mall to assist with
communications. He stated that all Council members need to have ICS
training to receive grant money and so that they know what their roles are
with public safety.

FIRE ACADEMY DIRECTOR’S REPORT
REPORTING MONTH: October 20, 2016
GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Fall semester past midpoint 21 student’s participating
Student performance is a concern, 90% of class have to re-do
one or more skills
Student physical abilities are a concern, some medical issues
are chronic.
Spring semester will be announced in December.
FIRE ACADEMY GENERAL BUSINESS
A new vehicle is being readied for live fire training. I hope to
have it in service in about a week or two.
Open classes, our most recent HVR class saw an unusually high
number of last minute cancellations. That we calculate costs
and staffing requirements on the number of registrations’, it is
critical that to the extent possible, those who register do in fact
attend.
Instructor 2 class will most likely cancel unless more interest is
shown. Currently I have one person registered.
Drill Ground scheduled for this Sunday will run. Seats remain.
If interested, please call the academy to register. In county
course fees will he waived for Gloucester County responders.
TRAINING & EDUCATION ADVISORY COUNCIL
The committee I chair has met and has approved the Jones & Bartlett
text, Hazardous Materials Managing the Incident Fourth Edition as the
text for the new On Scene Incident Commander program. Our
committee is now working out the final proposal for both the program
as well as the criteria for instructors. Then, we will begin work on
developing skills exercises and a comprehensive written exam. Our
goal is to have a complete program for delivery sometime in 2017.
DIVISION OF FIRE SAFETY
NJ weekend for 2017 is March 18 & 19 with reception on the

I am putting together our second Memorial service to be
conducted on Saturday.

Bob stated he was not happy with the overall performance of the class. A
committee on State level to study student physical abilities.
A question was asked if Bob was receiving paperwork for student physicals.
Bob stated yes and provided an example. A discussion was held on the 1582
requirements, which should be discussed with the doctor performing the
physical.
G.C. EMERGENCY RESPONSE REPORT: Dennis Kappler advised
that the Hazmat Team has 5 new members and their annual training was
completed during June, July and August. The Neptune Pump Module is
being repaired. Neptune will participate in a drill on Sunday October 30
th
in
Pennsauken along with the fire boat from the Wilmington Fire Department.
He thanked companies for their cooperation with the Regional Task Forces.
Mutual Aid agreements are going out for review and signatures. Jim
Schmidt is setting up meetings for companies to get updated information for
the resource data base.
GLOUCESTER COUNTY EMS: The President reported that the County
is now covering calls in Franklin Twp.
N. J. DIVISION OF FIRE SAFETY: No Report
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Bill McNulty
discussed the convention vote. He also reported that all locals did well on
their audits, only a few minor things were found. Expense reports are due
into the State Office by November.
N.J. FIREMENS HOME: Harry Strube reported that the Officers of the
Board of Mangers had stayed the same after their reorganization meeting.
N.J. EXEMPT ASSOCIATION: Progress
LAW & LEGISLATION: Frank Lambing reported the following bills
have been introduced:
A-4213 & S-2632 Establishes Forest Firefighter death benefit
A-901 Requires electric, gas and water public utilities to provide bill credits
to volunteer fire companies and other organizations.
AJR-11 Designates month of October of each year as “Fire Safety Education
Month”
BANQUET COMMITTEE: The Banquet will be held on January 12
th
at
Aulletto’s tickets will be $ 35.00 each. Cocktails 6:00 pm. Dinner at 7:00
pm. Tickets will be available at the November meeting. The committee
will be meeting on Friday October 28
th
to make final arrangements.
BY-LAW COMMITTEE: The floor was opened for discussion of the
proposed By-Law changes. 3 tellers were appointed and vote was taken.
All of the proposed changes were passed.
BEAREAVMENT COMMITTEE: The committee had assisted with 3
funerals during the past month.
NOMINATION COMMITTEE: The President appoint Rick Thomas,
Larry Crane and Steve Smith to serve on the committee.
SPECIAL COMMITTEES:
RADIO COMMITTEE: The committee had met and more information will
be out next month.
TECH RESCUE: The report was read by the President.
TENDER TASK FORCE: They have a drill set for the spring.
FOAM STRIKE TEAM: They are still working on standards. They will
have a drill at the Mall on October 25
th
, with all companies involved.
LARGE DIAMETER HOSE TASK FORCE:
ST. FLORIAN COMMITTEE: No Report
LEADERSHIP: The seminar will be held next Friday and Saturday.
TRAINING COMMITTEE: Will be meeting in the near future will
report back.
