CONSTITUTION AND BY - LAWS
OF THE
GLOUCESTER COUNTY FIRE CHIEF’S ASSOCIATION
ARTICLE I. NAME OF ORGANIZATION
This organization shall be known as the Gloucester County Fire Chief's Association.
ARTICLE II. PURPOSE AND OBJECTIVE
SECTION 1.
The Association shall retain as it's objective, the general improvement of the service being
rendered through the efforts of all Fire Suppression Agencies and shall generally foster a co-
ordination of the activities of the Fire Chief's and Company Officers.
SECTION 2.
The Association shall in co-operating with the Gloucester County Firemen's Association,
the Gloucester County College/ Fire Academy, the New Jersey State Fire Chief's Association, the
New Jersey Division of Fire Safety, to foster, Co-ordinate and generally aid in the maintaining an
adequate and progressive program designed to better instruct and train the members of the fire
service. The Association shall also promote fire safety education and their efforts to the residents
of Gloucester County.
ARTICLE III. MEMBERSHIP
SECTION 1. QUALIFICATIONS
Qualifications for membership shall consist of proof that the candidate has been duly
elected and/or appointed to the office of leadership responsible for fire suppression within the
County of Gloucester in the State of New Jersey. Suitable for eligibility to be defined as holding
the office of Chief, Deputy Chief(s), Battalion Chief(s), Assistant Chief(s), Captain, Lieutenant,
and Safety Officer(s) as attested in writing by at least two (2) Active or Life Members of the
Association in good standing and whose standing is confirmed by the Membership Secretary of
the Gloucester County Fire Chief’s Association. To be considered an Active member he/she
must attend at least four (4) meetings during each calendar year.
The Gloucester County Fire Marshal and his/her deputies shall be eligible automatically
upon appointment by the Gloucester County Freeholders.
SECTION 2. APPLICATION AND FEES
Candidates will be required to make application in writing and upon forms furnished, filled
in and presented, signed and attested by two (2) Active or Life Members of the Association. If
the candidate’s Fire Company or Fire Department is a member in good standing no initiation fee
is due. Candidates whose Fire Company or Fire Department is not a member of the Association;
their application is to be accompanied by a Twenty-Five ($25.00) Dollar initiation fee.

SECTION 3. PRESENTATION AND APPLICATION
Applications for membership shall be presented at any time to the membership Secretary
or chair prior to the convening of any regular meeting and may be acted upon by the Association
at any regular meeting following receipt by the Membership Secretary.
SECTION 4. APPROVAL
A two-thirds (2/3) majority obtained from the members present in good standing and
voting, the candidate shall be declared elected. Upon successful election into the Association,
said member is take the Oath of membership and fill out the Oath of Membership form and turn
this form over to the President.
SECTION 5. MEMBERSHIP
The membership shall consist of four classes: Active, Life, Honorary and Associate.
SECTION 6. ACTIVE MEMBERS
An Active Member shall meet the requirements as stated in Article III, Section 1.
SECTION 7. LIFE MEMBERS
A Life Member shall have completed ten (10) years of active service of attending at least
four (4) meetings during each calendar year in the Association, none of which need be
consecutive but all must be credited as active. Life Memberships are to be awarded at the next
annual meeting.
SECTION 8. HONORARY MEMBERS
An Honorary Member shall consist of those persons approved by the majority of the floor
of the Association, there being no stipulated qualifications and such members shall be ineligible
to hold office or vote.
SECTION 9. ASSOCIATE MEMBER
A. This Association may accept for Associate membership those persons from any
governmental or quasi-governmental agencies allied with the Fire Service i.e. Gloucester
County Freeholder Liaison, Gloucester County Emergency Response Director, Gloucester
County Fire Coordinator, Gloucester County EMS representative, Gloucester County Office of
Emergency Management, Gloucester County Firemen’s Association, New Jersey Division of
Fire Safety, New Jersey Forest Fire and any other organizations so deemed by the President or
the floor during a regularly scheduled meeting. Associate members will not have voting
privileges in Association business nor are they permitted to hold any office elected or
appointed

B. An active member in good standing of the Association who retires, resigns as long as
they are still in good standing with their fire company or fire department, or under normal
circumstances relinquishes his command or position as Chief, Deputy Chief(s), Battalion
Chief(s), Assistant Chief(s), Captain, Lieutenant of a Gloucester County fire company and or
department shall be entitled to Associate Membership, unless that member has attained life
membership. The chair has the discretion to excuse any and all Associate members from the
meeting if he/she deems it necessary.
SECTION 10. VOTING PRIVILEGE
A. All Active and Life Members shall maintain at least forty (40%) percent of regular
attendance of meetings each year to vote on nonoperational items and at least sixty (60%)
percent run for and to hold an office. Newly elected members must attend two (2)
meetings prior to being eligible to vote on nonoperational items.
B. Operational Voting shall be made by the Fire Chief or line officer that is described in
Article III Section 1 who are in attendance regardless of how many meetings he or she
have attended at the time of any operational vote. All line officers who may cast a vote
must be members of the association.
C. If there are no officers in attendance from a Fire Company and or Fire Department in
good standing, a Life Member of The Gloucester County Fire Chiefs and Fire Officers
Association shall be permitted to cast a vote for His or Her Fire Company and or Fire
Department that is in good standing.
SECTION 11. SUN SHINE FUND
A. All Members in good standing shall be eligible to receive benefits from the Sun Shine
Fund in the case of a life changing event.
B. The Sun Shine Committee shall be made up by the Gloucester County Fire Chiefs
Association Trustees, Treasurer and Sargent of Arms, if the President finds it necessary
to appoint additional members to the committee there shall be an Odd number of
members.
C. The Sun Shine Committee shall review each request for monies on the basis of need, the
committee shall investigate the request to the best of their ability without burdening the
requester to ensure there is a need.
D. The committee will make a motion on the floor to grant the request as received, the
maximum payment will be $500.00 per year unless the committee recommends
additional funds to be disbursed.
D. If the Sun Shine Fund gets depleted and if there is a need for additional funds the
Trustees shall instruct the treasurer to move funds from the General account to the Sun
Shine Fund and at the next meeting give a report on the decision to move funds from the
General account.

ARTICLE IV. OFFICERS TO BE ELECTED
SECTION 1.
The regular elected officers of this Association shall consist of: President, Vice-President,
Recording Secretary, Membership Secretary, Treasurer, three (3) Trustees and one (1) Active or
Life Member of the Association to serve as delegate on the Executive Committee. All officers
shall be elected for a term of one (1) year. All officers shall be installed at the Annual Meeting.
SECTION 2.
All officers shall be elected by virtue of at least a majority vote of the eligible members
present and voting.
SECTION 3.
The Executive Committee shall consist of the elected officers of the Association and one
(1) Active or Life member to be elected from the membership and serve as the delegate.
SECTION 4.
No member can hold more than one (1) elected office per year.
ARTICLE V. PRESIDENT
SECTION 1.
He/She shall preside at all meetings; call special meetings when so requested by at least
five (5) Active or Life members, in writing, or when so ordered by the Trustees; appoint and
serve as ex-officio member of all committees; countersign all orders on the Treasurer and
perform all other duties incidental to the office under parliamentary usages.
SECTION 2.
He/She shall function as permanent Chairman of the Executive Committee and as such call
meetings either at his/her will or upon receipt of a request from any member of said committee.
SECTION 3.
The President shall have the authority to draw a check, not exceeding $ 250.00, for
expenditures which may arise for the good of the Association.
SECTION 4.
The President shall have the authority to appoint any member in good standing to fill any
absence or vacancy on a temporary basis until satisfied by Article XII.
SECTION 5.
The President shall appoint annually a Sergeant at Arms.
SECTION 6.
The President shall appoint annually any and all committees as needed, and any
committee's as so directed by the floor.

ARTICLE VI. VICE-PRESIDENT
SECTION 1.
He/She shall assume full responsibility and perform all the duties of the President, should
the President be incapacitated or absent.
SECTION 2.
He/She shall serve as the Chairperson of the Annual Meeting/Banquet Committee.
ARTICLE VII. RECORDING SECRETARY
SECTION 1.
He/She shall maintain an accurate, up-to-date record of the Association's business;
maintain such records in comprehensive legible form. The minutes shall be distributed by email
at least one week prior to the next regular meeting, and no more than five (5) hard copies be
available at the meeting. The minutes can only be corrected at the meeting prior to their approval.
SECTION 2.
He/She shall maintain an accurate, corrected loose-leaf copy of the Constitution and
Bylaws of this Association, noting and correcting all Articles, Sections etc. and including all
resolutions pertaining to changes, addendum etc., suitably filed within sections of the master
copy.
SECTION 3.
He/She shall ascertain that the formal schedule of all meetings are duly sent to all
"Member Agencies" prior to December 15 for the following year, and at least one (1) week prior
to any special meeting(s).
ARTICLE VIII. MEMBERSHIP SECRETARY
SECTION 1.
He/she shall keep a record containing a complete list of all members in the Association and
receive all payments of yearly dues and initiation fees and record same. These monies are to be
turned over to the Treasurer each meeting, taking his/her receipt for same.
SECTION 2.
He/She shall serve as permanent chairman of the Membership Committee. The
Membership Committee shall assist the Membership Secretary at his/her discretion.
SECTION 3.
He/she shall maintain an accurate, up-to-date progressive record of each individual
member, such record showing specifically date of entry into the Association, attendance of
meetings, eligibility to vote, member status, Life Membership award and perpetual standing.

SECTION 4.
He/She shall present at the February meeting, a detailed and comprehensive report of the
previous year's membership statistics of the Association showing specifically, total new
members, new life members, number of active members, number of Life members, number of
Honorary members, total dues and initiation fees received. Report to be made part of the
minutes.
SECTION 5.
He/She shall provide to the President and Secretary a record of the members in attendance
for each meeting held, within two (2) weeks of the meeting. This report shall be included in the
minutes of each meeting.
ARTICLE IX. TREASURER
SECTION 1.
He/She shall receive all monies and pay all bills following authorization, maintaining an
accurate, legible account of the Association's finances. He/She shall also serve as the
Association’s registered agent.
SECTION 2.
All orders drawn on the treasury shall be signed by the Treasurer and co-signed by the
President or in his absence, the Vice-President, as approved by the membership.
SECTION 3.
All monies belonging to the Association shall be deposited, by him/her, in the bank as
determined at the annual meeting. Such deposits to be made in the name of the Gloucester
County Fire Chief’s Association and all statements relative to the named account, are to be filed
and maintained as a permanent part of the Association's records.
SECTION 4.
He/She shall present at the February meeting, a detailed and comprehensive report of the
previous year's activities of the Association showing specifically the receipts and disbursements
of monies. Report to be made part of the minutes.
SECTION 5.
He/She shall before the annual meeting prepare and invoice each member Fire Company
or Fire Department for their annual dues which will be $ 150.00 dollars per year.
SECTION 6.
He/She shall manage all monies collected for the Sun Shine Account and serve on the Sun
Shine Committee

ARTICLE X TRUSTEES
SECTION 1.
They shall assume charge of and be responsible for all property, holdings and effects
classified and designed as the property of the Gloucester County Fire Chief’s Association.
SECTION 2.
They shall have the power to investigate the activities of and to examine the records of the
Secretaries and Treasurer at any time.
SECTION 3.
They shall reserve the right in whole or in part, to order the President to call a special
meeting, provided said meetings pertain to the business of the Association.
SECTION 4.
They shall furnish, if required, an annual report, in writing, suitably signed, whose contents
clearly define the status of the Association's property, holdings and/or effects and a
comprehensive enumeration of their activities for the past year.
SECTION 5.
They shall form the nucleus for the permanent auditing committee, being augmented by
any additional member so desired and at the discretion and/or action of the President.
SECTION 6.
Upon termination of any Association officer, the Trustees shall see that he/she turn over to
his/her successor, all records, accounts, monies, appliances, etc., pertaining to or the property of,
the Gloucester County Fire Chief’s Association.
SECTION 7.
They shall serve as the nucleus of the Sun Shine Committee.
ARTICLE XI. SERGEANT AT ARMS
SECTION 1.
The Sergeant At Arms shall be responsible to the President to assist in maintaining order
and to carry out other assignments as deemed necessary by the President at any meeting of the
corporation.
SECTION 2.
In cases of a vote by written ballot, the Sergeant at Arms, or in his/her absence, a Board
Member, Membership Secretary and (1)-voting member appointed by the President shall
supervise the tally of ballots. Upon tally, the results shall be reported to the Secretary, and so
announced to the general membership by the President.

ARTICLE XII. VACANCIES
SECTION 1.
A vacancy in the office of President shall be filled by the Vice-President for the remainder
of the term.
SECTION 2.
All other vacancies of office shall be turned over to the Nominating Committee, who shall
seek potential replacement(s). At the next meeting, whether special or regular, shall report to the
Association their candidate(s), and the Association shall vote to fill the vacancy. All voting
members must meet the requirements of Article III Section 9.
SECTION 3.
The President shall have the authority to appoint any member in good standing to fill any
absence or vacancy on a temporary basis until satisfied by Section 2 above.
ARTICLE XIII. MEETINGS
SECTION 1. MEETING DATES / TIMES
The regular meetings of this Association shall be held on the second Thursday evening at
7:30 PM of every month except July and August. The date of the September and the October
meeting will float depending upon the date of the Firemen’s Convention and Fire Prevention
Week.
SECTION 2. NOMINATIONS / ELECTION
A. Nominations for Officers shall be made at the regular meeting in November, held over one
(1) month and reopened at the December meeting. The report of the Nominating
Committee shall also be made at the regular November meeting. The nominating
committee is to consist of three (3) members. The Chairman of the nominating committee
is to be the Sergeant at Arms. The other members of the nominating committee are the
Membership Secretary and one member appointed by the President.
B. The election of Officers shall be held on the regular meeting in December. The Officers
elected shall assume their office at the installation banquet held in January in conjunction
with the Annual Meeting.
C. To be nominated for the positions of President and Vice-President, the nominees have to
be an active seated Chief Officer in their Fire Company and or Fire Department and be in
good standing in the Association. If his/her term as a Chief Officer should expire, he/she
can continue in their elected position for 1 one more term if so elected.
D. . A Chief Officer shall be defined as holding the office of Chief, Deputy Chief, Battalion
Chief or Assistant Chief.

SECTION 3. ANNUAL MEETING
The January meeting shall be known as the Annual Meeting and shall be held at a place
with suitable dining facilities and shall incorporate the annual dinner. Officers shall be installed
at this meeting and Life Memberships awarded. The cost per platter shall be borne by each
individual attending, guest cost and all other incidental cost to be borne by the Association.
SECTION 4. MEETING LOCATIONS
Designation of meeting places shall be made at the November meeting and shall include all
meetings for the forthcoming year. Such designations to be made using the station list found on
Appendix A on a rotation basis. Odd month meeting will be held in a station from the column A
list and even month meeting will be held in a station from the column B list in alphabetic order.
The location of the January meeting will be chosen by the Banquet Committee it will also serve
as the Annual meeting.
SECTION 5. SPECIAL MEETINGS
Special meetings may be called by the President following receipt of a written request duly
signed by at least five (5) Active and/or Life members or upon request of the orders so directing
and originating from the Trustees.
SECTION 6. OPERATIONAL MEETINGS
Operational meetings will be held during the months that have 5 Thursdays, and any other
times as necessary at the discretion of the President.
If a Chief does not attend the regular monthly meeting held during the month that an
Operational meeting is held, then his attendance at the operational meeting will count towards his
meeting attendance that month.
The Secretary will attend all operational meetings to record the attendance and the minutes.
SECTION 7. QUORUM
Ten (10) Active and/or Life members, two (2) of whom shall be regularly elected Officers,
shall constitute a quorum and may proceed to transact business of the Association or may call for
an adjourned meeting stipulating a date for re-convening. A minimum of five (5) “Member
Agencies " must also be represented in addition to the above requirements.

ARTICLE XIV. VOTING
SECTION 1.
Active and Life members shall be entitled to vote on all matters except for operational
and procedural issues as directed by the chair requiring a vote.
SECTION 2.
Any Standard proposed that would affect the entire Gloucester County Fire Service will
require a one vote per Fire Company and or Fire Department in good standing. The vote shall
be made by the Fire Chief or the next highest-ranking line officer in attendance, this shall
include a Life Member of the Gloucester County Fire Chiefs Association if no other line
officers are present. A Fire Company and or Fire Department shall be considered to be in good
standing with paid dues to the Association. A successful vote requires a 2/3 majority of the
ballots cast for passage.
SECTION 3.
Any business that the President feels would affect the entire County Fire Service must be
approved by a two-thirds 2/3 majority roll call vote in attendance at a regularly scheduled
meeting. The issue can be tabled by a roll call vote by a simple majority.
SECTION 4.
The proposed standard or business that affects the entire County Fire Service would be
provided for review to all Gloucester County Fire Companies and or Departments in good
standing and will be voted upon at the next regularly scheduled meeting of the Association.

SECTION 5.
A ROLL CALL VOTE is a single vote per organized Fire Company and or Fire
department by the Fire Chief or the next highest-ranking line officer in attendance on any
operational or procedural issue as determined. If there are no line officers in attendance from a
Fire Company and or Fire Department in good standing, a Life Member of The Gloucester
County Fire Chiefs and Fire Officers Association shall be permitted to cast a vote for His or
Her Fire Company and or Fire Department.
SECTION 6.
A roll call vote of each Fire Company and or Fire Department shall be taken and
recorded. Every Fire Chief shall be notified of an upcoming important vote prior to the next
regularly scheduled meeting if possible. It shall be the responsibility of each member Fire
Company and or Fire Department to assure that they are represented at each scheduled meeting.
ARTICLE XV COMMITTEES/REPORTS
SECTION 1.
The President shall appoint annually any and all committees as needed, and any
committee's as so directed by the floor and he/she shall retain full power to rescind any and all
appointments at his/her discretion. All committees will stay in place until they are either
removed or replaced after the Annual meeting.
SECTION 2.
The following shall be known as and regularly referred to as County and State Reports:
A. Gloucester County Fire Marshal - report on monthly activities
B. Gloucester County College/Fire Academy - report on the Academy and Training
C. Gloucester County Emergency Response Center
D. Gloucester County Fire Coordinator
E. Gloucester County EMS
F. Gloucester County Firemen’s Association
G. New Jersey Division of Fire Safety - report from the Division
H. N. J. Firemen's Executive Committeeman - report from N.J. Relief Association
I. N. J. Firemen's Home Manager - report on issues at the Firemen's Home
J. N. J. Exempt Firemen's Association - report from the N.J. Exempt Association
SECTION 3.
The following shall be examples of and regularly referred to as Standing Committees and
shall be appointed annually to serve for a period of one year:
A. Law and Legislative – report on legislative action by the State Legislature
B. Topics & Policy
C. Banquet – preparing the Annual Meeting and Banquet held in January

D. Audit – review of all books of the Association
E. By-Laws – review and make corrections and amendments
F. Nominations – fill vacancies and officer positions as set in the by-laws
G. Grievance – investigate any issues brought forth
H. Awards - review of applications for the annual service awards
I. Sun Shine Committee - review of all recommendations for monetary relief from the Sun
Shine Fund
SECTION 4.
The following shall be examples of and regularly referred to as Special Committees and
shall be appointed annually to serve for a period of one (1) year:
A. Radio Committee
B. RUST Team/ Tech Rescue Team
C. Tender Task Force
D. Foam Task Force
E. Large Diameter Hose Task Force
F. Saint Florian Service
ARTICLE XVI. APPOINTMENTS
SECTION 1.
Chaplain(s) and Sergeant(s)-at-Arms shall be appointed annually by the President and may
be replaced at his/her discretion.
SECTION 2.
An Attorney will be appointed annually by the Executive Committee and may be replaced
at their discretion.
ARTICLE XVII. DUES
SECTION 1.
A dues charge of One Hundred Fifty ($ 150.00) dollars per year shall be collected from
each Active Member Fire Company or Fire Department of the Association. If a Fire Department
includes more than one organized fire company then they have the option to pay as one Fire
Department, but for voting purposes they get one single vote unless they pay dues for all
individual fire companies within their Department. All dues shall be payable to the Membership
Secretary on or before the regular meeting in May.
SECTION 2.
Members or Member Fire Companies and or Fire Departments owing dues after the May
meeting, will not receive credit for an active year and loses their right to be included in any
discussions or right to vote on any matter.

SECTION 3.
Twenty Five Dollars ($25.00) of each One Hundred and Fifty Dollars ($ 150.00) dues
paid to the association shall be deposited into the Sun Shine Fund.
ARTICLE XVIII. IDENTIFICATION AND AWARDS
SECTION 1.
Each Active Member shall receive a suitable membership card signed by the President and
the Membership Secretary.
SECTION 2.
Each member, who has completed Article III, Section 7, shall receive a Life Membership
Certificate suitably inscribed and attested by the President and the Membership Secretary.
ARTICLE XIX. MISCONDUCT OR DERELICTION OF DUTY
SECTION 1.
The charges shall be presented in writing by the person or persons, all of whom are
members. The charges shall be presented to the person (s) or officer(s) involved and to the
Grievance Committee. Said committee shall study and investigate the charge(s) and make a
report, within two (2) weeks, to the Executive Committee of the Association. The Executive
Committee will decide about preferring charges and holding a formal hearing.
SECTION 2.
Any member of the Committee involved who faces charges, shall not serve his/her position
on said committee(s).
ARTICLE XX. BONDING OF OFFICERS
SECTION 1.
Any officer or other personnel of this Association who shall handle funds or other property
shall be bonded in an amount not less than that required by law in a surety company acceptable as
surety on federal bonds. The amount of each bond(s) shall be fixed at the second regular meeting
of the year.
ARTICLE XXI. AMENDMENTS
SECTION 1.
A. Proposed amendment(s) to the Constitution and Bylaws shall be submitted in
writing with at least five (5) Active or Life Members signatures, representing three (3) member
agencies for reading at any regular meeting of the Association. The proposed amendment(s) shall
be read and held over until the next regular meeting, at which time they shall be read again and
acted upon.

B. A two-thirds (2/3) majority vote of the eligible members present voting shall
constitute a final decision.
ARTICLE XXII. ROBERTS RULES OF ORDER
SECTION 1.
The procedures, practices and rules of the Roberts Rules of Parliamentary Procedure shall
govern the operation of the Association except as otherwise defined in these Constitution and
Bylaws.
SECTION 2.
The President and the Recording Secretary shall each keep a copy of the Roberts Rules, to
be available at each meeting.
ARTICLE XXIII. DISSOLUTION
SECTION 1.
This Association shall not be dissolved so long as twenty-five (25) active and/or Life
members representing twelve (12) municipalities are willing to continue it.
SECTION 2.
Should this Association disband for whatever reason, any funds, etc. in the name of this
Association shall be turned over to the Delaware Valley Burn Foundation.
ARTICLE XXIV. CONSTITUTION AND BY-LAWS REVISIONS
SECTION 1.
The Bylaws Committee shall review and/or revise the Constitution and Bylaws every five
(5) years. The first effective date shall be the year 1995.
ARTICLE XXV. DISCLAIMER
SECTION 1.
It is the policy of the Gloucester County Fire Chief’s Association not to discriminate
against any applicant for membership because of age, race, religion, creed, political affiliation,
color, handicap, sex, physical condition, developmental disability, sexual orientation or
national origin. This policy shall include, but not be limited to, the following: recruitment,
promotion, demotion, transfer, compensation. This Association further agrees to take
affirmative action to ensure equal membership opportunities.
