The meeting was called to order by President Zimm at 1930 hours. The
group saluted the flag the invocation was given by Chaplain Rev. Kevin
Davis.
Address of welcome was given by Fire Coordinator Dennis Kappler of the
Gloucester County Emergency Response Center.
NEW MEMBERS:

Joe Petsch motion to accept the gentleman into the Association, seconded by
Archie Roemmich, motion passed.
Chuck Murtaugh mentioned that in the By-Laws that the meeting can be
recessed.
Pat Robinson motion to recess the meeting to allow the members to tour the
Communications Center, The Fire/EMS Dispatch Room, Police Dispatch
Room and the County Emergency Operations Center, seconded by Rick
Thomas, motion passed. The meeting was recessed at 1934 hours.
The meeting was reconvened at 2001 hours.
MINUTES OF PAST MEETING: Bill McNulty motion that the minutes
of the June meeting be approved as emailed seconded by, Pat Robinson
motion passed.
FREEHOLDER REPORT: Freeholder Chila reported that the 700 radio
project is progressing well, and the group that was put in place as an
advisory group for the CBRNE team had met and making good progress
also.
He thanked all for their work restoring communities after the June storm
which ravished many communities in the County.
He advised that tomorrow will be the 14th Anniversary the September 11,
2001 attacks on our Country. The County Ceremony will be held in Mantua
Township at the Chestnut Run Park.

FIRE ACADEMY REPORT: Bob Hill’s report is as follows:
FIRE ACADEMY DIRECTOR’S REPORT
REPORTING MONTH: September 10, 2015
GLOUCESTER COUNTY FIRE ACADEMY
FIREFIGHTER 1
Fall program underway with 23 recruits participating.
FIRE ACADEMY GENERAL BUSINESS
No progress to report on connecting our air compressor to electrical
service. I have been told that the transformer needed for this project
has been purchased and that the delay is related to a priority project
that the county electricians are involved in. I remain hopeful that this
will be done shortly as in a few weeks the compressor will be needed
for class.
Burn building, Sealed bids will be opened in the coming days for
removal of the burn building. In preparation of this, all service to the
building has been removed and I have salvaged many of the electrical
components for reuse in the aircraft. As part of the bid, vendors will
remove on compartment and relocate this compartment for use as an
extension to our existing class A building.
Replacement building, this will be discussed as part of the building
committee’s report.
Recently completed Instructor -2 program. 7 of 8 participants
successfully completed the course.
Still many openings for Auto extrication programs as well as Drill
Ground Instructor program.
TRAINING & EDUCATION ADVISORY COUNCIL
A new program, “On Scene Incident Commander”: will soon be
available.
Council voted to approve Haz Mat Tech. for Pro Board & IFSAC
certifications
I accepted chairmanship of a new sub-committee to work with
Tier 1 organizations (Academy Directors) as a liaison to our
council.
I am now completing a side by side review to two texts for
driver/operator training. I have committed to publishing a report
on these texts at our October meeting with possible
recommendations on which text should be used by the state for its
training program.
NJ DIVISION OF FIRE SAFETY:
Fall menu of courses out. Fire Officials, inspectors, and
instructors can register now. General registrations will open in
about one week. You are reminded that registration is done
online.

G.C. EMERGENCY RESPONSE REPORT: Director Tom Butts, advised
that the 700 Radio Project is progressing, there is a hold up at 3 of the tower
sites due to awaiting Atlantic City Electric to install the electricity to the
sites. He is hopeful that all sites will be complete by the end of the month.
Five of the Nine tower sites are complete. There will be a meeting with
Motorola on September 23rd, more information will be forth coming after
that meeting. The installation of radios was discussed and training sessions
are being set up for the train the training courses for the use of the new radio
system.
Fire Coordination: Dennis Kappler advised that the Center is aware of the
radio disturbance due to digital TV signals.
There will be a survey going out regarding marine crafts. Dennis asked that
all Chief's please fill them out and send the information back to him.
With the Fire Fighter 1 course in session, and the air compressor move has
not been completed the need for air bottle refilling at the Fire Academy is
needed. Please try to assist with this if you have the necessary equipment.
With the Papal visit cell phone companies are expecting to have interruption
of service. Dennis recommends that the fire companies do not depend on
cell phone for dispatching. Have all of your members use their radio pagers
during the Pope's visit.
NEPTUNE: Dennis Kappler advised that the Foam Tender which had been
housed by the Manuta Fire Department has been moved and is now being
housed by the Glassboro Fire Department.
GLOUCESTER COUNTY EMS: Andy Lovell stated that there is some
concern about hospital access during Papal Visit, there may be more use of
the helicopters to get to hospitals in Camden and Philadelphia during the
Pope's visit.
There will be a Statewide EMS Triage Training Exercise starting September
14. If any department is in need of more triage tags for the exercise conatct
Andy.
N. J. DIVISION OF FIRE SAFETY: Captain Gallagher advised that with
the problems with civilians targeting public safety officers in uniform, they
suggest that you use caution and be aware.
Preparations for the Pope's visit are in full swing there have 3 or 4 meeting a
week. Our County will have 3 structural Task Forces prepared for
deployment if needed, if a task force is moved prepare for up to a 72 hour
deployment.
There will be road closures in the Camden Area including Rt. 676 and the
admiral Wilson Blvd. The Ben Franklin Bridge will be closed from Friday
night until sometime on Monday.
They are estimating that between 8,000 and 9,000 cars will parked in
Camden.
N.J. STATE FIREMEN’S RELEIF ASSOCIATION: Bill McNulty
reminded all that Convention is next weekend. Secretary Weinberg will be
retiring from office and that Kevin Finnegan who is an Executive
Committeeman will be running along with another individual. Bill asks that
you write in Kevin Finnegan for Secretary. Have a safe trip to convention
and an enjoyable time.
N.J. FIREMENS HOME: Harry Strube reported that things at the Home
are running smoothly. There are presently 76 men in the home. The air
conditioning in the auditorium of the home is working well. The convention
will be live streamed to the home which will be put on the closed circuit
system so that every guest of the home will be able to see the convention.
They hope to also live stream the parade.
N.J. EXEMPT ASSOCIATION: Glenn Roemmich reported that the
Exempt Convention will be held in South Amboy on Saturday October 3rd.
LAW & LEGISLATION: Frank Lambing reported that there was nothing
new to report at this time.
BANQUET COMMITTEE: Bill Ross reported that he had checked into
other establishments where we could hold our Annual Banquet. Adelphia's
in Deptford seemed to be the best choice. It would still be a sit down dinner
with Crab Cakes, Top Sirloin of Beef with potatoes and string beans
almandine and desert. It would be a cash bar. We would have the grand
ballroom from 6:00 pm to 10 pm. the price per person would be $ 25.00.
For an extra $ 5.00 per person we could have butlered appetizers.
Matt Cardile motion seconded by Frank Rehman that we move the Banquet
to Adelphia's, motion passed.

$ 500.00 check to Adelphia's for the banquet deposit, motion passed.
BEAREAVMENT COMMITTEE: Eric Farley advised that the
committee had assisted Station 15-1 and Station 17-1 with funerals, since
our last meeting. And that they still need assistance during Funerals. The
Brooklawn Fire Company has again assisted with the Funerals.
The committee will be using Roam Secure in the future besides email to
advise the members of upcoming Funerals.
SPECIAL COMMITTEES:
RADIO COMMITTEE: Nothing to report that has not already been
reported.
TECH RESCUE:
Subject: GCTRT Training Report for July
The Gloucester County Technical Rescue Task Force (GCTRT) was in
Woodbury for the first drill of the trench rescue quarter. The attendance for
this month’s drill was 18 personnel.
GCTRT members were given a refresher course on trench rescue operations.
Topics included trench dynamics, types of collapses, shoring operations, soil
type recognition, metering and monitoring, logistics, and other special tools
and tactics.
The taskforce was in-service for a total of 3 hours.

OFFICER COURSE COMMITTEE: Matt Cardile advised that on
Saturday October 3rd the course is scheduled to be held at Clearview High
School. There will be a catered lunch that is included. The Committee has
received some funding to cover the cost of the course, and are awaiting to
hear on additional funding, including possible funding from Homeland
Security. Some questions from the floor were asked, with the major
question being if Homeland Security does not cover the cost of the course,
who would have to pay. The answer was the Association would be
responsible.
Ryan Pierson motion that we sponsor the course and pay $500.00 to John
Salka and $ 50.00 to Clearview as deposits, seconded by Dave Deegan,
motion passed.
TENDER TASK FORCE: Bob Bramble advised that they had a meeting
last week, and are planning on hold a drill in East Greenwich in October or
November.
FOAM STRIKE TEAM; Nothing to report
LARGE DIAMETER HOSE TASK FORCE: It was reported that Drew
Sole will lead the task Force, and that they will be reviewing the SOG's and
Apparatus on the task Force.
EXECUTIVE BOARD: The Executive Board had met a few times during
the summer regarding the Fire Academy. It is the Boards recommendation
that the Fire Academy should stay in its present location in East Greenwich
Twp. And that a Class "A" burn building be sought to replace the burn
building. A few vendors were questioned and a budget figure of $
600,000.00 was arrived at. There was a discussion held on the location and
the burn building. One major question was is the budget figure enough.
Chief Gartner stated that he had met with one of the vendors and he feels
that his budget number was off. Chief Gartner will meet with the Board.
We will need to get the support of the politicians for the building. Ryan
Pierson motion that we follow the recommendation and move forward with
the proposal seconded by Rick Thomas motion passed.
President Zimm then reported that the group assigned by the Freeholders for
Haz-Mat review met and came up with a stragtic plan, which included
PEOSHA requirements, they will be moving forward. There have been new
members added and they are doing more training and drilling.
Also he was involved in a meeting with a Post Storm Report. The
conclusion is that we have to work better together during and after a storm.
And a resource data base update is being done by the local Emergency
Management Coordinators.
